Amendment of 20 September 2007, the Ccooperation agreement of May 30, 2005, between the federal State, the Flemish Region, the Walloon Region and the Brussels-Capital Region and the German-speaking community plural economy having regard to article 35 of the Constitution;
Having regard to the Special Act of 8 August 1980 of institutional reforms, including articles 4, 6 and 92bis, § 1, inserted by the special law of 8 August 1988, as amended by the Special Act of 16 July 1993;
Having regard to the Special Act of 12 January 1989 relating to Brussels institutions, article 42;
Having regard to the Act of 31 December 1983 of institutional reforms for the German-speaking community, notably article 55A;
Having regard to the order in Council of the Walloon region of 6 May 1999 and the Decree of the Council of the German-speaking community of 10 May 1999 concerning the exercise by the German-speaking community of the competence of the Walloon Region employment and excavations;
Having regard to the laws on the State accounting, coordinated by the royal decree of 17 July 1991, particularly articles 55 to 58;
Having regard to the Act of 26 June 2001 assent to the agreement on Cooperation between the federal State, the Flemish Region, the Walloon Region and the Brussels-Capital Region and DG Belgiens social economy of July 4, 2000;
Having regard to the Act of 10 May 2006 concerning consent to the Cooperation Agreement of 30 May 2005 between the federal State, the Flemish Region, the Walloon Region and the Brussels-Capital Region and the German-speaking community plural economy;
Having regard to Decree of the Flemish Parliament of June 16, 2006, approving the Cooperation Agreement of May 30, 2005worldwide State, the Regions and the German-speaking community plural economy;
Having regard to the Decree of the Walloon Regional Council of 16 March 2006 assent to the Cooperation Agreement of 30 May 2005 between the State, the Regions and DG Belgiens plural economy;
Having regard to the order of the Council of the Brussels-Capital Region of 23 February 2006 assent to the Cooperation Agreement of 30 May 2005 between the State, the Regions and DG Belgiens plural economy;
Having regard to Decree of the Council of the German-speaking community of 21 December 2005 approving the cooperation agreement of May 30, 2005worldwide State, the Regions and the German-speaking community plural economy;
Having regard to the European employment guidelines for the year 2003, approved by the European Council of 22 July 2003 and confirmed by the European Council in Brussels on 18 June 2004, including the guidelines 7 and 10;
Seen the federal government agreement of 8 July 2003;
Having regard to the Government declaration of the German-speaking community of 13 September 2004;
Seen the Flemish Government agreement of 20 July 2004;
Having regard to the Walloon Government agreement of 19 July 2004;
Having regard to the Brussels Government agreement of July 10, 2004;
Considering that the federal State, the German-speaking community and the Regions believe that the development of a social economy must be considered from the perspective of the development of a pluralistic economy;
Considering that the federal State, the German-speaking community and the Regions wish to re-confirm and further their ambitions and such that specific joint commitments in the cooperation agreement for the social economy of 4 July 2000, for the strengthening and development of the social economy and the plural economy;
Whereas it is essential to consider the economy in its entirety by incorporating not only economic goals, but also ethical, social and environmental objectives. Therefore, must be to develop projects that put more emphasis on social objectives such as support, training, or the integration of public particularly vulnerable within society. The contracting parties stress the need new constructive partnership and social dialogue for the development of the plural economy;
Considering that the cooperation agreement to the plural economy emphasizes the value of initiatives combining social objectives and economic dynamics.
These social objectives are located both at the level of the socio-professional integration of groups target than to the maintenance or the restoration of social cohesion, for the promotion of equality of opportunity, in searching for an intercultural society, sustainable respect for the environment, strengthening ties between the North and the South, etc.;
Whereas these objectives may be apprehended as a major challenge for economic life in its entirety and that companies can fill a role and an important responsibility in the pursuit of a more sustainable development;
Whereas the synergies between the principles of classical economy and those of the social economy must be explored, supported and stimulated more;
Whereas there is a need of models and tools to provide an objective overview of the added value both social and economic initiatives within mainstream economics and the social economy;
Whereas the various authorities must orient their policy of support taking account of the results of the above-mentioned analyses;
Whereas compliance with competition rules must also be considered in this light;
Whereas the pursuit of development and the structural anchorage of local services, to meet the individual and collective needs at the local level, allow a significant increase in job opportunities and that these services contribute to a large extent the strengthening of social cohesion, mainly due to the participatory approach that is characteristic;
Considering that the federal State, the German-speaking community and the Regions can and should support initiatives to that effect in accordance with their respective competences;
Whereas it is therefore desirable, within the framework of a mutual devices harmonization, of a coordinated implementation of budgetary means and a development of a programme of specific objectives follow-up, that the State, DG Belgiens and Regions concluded a cooperation agreement;
The federal State, represented by the Deputy Prime Minister and Minister for Budget and the Protection of the consumer, the competent Minister for the economy, the competent Minister; for employment, the Minister for Social Integration, and the Secretary of State competent for social economy
The German-speaking community, represented by its Government, in the person of the Minister-President and in the person of the Minister for employment;
The Flemish community, represented by the Flemish Government, in the person of the Minister-pp resident and in the person of the competent Flemish Minister for the social economy;
The Walloon Region, represented by the Walloon Government, in the person of the Minister-President and in the person of the Minister for the social economy;
The Brussels - Capital Region, Represented by the Government of Brussels-capital, in the person of the Minister-President and in the person of the Brussels Minister for economy and employment, agree as follows: Article 1.
In article 8 of the agreement of Cooperation of May 30, 2005, between the federal State, the Flemish Region, the Walloon Region and the Brussels-Capital Region and the German-speaking community plural economy, it is inserted a § 1B, as follows: "§. 1b. Under the conditions laid down in article 9, the federal authorities provide for the budgetary year 2007 an amount of euro 13.513.462,00 for the co-financing of efforts to engage with the Regions concerned and the German-speaking community, as follows: 55.7% of the federal resources are put at the disposal of the joint initiatives with the Flemish Region;
33% of the Federal

are put at the disposal of the joint initiatives with the Walloon Region;
10% of the federal resources are put at the disposal of the joint initiatives with the Brussels-Capital Region;
1.3% of federal resources are put at the disposal of the joint initiatives with the German-speaking community.

Section 2. In article 8 of the agreement of Cooperation of May 30, 2005, between the federal State, the Flemish Region, the Walloon Region and the Brussels-Capital Region and the German-speaking community plural economy, it is inserted a § 2B, as follows: "§ 2B.» Under the conditions laid down in article 9, the federal authorities provide for the budgetary year 2007 an amount of euro 2.060.450,00 for the co-financing of joint efforts to be provided as part of the services of proximity to the Regions concerned and the German-speaking community, as follows: 55.7% of the federal resources are put at the disposal of the joint initiatives with the Flemish Region;
33% of Federal means are made available to the joint initiatives with the Walloon Region;
10% of the federal resources are put at the disposal of the joint initiatives with the Brussels-Capital Region;
