CHAPTER I^er. - General provision
Article 1^er. This Act regulates a matter referred to in Article 77 of the Constitution.
CHAPTER II. - Amendments to the Electoral Code
Art. 2. In section 115ter of the Electoral Code, inserted by the Act of 18 December 1998, the following amendments are made:
1° to § 3, paragraph 1, the words "Balloon Regional Council, the Flemish Council, the Council of the Brussels Capital Region or the Council" are replaced by the words "of the Walloon Parliament, the Flemish Parliament, the Parliament of the Brussels Capital Region or the Parliament";
2° in § 3, paragraph 2, the words "Balloon Regional Council or Flemish Council" and the words "Balloon Council or Flemish Council" are replaced each time by the words "Balloon Parliament or Flemish Parliament";
3° in § 3, paragraph 4, the words "Balloon Regional Council or Flemish Council" are replaced by the words "Ball Walloon Parliament or Flemish Parliament";
4° in § 3, paragraph 10, the words "Balloon Regional Council, the Flemish Council, the Council of the Brussels Capital Region and the Council" are replaced by the words "Balloon Parliament, the Flemish Parliament, the Parliament of the Brussels Capital Region and the Parliament";
5° to § 3, paragraph 11, are amended as follows:
(a) the words "Wallon Regional Council, the Flemish Council, the Council of the Brussels Capital Region and the Council" are replaced by the words "Wallon Parliament, the Flemish Parliament, the Parliament of the Brussels Capital Region and the Parliament";
(b) the words "Ball Walloon Regional Council or Flemish Council" are replaced by the words "Ball Walloon Parliament or the Flemish Parliament".
Art. 3. In Article 128ter, § 2, paragraph 5, of the same Code, inserted by the law of 18 December 1998, the following amendments are made:
1° the words « Walloon Regional Council or Flemish Council » are replaced by the words « Walloon Parliament or Flemish Parliament »;
2° the words "the Council of the Brussels-Capital Region" are replaced by the words "the Parliament of the Brussels-Capital Region";
3° the word "Council" is replaced by the word "Parliament".
Art. 4. In article 130, paragraph 2, of the same Code, inserted by the Act of 16 July 1993, the words "community and regional councils" are replaced by the words "community and regional parliaments".
Art. 5. In section 211 of the same Code, replaced by the Act of 16 July 1993, the following amendments are made:
1° to § 1^er the following modifications are made:
(a) in the introductory sentence, the words "Council of the French Community and the President of the Council" are replaced by the words "Parliament of the French Community and the Speaker of Parliament";
(b) to 2° are amended as follows:
i. the word "Council" is replaced by the word "Parliament";
ii. the word "advisors" is replaced by the word "deputies";
2° in § 2, the words "advisor to the Council of the French Community or to the Flemish Council, as the case may be, or if it has no seat of council" are replaced by the words "Member in the Parliament of the French Community or the Flemish Parliament, as the case may be, or if it has no seat of deputy";
3° in § 3, paragraph 1, the words "Council of the French Community or Council" are replaced by the words "Parliament of the French Community or Parliament" and the word "Council" by the word "Parliament";
4° to § 4 are made the following amendments:
(a) in paragraph 1 the words "Council shall transmit to the President of the Council of the French Community or to the President of the Council" shall be replaced by the words "Parliament shall transmit to the Speaker of the Parliament of the French Community or to the Speaker of Parliament";
(b) in paragraph 2, the words "Council members" are replaced by the words "Members who are members of the relevant group of Parliament";
(c) in paragraph 3, the words "Council of the French Community or the President of the Council" are replaced by the words "Parliament of the French Community or the Speaker of Parliament";
5° to § 5 are made the following amendments:
(a) the words "Wallon Regional Council and Council" are replaced by the words "Wallon Parliament and Parliament";
(b) the words "Council of the French Community or the President of the Council" are replaced by the words "Parliament of the French Community or the Speaker of Parliament";
(c) the words "Community Council" are replaced by the words "Community Parliament";

7° to § 7 are made the following amendments:

(a) Paragraph 1 is amended as follows:

Art. 8. In Article 233, § 2, of the same Code, replaced by the Act of 16 July 1993, the word "Council" is replaced each time by the word "Parliament".
Art. 9. In section 236, paragraph 2, of the same Code, replaced by the Act of 16 July 1993, the words "Community Councils" are replaced by the words "Community Parliaments".
Art. 10. In article 239, paragraph 3, of the same Code, inserted by the Act of 16 July 1993, the word "advices" is replaced by the word "parliaments".
Art. 11. Appendix 1^re the same Code, replaced by the Act of 13 December 2002, is amended as follows:
1° to 5 are made the following modifications:
(a) in paragraph 3, the words "Regional Council" are replaced by the word "Parliament";
(b) in paragraph 4, the words "Ball Walloon Regional Council and Council" are replaced by the words "Ball Walloon Parliament and Parliament";
(c) in the comment, the word "Council" is replaced by the word "Parliament";
2° in point 7, the word "Council" is replaced by the word "Parliament".
CHAPTER III. - Amendments to the coordinated laws of 12 January 1973 on the Council of State
Art. 12. In Article 2 of the coordinated laws of 12 January 1973 on the Council of State are made the following amendments:
1° to § 1^er, paragraph 1, as amended by the Act of 16 June 1989, the words "Community or Region Council" are replaced by the words "Community and Region Parliament";
2° to § 3, amended by the law of 16 June 1989, the word "Council" is replaced by the word "Parliament".
Art. 13. In section 51bis of the Act, inserted by the Act of 9 August 1980 and amended by the Acts of 31 December 1983 and 16 June 1989, the words "of the Executive" are replaced each time by the words "of the government".
CHAPTER IV. - Amendments to the Act of 31 December 1983 of institutional reforms for the German-speaking Community
Art. 14. Article 1, 3°, of the Act of 31 December 1983 of institutional reforms for the German-speaking Community, replaced by the Act of 18 July 1990, is replaced by the following:
3rd Parliament: the Parliament of the German-speaking Community; "
Art. 15. In section 6 of the Act, replaced by the Act of 18 July 1990, the word "Council" is replaced by the word "Parliament".
Art. 16. The title of Part III, Chapter II, of the Act is replaced by the following:
“Chapter II. Parliament."
Art. 17. The following amendments are made to section 8 of the Act:

