Law No. 540 law of June 25, 2014 EVO MORALES AYMA President constitutional of the PLURINATIONAL State of BOLIVIA, by how much, the plurinational Legislative Assembly, has sanctioned the following law: the Assembly Legislative PLURINATIONAL, D E C R E T A: law of financing MUNICIPAL ASSOCIATIVE system article 1. (OBJECT). This law aims to establish the mechanism of financing of the Municipal Partnership system.
ARTICLE 2. (CONFORMATION). The Municipal associative system is comprised of the following entities: the Federation of associations municipal-FAM.
The nine (9) associations Department of municipalities.
The Association of women mayors and councilwomen of Bolivia-ACOBOL composed of nine (9) departmental associations.
The Association of municipalities of Bolivia-WBA, formed by the municipal governments of the nine (9) capital cities and the city of El Alto.
ARTICLE 3. (END OF THE MUNICIPAL ASSOCIATIVE SYSTEM). Purposes of the Municipal associative system, for the purposes of this law are: promoting and encouraging institutional strengthening of affiliates.
Ensuring the full force and respect for municipal autonomy, within the framework of the political Constitution of the State.
Support the deepening of the local autonomous process in the country.
Support the development solidarity and equitable for those Governments autonomous municipal of the country.
Support to the strengthening of a constant process of exchange of information and experiences on all municipal matters.
Organize and support the realization of congresses, meetings, conferences, seminars, workshops and training courses and training of human resources.
Perform activities of strengthening of the management municipal.
Generating and coordinating the conditions for the implementation of the medium and long term plans, and others concordant with the comprehensive planning of the State system.
ARTICLE 4. (FINANCING). Municipal associative system be funded: the contributions of associated municipal self-governments.
Resources of cooperation of private and public institutions.
Own resources that can generate the entities that make up the Municipal Partnership system.
ARTICLE 5. (OF CONTRIBUTIONS).
I all associated municipal self-government will bring tax sharing resources, four per thousand (4?)
annual, will be distributed by the Federation of municipal associations-FAM percentage follows: sixty percent (60%) for departmental associations of municipalities; ten per cent (10%) for the Association of women mayors and councilwomen of Bolivia-ACOBOL; ten per cent (10%) for the Association of municipalities of Bolivia-AMB; and twenty per cent (20%) for the Federation of municipal associations - FAM.
II. Sixty per cent (60%) corresponding to the departmental associations of municipalities, will be distributed according to their internal rules.
III. is authorised the Ministry of economy and finance, perform the monthly direct debit of resources of the fiscal accounts of municipal self-governments to the Federation of municipal associations - FAM, corresponding to the municipal contributions, prior authorization by municipal law issued by the municipal self-governments.
IV. the Federation of municipal associations-FAM, will assume the cost of the emerging commissions of direct debit operations, carried out by the Treasury General of the State-TGE and the Banco Central de Bolivia-BCB.
ARTICLE 6. (RESPONSIBILITY). Entities that make up the Municipal associative system are responsible for the use, management and destination of public resources, according to the regulations in force.
FINAL PROVISIONS FIRST. Partnership agreements signed by the municipal self-governments of the Municipal associative system, have full force and effect for the implementation of this law.
THE SECOND. Associated with the Municipal associative system, municipal self-governments shall budget contributions defined in article 5 of this law.
THIRD. The Federation and associations that make up the Municipal associative system, must adapt its statutes for the purposes of this Act.
