S. 2. the agreement, concluded by Exchange of letters in Brussels on February 9 and February 13, 1995, between the Kingdom of the Netherlands and the Kingdom of Belgium concerning the status of the Belgian liaison officers attached to the Europol drugs unit in the Hague, will release its full and complete effect.
Promulgate this Act, order that it be under the seal of the State and published by le Moniteur.

The Embassy of the Kingdom of the Netherlands presents its compliments to the Ministry of Foreign Affairs, foreign trade and Development Cooperation and, in reference to the ministerial agreement on the setting up of the Europol drugs unit between the Trevi Ministers during their meeting in Copenhagen of 1 and 2 June 1993 as well as the decision of the European Council on 29 October 1993, for the establishment of Europol in the Hague and anticipating the crestion of Europol by convention , has the honor to propose on behalf of the Kingdom of the Netherlands, the following: 1. Officers Association and other members of staff who, by virtue of the above-mentioned ministerial agreement are sent by the Government of the Kingdom of Belgium to the European drugs unit in the Hague and who settled this leader in the Netherlands, as well as members of their families forming part of their households and who do not have Dutch nationality , enjoy the Kingdom of Netherlands and in its regard, the privileges and immunities in accordance with the privileges and immunities which, under the Vienna Convention of 18 April 1961 on diplomatic relations return to the members of the administrative and technical staff of diplomatic missions to the Netherlands, except that this immunity may not extend to damage caused by vehicles or other means of transport which they own or they drive , or violations of the highway code and that the immunity from criminal jurisdiction will not apply to acts performed outside the course of their duties.
2. the requirements for accrediting States and their staff that under the Vienna Convention apply to what is members of the administrative and technical staff of diplomatic missions established in the Netherlands shall apply to the persons mentioned under point 1.
3. the Kingdom of Netherlands will provide people mentionness under point 1, at their request, proof of identity showing their status.
The Embassy proposes that this note and the note of confirmation from the Department shall together constitute an agreement between the Kingdom of the Netherlands and the Kingdom of Belgium, which prior to its entry into force will be applicable provisionally from the 15th day after the receipt of the notice of confirmation of the Ministry and to take effect the 15th day following the date of the note from the Ministry specifying that the constitutional formalities required for entry into force have been met. This convention will be a provisional period such that the period of provisional application and the period following implementation together constitute a period up to one year.
If at the end of this period, no agreement concerning the crestion of Europol has entered into force, a new Exchange of notes will be aimed at the extension of the convention.
The Embassy of the Kingdom of the Netherlands takes this opportunity to present to the Ministry of foreign trade and Development Cooperation, I' renewed assurances of its highest consideration.
