The House of Representatives adopted and sanctioned the following:
CHAPTER Ier. - General provisions
Art. 1-01-1
This Act regulates a matter referred to in Article 74, 3° of the Constitution.
Art. 1-01-2
The 2003 General Estimates are adjusted:
1° with respect to the appropriations provided for the Dots, in accordance with the table annexed to this Act;
2° in respect of appropriations by programme, in accordance with the totals of the programmes in adjusted departmental budgets annexed to this Act.
CHAPTER II. - Special provisions of the Departments
Section 04. - Personal SPF and Organization
Art. 2.04.1
By derogation from articles 12 and 14 of the Acts on State Accounting, coordinated on 17 July 1991, all expenses of the Federal Public Service Staff and Organization relating to compensation to third parties due to the commitment of State responsibility may be charged to B.A. 01.34.01 of Organic Division 02 - Management bodies.
Section 13. - Inside SPF
Art. 2.13.1
Section 2.13.2 of the Act of 27 December 2002 containing the General Estimates for the 2003 fiscal year is deleted.
Section 15. - Development cooperation
Art. 2.15.1
The amount of the commitment authority for the Belgian Survival Fund, listed under section 2.15.5 of the Act of 27 December 2002 containing the General Estimates for the fiscal year 2003, is replaced by the amount of 36.000.000 euros.
Section 16. - Ministry of National Defence
Art. 2.16.1
The text of paragraph 2 of section 2.16.4 of the Act of 27 December 2002 containing the General Estimates for the 2003 Budget Year is deleted. Note

Art. 2.16.2
The text of paragraph 4 of section 2.16.6 of the Act is replaced by the following:
Can also be concluded in accordance with the negotiated procedure, the contracts and exchange agreements with the NATO Maintenance and Supply Organization (NATO Agency for Contract and Procurement and its subordinate agencies), as well as those with a NATO member country under an international agreement, with the objective of eminent supply of spare parts, maintenance or maintenance
Art. 2.16.3
The text of the first paragraph of section 2.16.13 of the Act is replaced by the following:
The Minister of Defence is authorized to use, up to Euro2.400,000, revenues from interest generated by advances filed with the Federal Reserve Bank of New York as part of the contracts for the supply of aircraft, logistical support, ground installations and related costs for the entire F-16 fleet.
Art. 2.16.4
By derogation from section 143 of the State Accounting Acts, coordinated on July 17, 1991, the Minister of Defence is authorized to use the revenues realized in 2002 and 2003 from the timber sales in the areas that are part of the real estate entrusted to his management, collected and recorded in section 16.7601 of the Ways and Means Budget, in accordance with section 41 of the Program Law of July 19, 2001.
Art. 2.16.5
Pursuant to section 43 of the Program Act of 19 July 2001, the Minister of Defence is authorized to extend the Life and Disability Insurance contract to persons under a Belgian public authority, without being part of the Defence. The insurance premium may be in accordance with the terms of the contract covered by the Defence Budget if, upon request from the Defence and within the framework of the operational implementation of the Armed Forces or humanitarian assistance, such persons accompany military personnel or civilian personnel abroad.
Section 18. - SPF Finance
Art. 2.18.1
In section 2.18.11 of the Act of 27 December 2002 containing the General Estimates for the fiscal year 2003, the list of beneficiaries is supplemented as follows:

Section 19. - Buildings Regime
Art. 2.19.1
The text of section 2 of the Act of 11 April 2003 containing the first adjustment of the General Estimates for the 2003 Budget Year is replaced by the following text:
Section 2.19.2 of the Act of 27 December 2002 containing the General Estimates for the fiscal year 2003, the amount of 95,453,376 euros is replaced by 135,889,395 euros.

Art. 2.19.2
The following paragraph is added to section 2.19.13 of the Act:
Expenditure on the royal estate of Ciergnon will be limited to renovation and redevelopment, including studies, of the federal police station.
Art. 2.19.3
The following paragraph is added to § 1er of Article 2.19.5 of the Act:
Thus, the Régie des buildings is also authorized to pay the operating costs of the renovated and rented restaurant of the WTC2 building in Brussels. Appropriations for these expenses will be taken from federal service budgets, users of the restaurant, following a distribution key to be determined by the restaurant manager, and paid to the Buildings Board.
Section 21. - Pensions
Art. 2.21.1
In section 2.21.3, second paragraph, of the Act of 27 December 2002 containing the General Estimates for the fiscal year 2003, the amount of 138.878.000 euros is replaced by the amount of 231.000.000 euros.
