CONSTITUTIONAL PRESIDENT OF THE PLURINATIONAL STATE OF BOLIVIA
For the Plurinational Legislative Assembly, it has The following Act:
THE PLURINATIONAL LEGISLATIVE ASSEMBLY,
D E C R E T A:
MUNICIPAL ASSOCIATIVE SYSTEM FINANCING ACT
ARTICLE 1. (OBJECT). This Law aims to establish the financing mechanism of the
Municipal Associative System.
ARTICLE 2. (CONTRAINING). The Municipal Associative System is made up of the following
entities:
The Federation of Municipal Associations-FAM.
The nine (9) departmental associations of municipalities.
The Association of Mayors and Councils of Bolivia-ACOBOL made up of its nine (9) Departmental Associations.
The Association of Municipalities of Bolivia-AMB, made up of the municipal governments of the nine (9) capital cities and the city of El Alto.
ARTICLE 3. (PURPOSE OF THE MUNICIPAL ASSOCIATIVE SYSTEM).

Organize and support in the holding of congresses, meetings, seminars, workshops and training courses and training of resources
Perform municipal management strengthening activities.
Generate and coordinate conditions for the execution of medium and long-term plans, and other concordant conditions with the State Comprehensive Planning System.
ARTICLE 4. (financial). The Municipal Association System will be funded by:
The contributions of the associated municipal autonomous governments.
Cooperation resources of private institutions and public institutions.
Donation resources.
Own resources that can be generated by the entities that make up the Municipal Associative System.
Other resources.
ARTICLE 5. (OF THE CONTRIBUTIONS).
I. All the municipal autonomous government associated will contribute, of the resources of tax co-participation, the four per thousand (4?)
annual, that will be distributed by the Federation of Associations-FAM-FAM in the following way: Sixty percent (60%) for departmental associations of municipalities; ten percent (10%) for the Association of Mayors and Councils of Bolivia-ACOBOL; ten percent (10%) for the Association of Municipalities of Bolivia-AMB; and twenty for (20%) for the Federation of Municipal Associations-FAM.
II. The sixty percent (60%) corresponding to the departmental associations of municipalities, will be distributed from
agreement to its internal regulations.
III. The Ministry of Economy and Public Finance is authorized to perform the monthly direct debit of the resources of the
tax current accounts of the municipal autonomous governments to the Federation of Associations Municipal-FAM, corresponding to the municipal contributions, prior authorization expressed through municipal law issued by the municipal autonomous governments.
IV. The Federation of Association of Municipalities-FAM, will assume the cost of emerging commissions from direct debit transactions, carried out by the General Treasury of the State-TGE, and the Central Bank of Bolivia-BCB.
ARTICLE 6. (RESPONSIBILITY). The Entities that make up the Municipal Associative System are
responsible for the use, administration, and destination of public resources, according to current regulations.
FINAL PROVISIONS
FIRST. The association agreements signed by the municipal autonomous governments of the Associative System
Municipal, have full validity for the implementation of this Law.
SECOND. The associated municipal autonomous governments The Municipal Associative System, must
budget its contributions as defined in Article 5 of this Law.
THIRD. The Federation and the Associations that make up the Municipal Association System, must adapt
its statutes for the application of this Law.

It is given in the Session Room of the Plurinational Legislative Assembly, at twenty-one day of May
two thousand fourteen years.
