CONSTITUTIONAL PRESIDENT OF THE PLURINATIONAL STATE OF BOLIVIA
For the Plurinational Legislative Assembly, it has Sanctioned the following Law:
THE PLURINATIONAL LEGISLATIVE ASSEMBLY,
DECRETA:
LAW OF THE DECADE OF IRRIGATION 2015? 2025
Article 1. (OBJECT). This Law is intended to declare the Period 2015 to 2025, the Decade of the Riego
?Towards the Millon of Hectares?, in the framework of the Patriotic Agenda of the Bicentennial, with the aim of promoting agricultural production through investments from the central level of the State and the autonomous, oriented territorial entities Development of irrigation in the country.
Article 2. (STRATEGIC AXES AND LINES OF ACTION). For the purpose of promoting agreements and/or
intersectoral, inter-governmental and inter-institutional agreements, implementation mechanisms and access to programs and projects according to the characteristics of the agricultural producers, are defined as strategic axes of the agenda of the Decade of the Riego?Towards the Millon of Hectares?:
Extension of land under irrigation, comprising the following strategic lines:
Revitalization of irrigation systems;
Implementation of water storage systems with dams;
Implementation of family systems of multiple use and water harvesting;
Reusing wastewater for irrigation, treated according to current regulations;
Promotion of Irrigation Technology;
Implementation of the Flooded Irrigation Rice Program;
Implementation of strategic multipurpose projects.
Institutional and institutional strengthening, comprising the The following strategic lines:
Strengthen the irrigation and training organizations in the area of irrigation;
Strengthen the management of irrigation and information management institutionally;
Training of irrigation specialists and Irrigation research.
Sustainable increase of the Agricultural productivity under irrigation, comprising the following strategic line:
Increasing agricultural productivity in new and existing irrigation systems.
Article 3. (MORE INVESTMENT PROGRAM FOR IRRIGATION-MIIRRIGATION). The implementation of investments
established in the agenda of the Decade of the Riego, will be carried out through the Program More Investment for Riego-MIREGO.
Article 4. (PROMOTION OF IRRIGATION DEVELOPMENT IN MULTI-PURPOSE PROJECTS). The
Ministry of Environment and Water will carry out the necessary actions to promote irrigation development, in multi-purpose projects in large areas with potential, with a large-scale agro-productive state vision, for ensure the country's sovereignty and food security.
Article 5. (PRIVATE SECTOR PARTICIPATION). For the implementation of this Law, it will be possible
to articulate private sector financing, which will be established through cross-sectoral agreements.
Remit to the Executive Body for constitutional purposes.

September of the year two thousand fifteen.