Section 23. - SPF Employment, Labour and Social Concertation
Art. 2.23.1
Section 2.23.3 of the Act of 27 December 2002 containing the General Estimates for the 2003 Budget Year is amended to read:
PROGRAMME 40/3. - LUTTE CONTRE LA FRACTURE NUMERIQUE
Subsidy to a public company for the fight against the digital divide is removed.
Art. 2.23.2
Section 2.23.6 of the Act is amended to read:
By derogation from Article 45 of the Royal Decree of 17 July 1991 on the coordination of the laws on State accounting, the Organic Fund "Belgian European Social Fund" is authorized to present in commitment and order a debiting position, which cannot exceed the amount of 8.203.000 euros in commitment and ordering.
Art. 2.23.3
By derogation from Article 45, § 2, of the laws on State accounting, coordinated on 17 July 1991 the available means of the Organic Fund "Technical Security of Nuclear Facilities" (Program 54/2) are disaffected and added to the general resources of the Treasury.
Section 25 SPF Public Health, Food Chain Safety and Environment
Art. 2.25.1
Section 2.25.5 of the Act containing the General Estimates for the 2003 Budget Year is supplemented as follows:
PROGRAMME 51/1. - HOSPITALISATIONS
Subsidies to the Colleges of Doctors.
PROGRAMME 51/3. - ORGANISATION ART DE GUERIR
Grants to home nursing practices and perinatal home practices.
Subsidies to inter-university organizations for the creation of training modules for the preparation of students for medical professions.
Funding of patient associations.
Art. 2.25.2
In section 2.25.6 of the Act respecting the General Budget of Expenditures for the fiscal year 2003, the sentence "Dependant payments of variable appropriations of program 53.2 - activities 3.4 and 5, for the purposes of the Drugs Act (Act of January 5, 1976, art. 152)" is supplemented as follows: "and variable credits of program 57/1 - activity 0 for the Environment and Energy Fund can be made in advance. »
Art. 2.25.3
In section 2.25.8 of the same Act, the amount of 175.061.900 euros for revenues is replaced by an amount of 182.960.900 euros, and the amount of 175.061.900 euros for expenses is replaced by an amount of 182.960.900 euros.
Art. 2.25.4
By derogation from Article 45, § 2, of the State Accounting Laws, coordinated on 17 July 1991 the available means of the Organic Fund "Protection against Ionizing Radiation" (Program 57/4) are disaffected and added to the general resources of the Treasury.
Section 32. - PF Economics, P.M.E., Average Classes and Energy
Art. 2.32.1
The text of section 2.32.3 of the Act of 27 December 2002 containing the General Estimates for the 2003 Budget Year is replaced by the following text:
The budget of the Federal Office of the Plan for 2003 annexed to this Act is approved.
This budget rises for revenues to 9.055,000 euros and for expenses to 9.055,000 euros.
Section 33. - SPF Mobility and Transport
Art. 2.33.1
Section 2.33.4 of the Act of 27 December 2002 containing the General Estimates for the 2003 Budget Year is replaced by the following text:
"In the limits of the basic allowances concerned, the following subsidies may be granted:
PROGRAMME 40/0. - SUBSISTANCE
Subsidies to the ABL Social Service of the Federal Public Service Mobility and Transport.
PROGRAMME 40/1. - STUDIES AND ACTIONS
IN MOBILITY AND TRANSPORT
Mobility and Transport subsidies.
PROGRAMME 41/5. - PUBLIC ENTREPRISES
Subsides to the ABL "Support to the Sabena employment cell".
PROGRAMMA 51/1. - RAIL TRANSPORT
(1) Subsidies for the financing of measures to promote public transport.
(2) Subsides to the User Advisory Board.
3) Grants for investment and tariff integration costs.
(4) Subsides under the Rosetta Plan.
(5) RER Subsides.
PROGRAMME 52/1. - REGULATION OF AIR TRAFFIC AND INTERNATIONAL COOPERATION
1) Association for the Establishment of Aircraft Airworthiness (JAA-Hoofddorp) as a member of Belgium of this international organization.
(2) Weather Stations Montreal: Belgium's participation in weather and safety stations in the North Atlantic Ocean.
3) International Civil Aviation Organization (ICAO Montreal), European Commission for Civil Aviation (CEAC Montréal), Aviation Security Fund, participation of Belgium in operating costs.
PROGRAMME 52/5. - FUNDS FOR THE FINANCING AND AMELIORATION OF CONTROL, INSPECTION AND ENQUESTS AND AIRNAUTIC PREVENTION PROGRAMMES
Contributions to international organizations in the context of air navigation.
PROGRAMME 52/6. - FINANCIAL PROVISIONS CONCERNING AIR SECTOR
Unique allowances to some pilots.
