EVO MORALES AYMA CONSTITUTIONAL PRESIDENT OF THE PLURINATIONAL STATE OF BOLIVIA
For the Plurinational Legislative Assembly, it has sanctioned the following Law:
THE PLURINATIONAL LEGISLATIVE ASSEMBLY,
DECREE: ECONOMIC AND SOCIAL DEVELOPMENT PLAN 2016-2020 IN THE FRAMEWORK OF COMPREHENSIVE DEVELOPMENT TO LIVE WELL Article 1. (OBJECT). This Law aims to approve the 2016-2020 Economic and Social Development Plan, to establish the enforcement of its implementation and the mechanisms for coordination, evaluation and monitoring. Article 2. (APPROVAL). The 2016-2020 Economic and Social Development Plan is approved, in the Framework of Integral Development for Living Well, which is an integral part of this legal provision. Article 3. (CONTENTS OF THE ECONOMIC AND SOCIAL DEVELOPMENT PLAN IN THE FRAMEWORK OF COMPREHENSIVE DEVELOPMENT TO LIVE WELL). The content of the 2016-2020 Economic and Social Development Plan, in the Framework of Integral Development for Living Well, is formulated from the thirteen (13) pillars of the Patriotic Agenda of the Bicentennial 2025, which is constituted in the General Plan Article 316 of the Political Constitution of the State. Article 4. (COMPULSORY). I. The 2016-2020 Economic and Social Development Plan, in the Framework of Integral Development for Living Well, is mandatory implementation and enforcement by the following entities:
Legislative Body. Executive organ and its public companies. Judicial Body. Electoral Body. Plurinational Constitutional Court. Institutions of Control and Defense of the Society and the State. Autonomous Territorial Entities. Public Universities. All forms of organization of the plural economy.
II. The Sectoral, Territorial, Community Territorial Management, Multisectoral, Strategic and Institutional Strategic, Institutional, and Public Enterprises Plans, Integral Development Strategies and others within the framework of Law No. 777 of the State Comprehensive Planning System, should be adequate, elaborated, formulated and implemented in accordance with the 2016-2020 Economic and Social Development Plan, in the Comprehensive Development Framework for Living Well.
III. State General Budget resources will be framed in the strategic guidelines of the 2016-2020 Economic and Social Development Plan, in the Integrated Development Framework for Living Well.
IV. international cooperation, will be channeled according to the strategic guidelines of the 2016-2020 Economic and Social Development Plan, in the Framework of Integral Development to Live Well.
Article 5. (COORDINATION AND MONITORING). The Ministry of Development Planning is responsible for the
coordination, evaluation and follow-up of the 2016-2020 Economic and Social Development Plan, in the Framework of Integral Development to Live Well.
Article 6. (ADJUSTMENTS). The 2016-2020 Economic and Social Development Plan, in the Framework of Integral Development for Living Well, may be adjusted by the Executive Branch of the central level of the State, by means of a Supreme Decree, for duly justified reasons. ADDITIONAL DISPOSITION
ONLY.
I. The Sectoral, Multisectoral, Strategic Ministerial, Strategic Institutional, Public Enterprises And Other Plans Within The Framework Of Law No 777 Of The System Of Integral Planning Of The State, as mentioned in Paragraph II of the Article 4 of this Law, should be elaborated or appropriate to the Plan of Economic and Social Development 2016-2020, in the Framework of Integral Development to Live Well, within a maximum period of one hundred and twenty (120) calendar days, computable from the publication of this Law.
II. Only in the case of autonomous territorial entities, Territorial Plans, Community Territorial Management, Institutional Strategic, Public Enterprises, Comprehensive Development Strategies and others within the framework of Law No. 777 of the System of Integral Planning of the State, must be elaborated or appropriate to the Plan of Economic and Social Development 2016-2020, in the Framework of the Integral Development to Live Well, in a maximum period of one hundred and eighty (180) calendar days, computable as of the publication of this Law.
