To all, present and to come, Hi.
The Chambers adopted and We consider the following:
Article 1er. This Act regulates a matter referred to in Article 77 of the Constitution.
Art. 2. The following international acts, signed in Brussels on 18 December 1996, will come out of their full effect:
- Agreement between the Kingdom of Belgium and the Kingdom of the Netherlands on the delimitation of the continental shelf, Annex, and Exchange of Letters;
- Agreement between the Kingdom of Belgium and the Kingdom of the Netherlands on the delimitation of the territorial sea.
Promulgate this law, order that it be clothed with the seal of the State and published by the Belgian Monitor.
Given at Châteauneuf-de-Grasse on 10 August 1998.

Agreement between the Kingdom of Belgium and the Kingdom of the Netherlands on the delimitation of the continental shelf the Kingdom of Belgium and the Kingdom of the Netherlands
Desirous in the context of good-neighbourly relations, to achieve an acceptable solution for both Contracting Parties, concerning the lateral delimitation of the continental shelf,
The following agreed:
ARTICLE 1
1. The limit between the continental shelf of the Kingdom of Belgium and the continental shelf of the Kingdom of the Netherlands is formed by the arc of large circle joining the following points, expressed in coordinates, in the order in which they are listed below:
Item 5: 51° 33' 06 » N; 03° 04' 53 » E
Item 6: 51° 52' 34, 012 » N; 02° 32' 21, 599 » E
2. The position of the points listed in this article is expressed in longitude and latitude according to the European geodetic system (1st update, 1950).
3. The delimitation line, defined in paragraph 1er, is represented as an indication on the map annexed to this Agreement.
ARTICLE 2
In the event that one of the Contracting Parties decides to establish an exclusive economic zone, the coordinates set out in Article 1 shall be used for the lateral delimitation of such a zone.
ARTICLE 3
This Agreement shall enter into force on the first day of the second month following the date on which the Contracting Parties shall notify each other in writing of the completion of the procedures required by their domestic legislation for the entry into force of this Agreement.
IN WITNESS WHEREOF the undersigned, duly authorized by their respective Governments, have signed this Agreement.
DONE in Brussels on 18 December 1996 in duplicate, in French and Dutch languages, both texts being equally authentic.

On the occasion of the signing of the Agreement between the Kingdom of Belgium and the Kingdom of the Netherlands on the delimitation of the continental shelf, I have the honour to propose to you, on behalf of the Kingdom of Belgium, the following:
The two Contracting Parties agree that, to the extent that the competent authority of one of the two States has granted, before the date of the entry into force of the above-mentioned agreement, concessions in any form and denomination, to individuals or public authorities for the exercise of activities in the zone of the continental shelf that, following the above-mentioned agreement, is under the jurisdiction of the other State, the latter shall recognize the rights so acquired
The national public authorities of the two Contracting Parties shall jointly adopt the measures necessary for the implementation of the above-mentioned agreement and the matters relating thereto.
If this proposal meets your consent, this letter and your response will be an integral part of the above-mentioned agreement.

The Kingdom of Belgium and the Kingdom of the Netherlands
Desirous of fixing the lateral boundary of the territorial sea between the Kingdom of Belgium and the Kingdom of the Netherlands,
The following agreed:
ARTICLE 1
1. The boundary between the territorial sea of the Kingdom of Belgium and the territorial sea of the Kingdom of the Netherlands is formed by the arcs of large circles joining the following points, expressed in coordinates, in the order where they are listed below:
Item 1: 51° 22' 25" N; 03° 21' 52.5" E
Point 2: 51° 22' 46" N; 03° 21' 14" E
Item 3: 51° 27' 00" N; 03° 17' 47" E
Item 4: 51° 29' 05" N; 03° 12' 44" E
Item 5: 51° 33' 06" N; 03° 04' 53" E
2. The position of the points listed in this article is expressed in longitude and latitude according to the European geodetic system (1st update, 1950).
3. The delimitation line, defined in paragraph 1er, is represented as an indication on the map annexed to this Agreement.
ARTICLE 2
The limit, consisting of the items set out in section 1er, is based on the principle of equidistance from a maximum base line, namely the low sea leash along the coast. It has been taken into account the extension to the sea of the port of Zeebrugge in Belgium and the high bottom discovering "Rassen" facing the coast of the Netherlands.
ARTICLE 3
This Agreement shall enter into force on the first day of the second month following the date on which the Contracting Parties shall notify each other in writing of the completion of the procedures required by their domestic legislation for the entry into force of this Agreement.
IN WITNESS WHEREOF the undersigned, duly authorized by their respective Governments, have signed this Agreement.