PROGRAMME 53/2. - MARINA MARCHANDE
1) "International Association of Maritime Signalisation" of the head of the Belgian membership of this organization.
(2) Secretariat for the information system within the framework of the Paris Agreement Memorandum concerning the control of ships by the State of the Port: contribution of Belgium in the operating costs.
3) European information network "HAZMAT".
(4) Intergovernmental Maritime Organization (O.M.I. London).
5) Patrol service for iceberg observation in the North Atlantic.
6) International Permanent Association of Conventions of Navigation.
PROGRAMME 56/0. - SUBSISTANCE
1) Belgian Association for Study, Essai and Material Employment.
(2) International Permanent Association of Road Conventions.
3) Organization of exhibitions, conferences and works and competitions.
PROGRAMME 56/2. - TRANSPORT INFRASTRUCTURE
1) Interventions in information and propaganda.
2) Atomium restoration subsidies.
3) Subsides line 26.
PROGRAMME 56/4. - ORGANIZATION AND SECURITY OF ROAD TRANSPORT
(1) Grants to organizations or institutions as part of road safety activities or days of study.
(2) Subsidies under the sustainable mobility policy.
3) Subsides within the mobility week.
PROGRAMME 57/0. - PERMANENT CELLULE CHARGEE DE LA GESTION DU CADRE ORGANIQUE DISTINCT DU SERVICE PUBLIC FEDERAL MOBILITY AND TRANSPORT
Subsides to the ABL Social Service of the Federal Public Service Mobility and Transport. "
Art. 2.33.2
Paragraph 1 of section 2.33.6 of the Act is replaced by the following:
« § 1er. The amount of Euro76.401.000 from the proceeds of the tax of natural persons to be allocated to the Fund for the Financing of the International Role and the Brussels Capital Function pursuant to Article 3 of the Act of 10 August 2001 creating the said fund is increased by Euro24,789,000 (Program 33.56. 22). »
Art. 2.33.3
Section 2.33.10 of the Act is deleted.
Art. 2.33.4
The Minister of Mobility is exempted from the recovery of the sum of 261.68 euros to be borne by the Flemish Community.
Section 44. - SPP Social integration
Poverty reduction and social economy
Art. 2.44.1
In section 2.44.2 of the Act of 27 December 2002 containing the General Estimates for the fiscal year 2003 are substituted, under program 55/1, the words "sociovital minimum" by the words "minimum of means of existence and the right to social integration".
At the disposal under the same programme 55/1 is added a paragraph with the text:
Payment of relief expenses to the indigent, refugee and recognized refugees.
Art. 2.44.2
In article 2.44.7 of the same law, the amount of 242.820.000 euros is substituted by the amount of 230.000.482 euros, for both revenue and expenditure.
CHAPTER III. - Restitution and allocation funds
Art. 3-01-1
The transactions carried out on the restitution and allocation funds during the 2003 fiscal year are reassessed in accordance with the table annexed to this Act.
CHAPTER IV. - Separate Management State Services
Art. 4-01-1
The budgets of the State Services for separate management of the 2003 fiscal year are adjusted in accordance with the tables annexed to this Act.
CHAPTER V. - State enterprises
Art. 5-01-1
The budget for the 2003 fiscal year of the state enterprise "The Royal Mint of Belgium", annexed to this Act, is approved.
Revenue is estimated at Euro26.686.402 and expenditure at Euro34,501,891.
Revenues for order are estimated at 9.826.818 euros and expenditures for order at 9.826.818 euros.
Art. 5-01-2
By derogation from Article 112 of the Acts on State Accounting, coordinated on 17 July 1991, expenses resulting from the provision of goods or services are charged to the budget of the year in which the invoice is dated.
Art. 5-01-3
By derogation from Article 114 of the State Accounting Laws, coordinated on 17 July 1991, the capital transactions budget may include non-limitative credits. In this case, the wording mentions it. This option is limited to refunds and payments (articles 91.11 to 94.11 of the budget of the Royal Mint of Belgium).
Art. 5-01-4
The Royal Mint of Belgium is authorized in 2003 to offer coins or medals for a maximum amount of 14.873.61 euros.
CHAPTER VI. - Public bodies
Art. 6-01-1
The budgets of the public interest agencies of Class A of the 2003 fiscal year are adjusted in accordance with the tables annexed to this Act.
CHAPTER VII. - Final provision
Art. 7-01-1
This Act comes into force on the day of its publication in the Belgian Monitor.
Promulgate this law, order that it be clothed with the seal of the State and published by the Belgian Monitor.
