Law No. 700 law of 1 June 2015 EVO MORALES AYMA President constitutional of the PLURINATIONAL State of BOLIVIA, by how much, the plurinational Legislative Assembly, has sanctioned the following law: the Assembly Legislative PLURINATIONAL, DECREES: law for the defense of the animals against acts of CRUELTY and abuse article 1. (OBJECT). This law aims to establish the regulatory framework for the defence of animals, against acts of violence, cruelty and abuse, committed by natural or legal persons.
Article 2. (PURPOSE). This law aims to prevent and punish acts of violence, ill-treatment, cruelty and biocidio committed by persons against domestic animals, in the context of paragraph 21 of the first paragraph of the article 298 of the political Constitution of the State.
Article 3. (ANIMAL RIGHTS). Animals as subjects of protection, have the following rights: to be recognized as living beings.

To a healthy and protected environment.

To be protected against all kinds of violence, abuse and cruelty.

To be assisted and cared for.
Article 4. (OBLIGATIONS OF THE STATE). He organ Executive, through their ministries, will have the following obligations: he Ministry of health will propose: political for the prevention of zoonoses, in the frame of their skills concurrent with them different levels of Government.

Regulation of the use of animals in laboratory for scientific research.

The Ministry of education will propose: educational policies aimed at promoting the welfare and protection of animals.

Regulation of the use of animals for scientific research purposes.

He Ministry of communication will propose political of communication, awareness, dissemination of programs and actions Government, relating to the defense of animals, in coordination with the Ministry of environment and water, and the Ministry of autonomies.

The Ministry of Rural development and land, will propose policies of agricultural safety and health.
Article 5. (OBLIGATIONS OF PERSONS).
I have the following obligations: avoid causing or allowing unnecessary suffering.

Refrain from making unnecessary surgical procedures.

Educate new generations about the importance of respect for the animals and promote their defense.

Report to the competent authorities, acts of maltreatment and cruelty that contravene the legislation related to the protection of animals.

Report instances of suspected zoonotic diseases and other diseases of the animals, the competent authorities.

Others established by law or regulation.

Article 7. (REGULATIONS AGAINST ACTS OF ABUSE). The territorial entities, autonomous, in the framework of its powers, may issue the corresponding legislation, establishing penalties for acts of abuse which cause pain and suffering, caused directly or indirectly by persons.
Article 8. (MEDIA). The means of oral communication, writing and television, within the framework of its social responsibility, should disseminate educational information aimed at the population in general, on respect for and defense of animals.
Article 9. (SOCIAL CONTROL). Organised civil society, in particular organizations or institutions dedicated to the defense of animals, in application of the law N ° 341 5 February 2013, participation and Social Control, at the levels of Government concerned, may: participate in the formulation of standards and policies to prevent and punish, acts causing suffering in animals.

To promote awareness, education and prevention, the development of a culture of respect and defence of animals.

Suggest and promote action and inter-agency mechanisms of control and supervision, for the punishment and elimination of behaviours resulting in abuse and cruelty to animals.

Contribute to the strengthening of the capacities of the operating entities in the actions of animal rights.
Article 10. (CRUEL TREATMENT AND BIOCIDIO). Included in the criminal code, articles 350 bis and ter 350, with the following text:? Article 350 Bis. (CRUEL TREATMENT).

I shall be punished with imprisonment of two (2) years to five (5) years and fine of thirty (30) to one hundred and eighty (180) days, kills who with extreme cruelty or frivolous reasons an animal.

FINAL PROVISIONS FIRST. They excepted from the application of this law, the use of animals in the acts exercised in traditional medicine, and rites that are governed in accordance with their culture and traditions of the Nations and peoples originally indigenous peasants, and must be done avoiding the unnecessary suffering and prolonged agony.
THE SECOND. They excepted from the application of this law, damage or death caused to animals, which appears as a result of an accident or casualty.
THIRD. They excepted from the application of this law, the provisions relating to wildlife, which shall be governed by specific legislation.
SOLE TRANSITIONAL PROVISION. The Federation of municipal associations of Bolivia - FAM, in autonomous municipal governments, will promote the development and implementation of legislation to preserve, conserve and contribute to the defence and protection of domestic animals.
