The Chambers adopted and We sanction the following:
Article 1er. This Act regulates a matter referred to in Article 77 of the Constitution.
Art. 2. The Agreement concluded by exchange of letters dated 28 and 29 February 1996 between the Kingdom of Belgium and the Kingdom of the Netherlands extending the Agreement concerning the Status of Belgian Liaison Officers attached to the Europol Drugs Unit in The Hague will come out its full and complete effect.
Promulgate this law, order that it be clothed with the seal of the State and published by the Belgian Monitor.
Given in Brussels on 15 January 1998.

The Embassy of the Kingdom of the Netherlands presents its compliments to the Ministry of Foreign Affairs and, in reference to its note No.BRU-093 of 9 February 1995 relating to the Convention relating to the provisional status of the personnel seconded to the Europol Drugs Unit in The Hague, and to note S 30/96.2/JD of 13 February 1995 of the Ministry, has the honour to propose on behalf of the Government of the Kingdom of the Netherlands thater March 1996.
If this proposal meets the concurrence of the Government of the Kingdom of Belgium, the Embassy proposes that this note and the memorandum of confirmation of the Ministry together constitute a convention between the Kingdom of Belgium and the Kingdom of the Netherlands, which will be applied provisionally as of March 1996 and will enter into force after each of the Contracting States has informed the other through diplomatic channels of what the formalities required by its legislation have been completed. This agreement will enter into force on the first day of the second month following the date of receipt of the last notification.
The Embassy of the Kingdom of the Netherlands takes this opportunity to renew to the Ministry of Foreign Affairs the assurance of its highest consideration.

The Ministry of Foreign Affairs presents its compliments to the Embassy of the Kingdom of the Netherlands and has the honour to acknowledge receipt of note BRU-123 of 28 February 1996, which reads as follows:
"The Embassy of the Kingdom of the Netherlands presents its compliments to the Ministry of Foreign Affairs and, in reference to its note No.BRU-093 of 9 February 1995 on the Convention relating to the provisional status of personnel seconded to the Europol Drugs Unit in The Hague and to note S 30/96.2/J.D. of 13 February 1995 of the Ministry, has the honour to propose on behalf of the Government of the Kingdom of the Netherlandser March 1996.

The Ministry has the honour to inform the Embassy that the Government of the Kingdom of Belgium agrees with the content of the note mentioned above and that the note by the Embassy and the present note of confirmation will together constitute a convention between the Kingdom of Belgium and the Kingdom of the Netherlands, which will be applied provisionally as of 1 March 1996 and will enter into force after each of the Contracrants States has informed the other This agreement will enter into force on the first day of the second month following the date of receipt of the last notification.