Art. 29. In section 49 of the Act, amended by the Act of 7 January 2002, the word "Council" is replaced each time by the word "Parliament".
Art. 30. In section 50, paragraph 1, of the Act, replaced by the Act of 16 December 1996, the word "Council" is replaced by the word "Parliament".

"Act of January 12, 1989 regulating the terms of the election of the Parliament of the Brussels-Capital Region and the Brussels members of the Flemish Parliament".
Art. 43. Article 1^er the following amendments are made:

Art. 191. In the title of Chapter VIII, Section 2, of the same Law, the words "Balloon Regional Council, the Flemish Council, the Council of the Brussels-Capital Region and the Council" are replaced by the words "Ball Walloon Parliament, the Flemish Parliament, the Parliament of the Brussels-Capital Region and the Parliament".
Art. 192. In Article 46 of the same Law, the words "Balloon Regional Council, the Flemish Council, the Council of the Brussels-Capital Region and the Council" are replaced each time by the words "Balloon Parliament, the Flemish Parliament, the Parliament of the Brussels-Capital Region and the Parliament".
Art. 193. The following amendments are made to section 47 of the Act:
1° in § 1^er, the words « Walloon Regional Council, the Flemish Council, the Council of the Brussels-Capital Region and the Council » are replaced by the words « Walloon Parliament, Flemish Parliament, the Parliament of the Brussels-Capital Region and the Parliament »;
2° in § 3, as amended by the law of 19 February 2003, the words "Balloon Regional Council, the Flemish Council, the Council of the Brussels-Capital Region and the Council" are replaced by the words "Balloon Parliament, the Flemish Parliament, the Parliament of the Brussels-Capital Region and the Parliament";
3° to § 5 are made the following amendments:
(a) Paragraph 1 is amended as follows:
i. the words "the election of the Council of the Brussels-Capital Region" are replaced by the words "the election of the Parliament of the Brussels-Capital Region";
ii. the words "the election of the Council of the German-speaking Community" are replaced by the words "the election of the Parliament of the German-speaking Community";
iii. the words "Wallon Regional Council, the Flemish Council, the Council of the Brussels-Capital Region and the Council" are replaced by the words "Wallon Parliament, the Flemish Parliament, the Parliament of the Brussels-Capital Region and the Parliament";
(b) in paragraph 2, the word "Council" is replaced by the words "Community or Region Parliament".
Art. 194. Section 48 of the Act provides the following amendments:
1° to § 1^er the following modifications are made:
(a) in the introductory sentence, the words "Wallon Regional Council, the Flemish Council, the Brussels-Capital Region Council and the Council" are replaced by the words "Wallon Parliament, the Flemish Parliament, the Parliament of the Brussels-Capital Region and the Parliament";
(b) in the second dash, the words "Wallon Regional Council or Council" are replaced by the words "Wallon Parliament or Parliament";
(c) in the fifth dash, the words "Balloon Regional Council, the Flemish Council, the Brussels-Capital Region Council and the Council" are replaced by the words "Balloon Parliament, the Flemish Parliament, the Parliament of the Brussels-Capital Region and the Parliament";
2° in § 2, paragraph 2, as amended by the law of 19 February 2003, the words "Balloon Regional Council, the Flemish Council, the Council of the Brussels-Capital Region and the Council" are replaced by the words "Balloon Parliament, the Flemish Parliament, the Parliament of the Brussels-Capital Region and the Parliament";
3° to § 3 are made the following amendments:
(a) in paragraph 1 the words "Balloon Regional Council, Flemish Council, Brussels-Capital Region Council or Council" are replaced by the words "Balloon Parliament, Flemish Parliament, the Parliament of the Brussels-Capital Region or the Parliament";
(b) in paragraph 2, the words "Wallon Regional Council or Council" are replaced each time by the words "Wallon Parliament or Parliament";
(c) in paragraph 7, the words "Balloon Regional Council, the Flemish Council, the Brussels-Capital Region Council or the Council" are replaced by the words "Ball Walloon Parliament, the Flemish Parliament, the Parliament of the Brussels-Capital Region or the Parliament";
4° to § 4 are made the following amendments:

ii. the words "the election of the Council of the German-speaking Community" are replaced by the words "the election of the Parliament of the German-speaking Community";

(c) the words "of these councils" are replaced by the words "of the Walloon Parliament, the Flemish Parliament, the Parliament of the Brussels-Capital Region and the Parliament of the German-speaking Community".
Art. 196. Art. 197. In article 50, last paragraph, of the same law, the words "Balloon Regional Council, the Flemish Council, the Council of the Brussels-Capital Region and the Council" are replaced by the words "Balloon Parliament, the Flemish Parliament, the Parliament of the Brussels-Capital Region and the Parliament".
Art. 198. The following amendments are made to section 51 of the Act:
1° in § 1^er, the words « Walloon Regional Council, the Flemish Council, the Council of the Brussels-Capital Region and the Council » are replaced by the words « Walloon Parliament, Flemish Parliament, the Parliament of the Brussels-Capital Region and the Parliament »;
2° to § 3 are made the following amendments:
