CONSTITUTIONAL PRESIDENT OF THE REPAsBLICA

FOR HOW much: The Honorable National Congress has sanctioned the following Law:

THE NATIONAL CONGRESS,

DECCRETA:

ArtA-arse 1A ° †" For the full use of the staff of conscripts referred to in the Military Service Act and supplementing its provisions, the Mandatory Civil Service is established, for all Bolivian men of birth or naturalized who have complied 19

ArtA-ass 2A ° †" The persons included in the previous article, without exception, are required to provide the following qualified services to the National Defense Ministries. Public works and Communications and Education and Fine Arts, during a year:

a) As conscripts in the Armed Forces of the Nació, prior to their selection of the FA-sica;

b) as foremen, walkers and pawns in the works to the Ministry of Public Works and other partitions;

c) the supply of the above services and which have primary, secondary or university instruction, must be literate at least twenty-five years old or adult illiterates, under the direct control of the respective school districts.

ArtA-ass 3A ° †" The performance of the service in any of the classes indicated in the previous article, will make creditors, in the first case, to the military service book; in the two subsequent to the civil service book, which is equivalent to the previous one, for the purposes provided for in the Military Service Act.

ArtA-ass 4A ° †" The remitting in the fulfilment of the obligations determined by this Law, will be considered as omisos or vague and destined to serve two years in the agricultural colonies-queues to be established and other works dependent on the State.

ArtA-ass 5A ° †" The selection of elements for the different services will be made by a commission of representatives of the ministries concerned giving priority to those required by the Ministries of Defense. Education and Fine Arts and Public Works and Communications, in the order in which they are cited, in the allocation of the quotas that they gather for the different jobs in their capacity and the financial capacity that they credit for their support.

ArtA-ass 6A ° †" The indicated ministries, as well as other government agencies, in charge of road, agricultural, and construction works, construction and construction, will raise comprehensive statistics on their needs in specialized and workers, as well as the resources they have for their accommodation, support and dress.

ArtA-ass 7A ° †" Conscripts intended for public works will receive the pre-set of the soldier annually in the defense budget-as any other loan that will benefit in general provide their military service. Conscripts intended for education, when they serve in a place other than their domicile, by the determination of the educational authorities shall receive the same treatment as the time before for conscripts destined for public works and the armed forces.

ArtA-arse 8A ° †" The Executive Branch will regulate this Law.

Communicate to the Executive Branch for constitutional purposes.
