Article 1^er. This Act regulates a matter referred to in Article 77 of the Constitution.
Art. 2. The Protocol to the Agreement on Cooperation and Customs Union between the European Economic Community and the Republic of San Marino following the accession of the Republic of Austria, the Republic of Finland and the Kingdom of Sweden to the European Union, and to the Final Act, made in Brussels on 30 October 1997, will come out their full and full effect.
Promulgation of this law, let us order that it be clothed with the seal of the State and published by the Belgian Monitor.

ARTICLE 1^er
The Republic of Austria, the Republic of Finland and the Kingdom of Sweden become Contracting Parties to the Agreement.
ARTICLE 2
The texts of the agreement, drafted in Finnish and Swedish, are authentic under the same conditions as the original text and are annexed to this protocol.
ARTICLE 3
This Protocol shall be approved by the Contracting Parties in accordance with their own procedures. It comes into force on the first day of the first month following the notification by the contracting parties of the performance of these procedures.
ARTICLE 4
This protocol is in two copies in German, English, Danish, Spanish, Finnish, French, Greek, Italian, Dutch, Portuguese and Swedish, each of these texts being equally authentic.

The Protocol was adopted in Brussels on 30 October 1997 for the signing of the Protocol to the Agreement on Cooperation and Customs Union between the European Economic Community and the Republic of San Marino following the accession of the Republic of Austria, the Republic of Finland and the Kingdom of Sweden to the European Union.
The Plenipotentiaries of the Member States and the European Community and the Plenipotentiary of San Marino adopted the joint declaration annexed to the present Final Act.
COMMON DECLARATION
The Council of the European Union and the representatives of the governments of the Member States gathered in the Council as well as the Republic of San Marino note that the agreement of cooperation and customs union between the European Economic Community and the Republic of San Marino, of 16 December 1991, was signed before the last enlargement of the European Union and that, therefore, it was necessary to negotiate an adaptation protocol, to allow the extension of the agreement to the new Member States. Until the entry into force of this protocol, the European Community and its Member States and the Republic of San Marino will apply it, provisionally or permanently, from the first day of the first month following the date on which the European Community and its Member States, on the one hand, and the Republic of San Marino, on the other, will have mutually notified the completion of the necessary internal procedures. The Council and the Member States will take the necessary steps to ensure the simultaneous entry into force of the aforementioned Customs Cooperation and Union Agreement.
