To all, present and to come, Hi.
The House of Representatives adopted and sanctioned the following:
CHAPTER Ier. - General provisions
Article 1er. This Act regulates a matter referred to in Article 74, 3°, of the Constitution.
Art. 2. The General Estimates for the 2006 fiscal year are adjusted in accordance with the totals of the programs in the adjusted departmental budgets annexed to this Act.
CHAPTER II. - Special provisions of departments
Section 14. - SPF Foreign Affairs, Foreign Trade and Development Cooperation
Art. 3. Revenue and order transactions carried out under the assistance to Benin for Operation MONUC are recorded on the account opened for this purpose 87.05.10.28 B+ of the section "Treasury Order Operations". Payments charged to this order account are executed via the 100-0086139-37 bank account opened to the National Bank of Belgium on behalf of the "SPF Foreign Affairs - Working Capital Fund for Diplomatic Posts".
This account may present a debtor balance pending reimbursement by the United Nations.
Section 17. - Federal Police and Integrated Operations
Art. 4. By derogation from section 1.01.3, § 2, of the Act of 20 December 2005 containing the General Estimates for the fiscal year 2006, the basic allowances referred to in the above-mentioned paragraph relating to personnel costs may also be redistributed to the basic allowance 11.13 - compensation to public transport companies for unpaid benefits - of section 17 - Federal Police and Integrated Functioning.
Section 19. - Buildings Regime
Art. 5. In section 2.19.2 of the Act of 11 July 2006 containing the first adjustment of the General Estimates for the fiscal year 2006, the amount of 190.981.360 euros is replaced by 208.605.666 euros. In addition, the table is replaced by the following table:

Art. 6. The total cost of the construction of the new Ghent Justice Palace, to be taken into account as a basis for calculating rent, is increased to 140.124.306 EUR.
Section 25. - SPF Public Health, Food Chain Safety and Environment
Art. 7. In section 2.25.4 of the Act of 20 December 2005 containing the General Estimates for the 2006 fiscal year, the following is added:
- PROGRAMME 54/1 - CONCEPTION:
Subsidies to promote the National Nutrition Health Plan for Belgium through the "Community in Form" project.
Section 33. - SPF Mobility and Transport
Art. 8. Section 2.33.2 of the Act of 11 July 2006 concerning the first adjustment of the General Estimates for the 2006 fiscal year is replaced by the following provision:
The costs associated with the support for the transaction between the shareholders of BIAC, as well as the single federal contribution of 6,692,000 euros in the security costs of the Brussels-National airport as part of the final plan of action pursuant to European Directive No. 2320/2002, can be offset on the revenues of the sale of shares.
CHAPTER III. - Restitution and allocation funds
Art. 9. The transactions carried out on the restitution and allocation funds during the 2006 fiscal year are reassessed in accordance with the charter table annexed to this Act.
The transfer of the amounts referred to in Article 2, § 2, of the law of the (...) granting a single special endowment for the benefit of the German-speaking Community and Article 2, § 3, of the special law of the (...) granting a single special endowment for the benefit of the French Community, the Walloon Region, the Flemish Community, the Flemish Region, the Brussels-Capital Region and the Joint Community Commission.
CHAPTER IV. - Separate Management State Services
Art. 10. The 2006 budget of the National Institute of Criminalism and Crimeinology is adjusted in accordance with the table annexed to this Act.
CHAPTER V. - Final provisions
Art. 11. The appropriations under this Act will be covered by the Treasury's general resources.
Art. 12. This Act comes into force on the day of its publication in the Belgian Monitor.
Promulgate this law, order that it be clothed with the seal of the State and published by the Belgian Monitor.
