Article 1er. This Act regulates a matter referred to in Article 77 of the Constitution.
Art. 2. The Additional Protocol to the Convention between the States Parties to the North Atlantic Treaty and the other States participating in the Partnership for Peace on the Status of Their Forces, done in Brussels on 19 December 1997, will come out its full and full effect.
Promulgate this law, order that it be clothed with the seal of the State and published by the Belgian Monitor.
Given in Brussels on 29 September 2000.

Additional Protocol to the Convention between the States Parties to the North Atlantic Treaty and other States participating in the Partnership for Peace on the Status of Their Forces
Considering the "Convention between the States Parties to the North Atlantic Treaty and other States participating in the Partnership for Peace on the Status of Their Forces" and the Additional Protocol to that Convention, signed in Brussels on 19 June 1995;
Considering the need to establish and regulate the status of the NATO military headquarters established in the territory of the States participating in the Partnership for Peace and the staff of those headquarters to facilitate relations with the armed forces of the various member countries of the Partnership for Peace;
Considering the need to provide for appropriate status for the personnel of the armed forces of the partner States attached to or associated with NATO military headquarters;
Considering that it may be desirable, taking into account the circumstances specific to certain NATO member States or to some partner States, to respond to the need set out above by the means of this Protocol;
The Parties to this Protocol have agreed as follows:
Article Ier
For the purposes of this Protocol:
1° By "Paris Protocol", the "Protocol on the Status of International Military Headquarters established under the North Atlantic Treaty" was signed in Paris on 28 August 1952;
(a) The term "Convention", whenever it appears in the Paris Protocol, means the "Convention between the States Parties to the North Atlantic Treaty on the Status of Their Forces" made applicable by the "Convention between the States Parties to the North Atlantic Treaty and other States participating in the Partnership for Peace on the Status of Their Forces", made in Brussels on 19 June 1995.
(b) The terms "force" and "civil element", whenever they appear in the Paris Protocol, have the meaning given to them in Article 3 of the Paris Protocol and also include nationals of other States parties to this Protocol participating in the Partnership for Peace, which are attached or associated with NATO's military headquarters.
(c) The term "dependant" means a spouse of a member of a force or civilian element defined in paragraph (b) of this section, or children who are in charge of that member, whenever it is listed in the Paris Protocol.
2° By "SOFA of the PPP", each time this expression appears in this Protocol, the "Convention between the States Parties to the North Atlantic Treaty and the other States participating in the Partnership for Peace on the Status of Their Forces" was made in Brussels on 19 June 1995.
3° "NATO" means the North Atlantic Treaty Organization.
4° "NATO military headquarters" means interallied headquarters and other international military organizations and headquarters under Article 1er and Article 14 of the Paris Protocol.
Article II
Subject to the rights of States that are members of NATO or members of the Partnership for Peace, but are not parties to this Protocol, the Parties to this Protocol shall apply provisions identical to those of the Paris Protocol, with the exception of the amendments made by this Protocol, with respect to the activities of the NATO military headquarters and their civilian and military personnel in the territory of a State Party to this Protocol.
Article III
1° In addition to the region to which the Paris Protocol applies, this Protocol shall apply to the territory of all States parties to this Protocol, as specified in paragraph 1er Article II of the SOFA of the PPP.
2° For the purposes of this Protocol, any reference to the Paris Protocol to the North Atlantic Treaty Region is also expected to include the territories specified in paragraph 1er of this article.
Article IV
For the purpose of applying this Protocol to partner States, the provisions of the Paris Protocol which provide that disputes shall be submitted to the North Atlantic Council shall be interpreted as stipulating that the Parties concerned shall negotiate with each other, without recourse to an external jurisdiction.
Article V
1° This Protocol shall be submitted to the signature of any State that is a signatory to the SOFA of the PPP.
2° This Protocol shall be subject to ratification, acceptance or approval. Instruments of ratification, acceptance or approval will be deposited with the Government of the United States of America, which will inform all signatories of this deposit.
3° As soon as at least two signatory States have deposited their instruments of ratification, acceptance or approval, this Protocol shall enter into force for those States. It shall enter into force for each other signatory State on the date of deposit of its instrument of ratification, acceptance or approval.
Article VI
This Protocol may be denounced by any Party to this Protocol by means of a written notification addressed to the Government of the United States of America, which shall inform all other signatory States of that notification. The denunciation will take effect one year after receiving the notification by the United States government. After the expiration of this one-year period, this Protocol shall cease to be in force for the Party that has denounced it, except for the settlement of disputes arising before the date on which the denunciation takes effect, but shall remain in force for the other Parties.
In faith, the undersigned, duly authorized to do so, have signed this Protocol.
Done in Brussels, 19 December 1997, in French and English, both texts being equally authentic, in a single original which will be deposited in the archives of the Government of the United States of America, which will transmit copies thereof to all the signatory States.
