The Chambers adopted and We sanction the following:
Article 1^er. This Act regulates a matter referred to in Article 77 of the Constitution.
Art. 2. The advent of 20 September 2007 to the Agreement of Cooperation of 30 May 2005 between the Federal State, the Flemish Region, the Walloon Region and the Brussels-Capital Region and the German-speaking Community relating to the plural economy is approved.
Promulgate this law, order that it be clothed with the seal of the State and published by the Belgian Monitor.

Coming from 20 September 2007 to the Agreement of Ccooperation of 30 May 2005 between the Federal State, the Flemish Region, the Walloon Region and the Brussels-Capital Region and the German-speaking Community on the plural economy
Having regard to Article 35 of the Constitution;
Considering the special law of 8 August 1980 of institutional reforms, including articles 4, 6 and 92 bis, § 1^erinserted by the special law of 8 August 1988 and amended by the special law of 16 July 1993;
Having regard to the special law of 12 January 1989 on Brussels institutions, including section 42;
Considering the law of 31 December 1983 of institutional reforms for the German-speaking Community, including Article 55bis;
Having regard to the Decree of the Council of the Walloon Region of 6 May 1999 and the decree of the Council of the German-speaking Community of 10 May 1999 concerning the exercise by the German-speaking Community of the competences of the Walloon Region in the field of employment and searches;
Considering the laws on State accounting, coordinated by the Royal Decree of 17 July 1991, in particular articles 55 to 58;
Having regard to the Act of 26 June 2001 on the Agreement on Cooperation between the Federal State, the Flemish Region, the Walloon Region and the Brussels-Capital Region and the German-speaking Community on the Social Economy of 4 July 2000;
Having regard to the Act of 10 May 2006 enacting the Agreement of Cooperation of 30 May 2005 between the Federal State, the Flemish Region, the Walloon Region and the Brussels-Capital Region and the German-speaking Community relating to the plural economy;
Having regard to the decree of the Flemish Parliament of 16 June 2006, which approved the Agreement of Cooperation of 30 May 2005 between the State, the Regions and the German-speaking Community on the Multi- Economy;
Having regard to the decree of the Walloon Regional Council of 16 March 2006, which approved the Agreement of Cooperation of 30 May 2005 between the State, the Regions and the German-speaking Community concerning the plural economy;
Having regard to the order of the Council of the Brussels-Capital Region of 23 February 2006 to the Agreement of Cooperation of 30 May 2005 between the State, the Regions and the German-speaking Community on the Multi- Economy;
Having regard to the decree of the Council of the German-speaking Community of 21 December 2005, which approved the Agreement of Cooperation of 30 May 2005 between the State, the Regions and the German-speaking Community on the Multi- Economy;
Considering the European employment guidelines for the year 2003, approved by the European Council of 22 July 2003 and confirmed by the European Council of Brussels of 18 June 2004, including guidelines 7 and 10;
Considering the federal government agreement of 8 July 2003;
Having regard to the Government declaration of the German-speaking Community of 13 September 2004;
Considering the Flemish government agreement of 20 July 2004;
Considering the Walloon government agreement of 19 July 2004;
Considering the Brussels government agreement of 10 July 2004;
Considering that the Federal State, the German-speaking Community and the Regions believe that the development of a social economy must be considered in the perspective of the development of a plural economy;
Considering that the Federal State, the German-speaking Community and the Regions wish to reconfirm and further develop their common ambitions and commitments as specified in the cooperation agreement on the social economy of 4 July 2000, with a view to strengthening and developing the social economy and the plural economy;
Considering that it is essential to consider the economy as a whole by integrating not only economic objectives, but also social, environmental and ethical objectives. As a result, it is necessary to ensure that projects that focus more on social objectives such as the support, training or integration of particularly weakened public in society are developed. The contracting parties underline the need for new constructive partnerships and social dialogue for the development of the plural economy;
Considering that the cooperation agreement on the plural economy emphasizes the value of initiatives combining social objectives and economic dynamics. These social objectives are both in terms of the socio-professional integration of target groups and in the maintenance or restoration of social cohesion, the promotion of equal opportunities, the search for an intercultural society, the sustainable respect for the environment, the strengthening of links between the North and the South, etc.;
Considering that these objectives can be addressed as an important challenge to economic life in its entirety and that companies can play an important role and responsibility in the pursuit of more sustainable development;
Considering that synergies between the principles of the classical economy and those of the social economy must be explored, supported and further stimulated;
Considering that there is a need for models and instruments to provide an objective overview of the social and economic surplus-value of initiatives taken within the classical economy and the social economy;
Considering that the various authorities should direct their support policy by taking into account the results of the above-mentioned analyses;
Considering that compliance with competition rules must also be considered in this regard;
Considering that the continued development and structural anchoring of community services, with a view to meeting individual and collective needs at the local level, allow for a significant increase in employment opportunities and that these services contribute to a large extent to the strengthening of social cohesion, mainly because of the participatory approach that is characteristic of them;
Considering that the Federal State, the German-speaking Community and the Regions can and should support such initiatives in accordance with their respective competences;
Considering that it is therefore desirable, within the framework of a mutual harmonization of arrangements, a coordinated implementation of budgetary means and a development of a precise programme of monitoring of the objectives set, that the State, the German-speaking Community and the Regions enter into a cooperation agreement;
The Federal State, represented by the Deputy Prime Minister, Minister of Budget and Protection of Consumer Affairs, the competent Minister for Economy, the competent Minister for Employment, the competent minister for Social Integration, and the competent State Secretary for Social Economy;
The German-speaking Community, represented by its Government, in the person of the Minister-President and in the person of the competent Minister for Employment;
The Flemish Community, represented by the Flemish Government, in the person of the resident minister-pp and in the person of the competent Flemish Minister for Social Economy;
The Walloon Region, represented by the Walloon Government, in the person of the Minister-President and in the person of the competent Minister for Social Economy;
The Brussels-Capital Region, represented by the Government of Brussels-Capital, in the person of the Minister-President and in the person of the Brussels Minister competent for the Economy and Employment,
The following:
Article 1^er. In Article 8 of the Agreement of Cooperation of 30 May 2005 between the Federal State, the Flemish Region, the Walloon Region and the Brussels-Capital Region and the German-speaking Community relating to the plural economy, a § 1ter is inserted, as follows:
§ 1ter. Under the conditions set out in Article 9, the federal authorities provide for the 2007 fiscal year an amount of Euro 13.513.462.00 for the co-financing of the joint efforts to be made with the Regions concerned and the German-speaking Community, as follows:
55.7% of federal resources are available for joint initiatives with the Flemish Region;
33% of federal resources are available for joint initiatives with the Walloon Region;
10% of federal resources are available for joint initiatives with the Brussels Capital Region;
1.3 per cent of federal resources are available for joint initiatives with the German-speaking Community. "
Article 2. In Article 8 of the Agreement of Cooperation of 30 May 2005 between the Federal State, the Flemish Region, the Walloon Region and the Brussels-Capital Region and the German-speaking Community relating to the plural economy, a § 2ter is inserted, as follows:
§ 2ter. Under the conditions set out in Article 9, the federal authorities provide for the 2007 fiscal year an amount of Euro 2.060.450,00 for co-financing of the joint efforts to be provided in the framework of the services of proximity to the Regions concerned and the German-speaking Community, as follows:
55.7% of federal resources are available for joint initiatives with the Flemish Region;
33% of federal resources are available for joint initiatives with the Walloon Region;
10% of federal resources are available for joint initiatives with the Brussels Capital Region;
1.3 per cent of federal resources are available for joint initiatives with the German-speaking Community. »
