Law No. 145 27 law of June 2011 EVO MORALES AYMA President constitutional of the PLURINATIONAL State of BOLIVIA, by how much, the plurinational Legislative Assembly, has sanctioned the following law: the Assembly Legislative PLURINATIONAL, DECREES: law of the service GENERAL of identification staff and service GENERAL of licenses for driving title I Chapter first available GENERAL Wikipedia article 1. This law aims to the creation of the General Service of Personal identification and the General Service of licenses to drive, determining their legal nature, principles, functions and organizational structure.

CHAPTER TWO GENERAL SERVICE PERSONAL IDENTIFICATION? SEGIP article 2. (CREATION AND LEGAL NATURE).
I. to create the General Service of Personal identification? SEGIP, as a public institution decentralized, with legal personality and own patrimony, with administrative, financial, legal, technical and operational capacity under the tutelage of the Ministry of Government, with jurisdiction and competence throughout the territory of the plurinational State of Bolivia.

Article 3. (DOMICILE).

Article 4. (PRINCIPLES OF THE ENTITY). General Service of Personal identification? SEGIP, will hold its action to the following principles: universality. The access to the identity card? C.I., is undeniable and equal to all the Bolivian the Bolivians and foreigners living in Bolivia.

Confidentiality. It is respect and rigorous shelter on the Administration and control of the information provided by the Bolivian and Bolivians, the foreigners living in Bolivia.

Uniqueness. The identity card? C.I., is non-transferable and only assignment for every Bolivian and Bolivian.

Security. Guarantees the inviolability of the identity of the Bolivian and Bolivian people through appropriate, timely, and reliable mechanisms.

Warmth. Providing personalized, friendly, respectful and kind attention to the population.

Celerity. Opportunity in the provision of the service offered.

Efficiency. Services must be provided in the context of the optimization of resources available.

Transparency. The managed public resources are governed by criteria of transparency and austerity.

Mandatory. Responsibility for documenting the Bolivian and Bolivian people inside and outside the country.

Article 5. (POWERS). General Service of Personal identification? SEGIP, has the following responsibilities: establish procedures for the management, administration and registration of identification data to the Bolivian, Bolivians and foreigners living in Bolivia.

Set in coordination with the civic registration service? SERECI, a system of biometric registration of natural persons which guarantees the reliability and authenticity of the data recorded on a permanent basis.

Regulate the use, updating, management and storage of the single registry of identification? RUI.

Implement mechanisms and/or procedures that will ensure the privacy, confidentiality and security of the data recorded.

Register the information necessary to provide the identity card? C.I., the Bolivian, Bolivians and foreigners naturalized, meeting international technical standards.

Register the information needed to give the foreigner identity card? CIE, for foreigners with legal residence in Bolivia, in coordination with the Directorate General of migration, international technical parameters.

Modify, change or supplement the data in the single registry of identification? RUI.

Promote, manage and sign agreements with institutions and organisations for the fulfilment of its functions.

Maintain and manage the single registry of identification? RUI, under current technology parameters.

Develop mechanisms for the household registration of persons throughout the territory of the plurinational State of Bolivia.

Others established by Supreme Decree.
Article 6. (ORGANIZATIONAL STRUCTURE). The organizational structure of the General Service of Personal identification? SEGIP, comprises the following levels: level executive level Board technical? Article 7 operating. (DIRECTORY). General Service of Personal identification? SEGIP, will have a Board consisting of the Minister or the Prime Minister, by the Minister or the Minister of Justice and the President the President of the Supreme Electoral Tribunal.
Article 8. (AUTHORITY OF THE DIRECTORY).

Authorize and regulate the use of biometric records by other public and private institutions.

Article 9. (EXECUTIVE LEVEL).

Designate and appoint the staff of the institution according to legal requirements.

Implement mechanisms for the development, use and exploitation of information and communication technologies.

Issued General and specific administrative arrangements for compliance with the institutional objectives.

Approve the budget of the institution and its modifications.

Approve the institutional Strategic Plan, annual operating Plan, regulations and internal manuals.

To approve the opening of offices in the whole of the plurinational State of Bolivia.

Coordinate the provision of the service of identification on the outside of the country with the Ministry of Government and the Ministry of Foreign Affairs.

Approve the budgetary implementation and annual report of the institution.

Report to the President or the President of the plurinational State of Bolivia, through the Minister or Minister of Government about the actions implemented and their results, without prejudice to compliance with the standards of fiscal control.

Other activities relating to the fulfilment of the functions of the institution.

Article 11. (FINANCING).
I. the General Service of Personal identification? SEGIP, for its operation, you can access the following sources of funding: public-specific resources from the pursuit of their activities.

Treasury General of the nation, according to funding availability.

Donations or loans from national and international agencies.

