D E C R E T A:
LAW OF CREATION OF THE INSTITUTE OF SCIENTIFIC RESEARCH
OF THE BOLIVIAN AMAZON FOR SUSTAINABLE DEVELOPMENT
(ININCIABO-DS)
CHAPTER I
GENERAL PROVISIONS
ARTICLE 1. (CONSTITUTIONAL FRAMEWORK AND OBJECT). In the framework of Articles 390, 391 and 392 of
the Constitution of the State, the Institute of Scientific Research of the Bolivian Amazon for Sustainable Development (ININCIABO-DS) is created, as an autarquic entity and own heritage, under the guidance of the Ministry of Environment and Water, whose object is the generation of strategic knowledge for the decision-making of policies, programs and projects for the sustainable development of the Bolivian Amazon.
ARTICLE 2. (FUNTIONS).
I. The Instituto de Investigaciones Científicas de la Amazonia Boliviana para el Desarrollo Sustainable, has as functions:
To take stock of the natural resources existing in the Bolivian Amazon.
Conduct specialized research, studies, and analysis on the potential and vulnerabilities of the Bolivian Amazon, recommending the adoption of measures.
Perform the evaluation and control of resources natural of the Bolivian Amazon and recommend the adoption of administrative measures for the protection of these resources.
Promote and recommend the rational use and industrialization of natural resources, for the development and job creation.
Technical advice and scientist to the specialized agency that points to Paragraph III of Article 391 of the Constitution of the State.
To disseminate the results of the research on the Bolivian Amazon.
monitoring and promoting the application of the results of scientific research.
Recommend relevant measures to maintain the appropriate ecological balance for sustainable development of life, preservation of the landscape and nature.
Promote the training and training of your human resources for the development of the Bolivian Amazon.
Formulate and suggest strategies for sustainability and management of the natural resources of the Bolivian Amazon.
Formulating and suggesting special strategies for the benefit of indigenous peoples and nations originating in Bolivia. The Amazon Region.
Advising the President, Ministries, Public Enterprises, Autonomous Territorial Entities and others for decision-making in policies, programs, plans and projects in the Bolivian Amazon.
II. For all cases involving the implementation of Scientific research projects in the field of diversity
biological, will require the authorization of the National Competent Environmental Authority, which is exercised by the Vice-Ministry of Environment, Biodiversity, Climate Change and Forest Management and Development.
ARTICLE 3. (HEADQUARTERS AND SCOPE).
I. The Institute of Scientific Research of the Bolivian Amazon for Sustainable Development, has legal headquarters in the
city of Cobija, capital of the department of Pando, being able to establish research centers In the other departments with an Amazon vocation, in the framework of the Constitution of the State.
II. The Institute of Scientific Research of the Bolivian Amazon for Development Sustainable, has as scope
of action the departments of Pando, Beni and Peace.
III. The above does not limit the scope of action, so the Council of the Institute will be able to extend the research work
to other departments, apart from the above mentioned in the preceding paragraph.
ARTICLE 4. (INCENTIVE TO RESEARCH).
The Executive Body, through the Instituto de Investigaciones Científicas de la Amazonia Boliviana para el Desarrollo Sustainable, will promote study grant programs in the interior and exterior of the country, on sustainable development of Amazon regions, natural resource management, environmental and biological sciences.

CHAPTER II
FINANCIAL RESOURCES
ARTICLE 5. the fulfillment of the object, functions and purposes, the
Institute of Scientific Research of the Bolivian Amazon for Sustainable Development will have the following sources of financing:
Amounts of the Autonomous Territorial Entities, with Amazonian quality in the framework of this Law, prior to intergovernmental agreements.
Amounts of the companies that carry out activities based on the natural resources of the the Amazon, which will be determined by Supreme Decree.
Own resources from research for public and private sector companies, under the Regulatory Decree.
Resources from international cooperation.
Donations.
ARTICLE 6. (FISCAL CONTROL OF FINANCIAL RESOURCES). All the financial resources
obtained by the Instituto de Investigaciones Científicas de la Amazonia Boliviana for Sustainable Development, regardless of their nature, are subject to control. Tax established by Law No 1178 of Government Administration and Control of 20 June 1990.
CHAPTER III
COUNCIL OF SCIENTIFIC RESEARCHERS
ARTICLE 7. (COMPOSITION).
The Institute of Scientific Research of the Bolivian Amazon for Sustainable Development will be made up of a Council of Scientific Researchers, consisting of four members of a recognized track record in the field of scientific research. One designated by the President of the Plurinational State of Bolivia, one designated by the Departmental Autonomous Government of Pando, one designated by the Autonomous Departmental Government of Beni, and one designated by the Autonomous Departmental Government of La Paz. Peace. The representative appointed by the President of the Plurinational State of Bolivia, will chair the Council.
II. The Public Universities of the departments with Amazonian quality, for coordination purposes in the
research, will be able to be assigned up to three scientific representatives by department to the Instituto de Investigaciones Científicas de la Amazonia Boliviana for Sustainable Development. The members are not part of the organizational structure of the Instituto de Investigaciones Científicas de la Amazonia Boliviana for Sustainable Development.
III. The attributions of the Council of Scientific Researchers of the The Amazon Scientific Research Institute
Bolivian for Sustainable Development, will be regulated by Supreme Decree.
ARTICLE 8. (ANNUAL REPORTS). The Council of Scientific Researchers, will perform permanent functions at the headquarters of the Institute of Scientific Research of the Bolivian Amazon for Sustainable Development, will raise annual reports of all the activities of research, management and state of affairs of the Bolivian Amazon, the Plurinational Legislative Assembly, the Executive Body, the Departmental Autonomous Governments of Pando, Beni and La Paz, and the public universities of the departments with Amazon Quality
CHAPTER IV
ADMINISTRATION AND TECHNICAL SUPPORT
ARTICLE 9. (PERSONAL).
I. An Administrative Unit will deal with the accounting, logistics and administrative staff of the Institute of
Scientific Research of the Bolivian Amazon for Sustainable Development.
II. The designation of the administrative staff and field researchers will be carried out according to the internal regulations of the
Instituto de Investigaciones Científicas de la Amazonia Boliviana for Sustainable Development.
ARTICLE 10. (IT, LIBRARY AND ARCHIVE UNIT). A Computer Unit,
Library and Archive will be responsible for recording, archiving and maintaining all the scientific work produced and in the process of processing; as well as the publication and dissemination of all research work by the Instituto de Investigaciones Científicas de la Amazonia Boliviana for Sustainable Development.
FINAL PROVISIONS
FIRST. This Law will be regulated by the Executive Body, within six (6) months of
its publication in the Official Gazette.
SECOND. The Council of Scientific Researchers of the Scientific Research Institute of the Bolivian Amazon for Sustainable Development, within sixty (60) days after their possession, will dictate the Rules of Procedure and any required internal regulations.
