Law No. 395 Act of 26 of August of 2013 EVO MORALES AYMA President constitutional of the PLURINATIONAL State of BOLIVIA, by how much, the plurinational Legislative Assembly, has sanctioned the following law: the Assembly Legislative PLURINATIONAL, D E C R E T A: article 1. (QUINOA-CIQ INTERNATIONAL CENTRE).

It is the quinoa-CIQ International Centre based in Bolivia, as public entity of the central level with the aim of contributing to the sovereignty and food security, the fight against hunger, malnutrition and poverty through scientific research and activities related to the production and sustainable industrialization of quinoa and related species.

The IBC, is the Government Agency for the defence, recovery and protection of ancestral knowledge of quinoa.

The CIQ has the following main functions: promoting scientific research, technological innovation, technical assistance and training of human resources;

Promote the conservation, management and use of natural and genetic resources of quinoa and related species;

Establish systems for the conservation of germplasm of quinoa and related species;

Recover and promote knowledge and local technologies related to production;

Manage the recognition and defense of the rights of ownership of local ecotypes in quinoa and related species and varieties;

Manage the recognition and defense of the rights of property of the industrialized products of quinoa;

Coordinate, establish mechanisms and strategic alliances with public, private, national and international institutions;

Establishing the system of information concerning the production, industrialization and marketing of the quinoa and species related.
ARTICLE 2. (FINANCING). The sources of funding for the implementation and operation of the IBC shall be as follows: resources from the Treasury General of the State-TGE according to funding availability;

Resource specific;

External resources and;

Other resources.
SOLE TRANSITIONAL PROVISION. In no later than one hundred twenty (120) days of posted this law, the Executive Branch, through the Ministry of Rural development and land, must regulate its implementation.

It is given in the plurinational Legislative Assembly Hall, at twenty-one days of the month of August of two thousand thirteen years.
