CONSTITUTIONAL PRESIDENT OF THE PLURINATIONAL STATE OF BOLIVIA
For the Legislative Assembly Plurinational, has sanctioned the following Law:
THE PLURINATIONAL LEGISLATIVE ASSEMBLY,
DECRETA:
LAW OF MODIFICATIONS TO THE GENERAL BUDGET OF THE STATE MANAGEMENT 2011-ENTITIES
AUTONOMIC TERRITORIAL
Article 1. (OBJECT). The purpose of this Law is to approve the extraordinary modifications to the
General Budget of the State of Management 2011, of the Autonomous Territorial Entities; and to establish general rules of application for the public sector.
Article 2. (ADDITIONAL QUOTE). The additional budget of resources and expenses for the
Department and Municipal Autonomous Governments, for a total aggregate amount of Bs2,820,977,926.-(Two Thousand Ochocidents Twenty Million Nine Hundred and Seven Thousand Nine hundred and twenty-six 00/100 Bolivianos) and consolidated from Bs2.819.633.926.-(two thousand eight hundred and 19 billion six hundred and thirty-three thousand nine hundred and twenty-six 00/100 Bolivianos), according to Annex I.
Article 3. (BUDGETARY CHANGES). The Executive Body is authorized through the
Ministries of Economy and Public Finance, and of Development Planning, to make budgetary modifications of current expenditure and public investment in the Territorial Entities. Autonomous for the current management, according to Annexes II and III.
ADDITIONAL PROVISIONS
FIRST.
I. Regardless of the source of financing, the Executive Body is authorized through the Ministry of
Development Planning, after evaluation, to incorporate additional resources for the counterpart of investment projects in the Municipal autonomous governments ' institutional budgets, emerging from the subscription of agreements that commit resources.
II. The Ministry of Development Planning, will report semestrally to the Legislative Assembly. Plurinational, on
the modifications outlined in the preceding paragraph.
SECOND. Except for the application of Article 21 of Law No. 062 of 28 November 2010 of the
General Budget of the State of Management 2011, to the Municipal Autonomous Governments and Public Universities, in those budgetary transfers Intra-institutional that negatively affect the tax result.
THIRD. Article 28 of Law No. 062 of November 28, 2010 of the General Budget of
State of Managementis amended, with the following text:
?I. In the regime of the Law of the Statute of the Public Official, the vacation of the public server may not be
accumulated by more than two consecutive demarches. Within this regime, the economic compensation of the vacation will proceed in favor of the heirs only in case of the death of the public servant.
II. The right to vacation in the regime of the General Law of Labor, will be subject as established
in its related provisions and rules.?
FOURTH. The Ministry of Economy and Public Finance is authorized to grant an extraordinary grant in
this management, to the Public University of El Alto for Bs50,000,000.-(Fifty Million 00/100 Bolivianos), with resources from the Treasury General of the Nation; for which, the application of Article 8 of Law No. 062 of November 28, 2010, of the General Budget of the State management 2011, is excepted.
QUINTA. The Ministry of Economy and Public Finance is authorized through the General Treasury of the Nation,
to allocate resources to the National Strategic Public Enterprises, which are in the process of being established, as a contribution of capital for a Amount of up to Bs30,000,000.-(Thirty Million 00/100 Bolivianos).
SIXTH.
I. The Ministry of Economy and Public Finance is authorized through the General Treasury of the Nation to issue and grant non-negotiable Treasury Bonds in favor of the Central Bank of Bolivia to guarantee extraordinary loans granted by the Central Bank of Bolivia. in favor of the National Strategic Public Enterprises provided for in Law No. 062, at the written request of the Ministry of Industry and jointly with the Central Bank of Bolivia.
II. For this purpose, the Ministry of Economy and Public Finance make the appropriate modifications,
for budget enrollment according to the payment plan agreed in the contracts signed between the Strategic National Public Enterprises and the Central Bank of Bolivia.
ABROGATORY AND REPEAL PROVISIONS
ONLY.- All provisions contrary to this Law shall be abrogated and repealed.
Remit to the Executive Body, for constitutional purposes.
