For The National Congress has sanctioned the following Law:
THE NATIONAL CONGRESS
DECCRETA:
ArtA-ass 1A ° †" For the performance of works Public and vials in the Department of Peace and Provinces, the following are established tax surcharges:
The tax for each certificate issued by the Departmental Treasury is fixed in ten Bolivians;
The territorial tax referred to in the laws of 5 October 1874 and 1A ° of October 1880 and Supreme Decree of 6 December 1880, is fixed in the following form: of twenty Bolivians per year for the original lands and ten Bolivians for the aggregate. The surcharge created by Law of March 10, 1928 is maintained;
All fines levied on gambling prohibited by law, in public and private establishments;
In accordance with the laws of the country all arrears in the payment of the maximum tax, will be taxed with five percent on the amount of tax and the interest of the twelve percent annually;
Bs. 0.50 for each bottle of beer or chicha that is consumed in the Department of Peace;
One percent over each pack of 14 cigarettes consumed in the Department of La Paz;
Five percent ad-valorem on a litre of alcohol consumed in the Department;
Two and a half percent ad-valorem on a liter of spirit consumed in the Department.
ArtA-ass 2A ° †" Of the income indicated in the previous article, fifty percent for the Capital and the other fifty percent for public works and vials in the provinces, divided in equal parts between all of them. The emergency works in the city of La Paz, are the following:
Increasing the capacity of drinking water, captation of the waters of the Lagoon of Ichocota, in the jurisdiction of the region of Peà ± as, Province of the Andes.
Substitution of the current sewer system, through a new network that allows for the complete sanitization of the city.
Forestry of the city's surroundings.
Canalization of the streams that converge to the city city.
Organizational of a company of a company-a for the service of cleaning and basurals and its industrial treatment; crematoria ovens, etc.
Continuation of the work of channelling the rA-or Choqueyapu to Aranjuez.
Construction of cheap houses and departments.
Works of road, of provincial communication and interprovincial.
Conclusion of the paved Avenue Obrejes-Calacoto-Ovejuyo.
ArtA-arse 3A ° †"Once the works indicated in the previous article are completed, the Prefecture of the Department will fix the program of public works to be carried out later. The works in the provinces will be made according to their needs and with the intervention of the Deputy of each district.
ArtA-arse 4A ° †" The Prefecture of the Department of La Paz is authorized to hire an undertaking at the Central Bank of Bolivia, within the margin of tax credit that the Law of May 20, 1947, or other institutions of the country of the country, to the sum of twenty million Bolivians (Bs). 20,000,000,†") with the guarantee-a of the resources set in the article 1A °.
ArtA-ass 5A ° †" The Municipality of La Paz, will contribute with its technical and economic contest in the works that touch its attributions.
