The Chambers adopted and We sanction the following:
Article 1er. This Act regulates a matter referred to in section 77, paragraph 1er6° of the Constitution.
Art. 2. The Agreement, concluded by exchange of letters dated 9 February and 13 February 1995, between the Kingdom of the Netherlands and the Kingdom of Belgium, concerning the status of Belgian liaison officers attached to the Europol Drug Unit in The Hague, will come out its full and complete effect.
Promulgate this Act, order that it be put on the State Seal and published by the Belgian Monitor.

The Embassy of the Kingdom of the Netherlands presents its compliments to the Ministry of Foreign Affairs, Foreign Trade and Development Cooperation and, in reference to the ministerial agreement on the establishment of the Europol Drug Unit between the Ministers Trevi during their meeting in Copenhagen on 1 and 2 June 1993 as well as to the decision of the European Council of 29 October 1993 to establish Europol in The Hague and an anticipating the convention of Europol
1. The liaison officers and other personnel who, under the above-mentioned ministerial agreement, are sent by the Government of the Kingdom of Belgium to the Unit of Drugs Europol in The Hague and who, establishing themselves of this leader in the Netherlands, as well as members of their families who are part of their household and who do not possess Dutch nationality, shall enjoy the privileges and immunities of 1961
2. Obligations for accrediting States and their staff that under the Vienna Convention apply with respect to administrative and technical staff of diplomatic missions established in the Netherlands apply to persons referred to in item 1.
3. The Kingdom of the Netherlands will provide to the persons mentioned under item 1, at their request, an identity document indicating their status.
The Embassy proposes that this note and the Ministry's confirmation note together constitute a convention between the Kingdom of the Netherlands and the Kingdom of Belgium, which before its entry into force will be provisionally applicable from the 15th day after the receipt of the Ministry's confirmation note and which will enter into force on the 15th day after the date of the Ministry's note specifying that the constitutional formalities required for the implementation are fulfilled. This agreement will have a provisional duration such as the interim period of application and the period following implementation will together constitute a maximum period of one year. If, at the end of this period, no Europol Crestion Agreement has entered into force, a new exchange of notes will be held for the extension of the convention.
The Embassy of the Kingdom of the Netherlands takes this opportunity to present to the Ministry of Foreign Affairs of Foreign Trade and Development Cooperation, the renewed assurance of its highest consideration.

The Ministry of Foreign Affairs, Foreign Trade and Development Cooperation has the honour to refer to the note verbale of the Embassy of the Kingdom of the Netherlands, which reads as follows:
The Embassy of the Kingdom of the Netherlands presents its compliments to the Ministry of Foreign Affairs, Foreign Trade and Development Cooperation and, in reference to the ministerial agreement on the establishment of the Europol Drug Unit between the Ministers Trevi during their meeting in Copenhagen on 1 and 2 June 1993 as well as to the decision of the European Council of 29 October 1993 to establish Europol in The Hague and an anticipating the convention of Europol
1. The liaison officers and other staff members who, under the above-mentioned ministerial agreement, are sent by the Government of the Royaumé de Belgique to the Europol Drugs Unit in The Hague and who, from this leader in the Netherlands, and members of their families who are part of their household. and which do not possess Dutch nationality, shall enjoy in the Kingdom of the Netherlands and in its regard privileges and immunities in accordance with the privileges and immunities which, under the Vienna Convention of 18 April 1961 on Diplomatic Relations, return to the members of the administrative and technical personnel of diplomatic missions installed in the Netherlands, except that such immunity may not be extended to the damage caused by vehicles or other means of transport of which they are

3. The Kingdom of the Netherlands will provide the persons referred to in point 1, at their request, with an identity document indicating their status.

The Ministry has the honour to inform the Embassy that the Kingdom of BeLgique gives its consent to the content of the note mentioned above and that the Embassy note and this confirmation note together constitute a convention between the Kingdom of the Netherlands and the Kingdom of Belgium.
The Ministry of Foreign Affairs, Foreign Trade and Development Cooperation takes this opportunity to present to the Embassy of the Kingdom of the Netherlands the renewed assurance of its high consideration.
