CONSTITUTIONAL PRESIDENT OF THE PLURINATIONAL STATE OF BOLIVIA

For the Plurinational Legislative Assembly, it has Sanctioned the following Act:

PLURINATIONAL LEGISLATIVE ASSEMBLY,

D E C R E T A:

DECLARING NATIONAL PRIORITY PRODUCTION,

INDUSTRIALIZATION AND MARKETING OF QUINOA

IN THE COUNTRY-PRODUCING REGIONS

Article 1. (National Priority). State of national priority production, industrialization and

marketing of quinoa in regions that possess this productive vocation in the country.

Article 2. (Object of Law). Contribute to production, Industrialisation and community marketing of the

quinoa by means of the technification of primary production with the respective protection of areas of cultivation, improvement and conservation of the quality of performance in the site, systems of irrigation, post-harvest improvement, transformation, industrialization and Placing on the market of the product and by-products on the local and national market, and on the external market.

Article 3. (Financing). The Executive Body, through the Ministries of Rural Development and Lands, of

Environment and Water, Productive Development and Plural Economy, in coordination with the Autonomous Regional Governments, Autonomous Governments Municipal and indigenous indigenous governments, indigenous peasants, will be responsible for managing the necessary economic resources from departmental, national and international sources to make this law viable.

Article 4. (Protection of Quinoa). The Executive Body, in anticipation of articles 380, 381, 382, and 383 of the Constitution of the State, will promote internationally the registration and protection of quinoa as a natural resource whose origin is the Andean region.

Article 5. (Registration). Based on the provisions of paragraph ii of Article 381 of the Political Constitution of the

State, quinoa shall be entered in a registration system that safeguards its existence, that of its varieties and the intellectual property in favor of the of the Bolivian people.

Article 6. (Compliance). They are responsible for complying with this Law, the Executive Body, the

Departmental Autonomous Governments, Autonomous Municipal Governments and Indigenous Indigenous Indigenous Governments.

Remitase to the Authority Executive, for constitutional purposes.

It is given in the Plurinational Legislative Assembly, three days of the month of March of two thousand eleven years.

Therefore, it is enacted to be and comply with the Law of the Plurinational State. of Bolivia.