Article 13. (SINGLE REGISTRATION SYSTEM IDENTIFICATION). The single registry of identification system? SRUI, is a system of Personal identification of the plurinational State of Bolivia, that records, stores, processes, updates and protects data from Bolivia, Bolivian, and foreigners, foreigners living in Bolivia, under principles and parameters established by the General Service of Personal identification? SEGIP.
Article 14. (VALIDATION AND VERIFICATION OF IDENTIFICATION).
I. public entities and others issued official documents, if they require it, will validate the identification of natural persons with the General Service of personally-identifiable information? SEGIP.

Article 15. (THE SINGLE REGISTRATION SYSTEM INFORMATION UPDATE ID?) SRUI).

THIRD chapter identity card article 17. (IDENTITY CARD).

C.I., is the technical document public, individual, unique and untransferable, proving the identification of stocks and Bolivians, by identifying them from the rest of the shelves and inhabitants of the State of Bolivia plurinational, enforceable and valid in the territorial jurisdiction. Article 18. (GRANTING OF IDENTITY CARD).

Article 19. (MANDATORY).

II. Persons naturalized as Bolivian in accordance with the provisions of the political Constitution of the plurinational State of Bolivia, must get the identity card? C.I..
III. identity card? C.I., will be granted indefinitely to the Bolivian and Bolivian aged fifty-eight (58) and to persons with severe and very severe disabilities qualified according to regulation.
Article 20. (SECURITY MEASURES). The measures of security, modality of granting, structure and time of validity of the identity card? C.I., will be established by Supreme Decree.

TITLE II CHAPTER FIRST SERVICE GENERAL LICENSES TO DRIVE? SEGELIC article 21. (CREATION AND LEGAL NATURE).
I. to create the General Service for driving license? SEGELIC, as a public institution decentralized without directory, administrative, financial, legal, technical and operational management capacity, with legal personality and own patrimony, under the tutelage of the Ministry of public works, services and housing.
II. the General Service of licenses to drive? SEGELIC, is the entity responsible for grant, register, renew, and run the revocation of licences to drive ground vehicles throughout the territory of the plurinational State of Bolivia, as well as international licenses.
III. the headquarters of the General Service of licenses to drive? SEGELIC, is located in the city of La Paz, and must establish offices in all departments of the State Plurinacional de Bolivia.
Article 22. (POWERS). The service General License to drive? SEGELIC, has the following responsibilities: grant, register and renew licenses to drive ground vehicles.

Grant provisional authorisations.

Granting official permits to representatives of foreign missions that meet special in the country work.

Article 23. (MAXIMUM EXECUTIVE AUTHORITY). The service General License to drive?

Article 24. (STRUCTURE, ORGANIZATION, AND FUNCTIONS). The structure, organization and functions of the General Service of licenses to drive? SEGELIC, shall be established by Supreme Decree.
Article 25. (FINANCING).

TITLE III ADDITIONAL PROVISIONS

FIRST. General Service of Personal identification? SEGIP, identify and shall inform the data subject about the errors in the data recorded by the National Directorate of Personal identification, and shall be free of charge to the sanitation through them express administrative resolution.

TRANSITIONAL PROVISIONS FIRST.
I starting from the publication of this law, the National Directorate of Personal identification, drivers school and the departments responsible for licenses to drive vehicles, dependent of the Bolivian police are extinct.
II. Administrative and judicial processes followed against or initiated by the institutions responsible for the granting of the certificates of identity and licenses pending, shall be borne by the Bolivian police.

QUINTA. In the framework of the political Constitution of the State and the law, the multinational Electoral body, through the civic registration service? SERECI, cooperate and coordinate with the General Service of Personal identification? SEGIP, in the matching of the civic registration service and the biometric census data.

FINAL PROVISIONS FIRST. Officials of the Bolivian police are subjects of Executive, administrative, civil and criminal liability that corresponds according to the current legislation, in case of cramp, hide, prevent, steal, damage, alter or destroy files, tax values, information and documentation relating to the granting of certificates of identity and licenses to drive vehicles.
THE SECOND. Will the Treasury General of the nation, with extraordinary character, assign resources according to their financial availability, for the start of operations and equipment of the General Service of Personal identification? SEGIP and the General Service for driving license? SEGELIC.
THIRD. Authorize the Electoral body of the plurinational State, delivery in bailment to the General Service of Personal identification? SEGIP and the General Service for driving license? SEGELIC, teams computer biometric registration, for a period of eight (8) years, which were not being used by the organ concerned, and therefore do not affect operations administrative technical and registration thereof.

ONLY ABROGATORIAS AND REPEALING PROVISIONS. Repealing subparagraphs n) and or) of article 7, article 27 and paragraphs h) and g) item 117 of the Act No. 734 of April 8, 1985, organic law of the national police and articles 109, 110, 111, 112, 113, 114, 116, 117 and 119 of the traffic code and the inc. (e) of the article 25 of the Decree Supreme No. 24423.
All provisions contrary to this law are hereby repealed and repealed.
