The Chambers adopted and We sanction the following:
Article 1
er. This Act regulates a matter referred to in Article 78 of the Constitution.
Art. 2. In the Criminal Code, an article 563bis is inserted as follows:
"Art. 563bis. Will be punished by a fine of fifteen euros to twenty-five euros and imprisonment of one day to seven days or one of these penalties only, those who, unless otherwise provided by law, present themselves in places accessible to the public the masked or concealed face in whole or in part, in such a way that they are not identifiable.
However, are not covered by paragraph 1
er, those who circulate in places accessible to the public the masked or concealed face in whole or in part in such a way that they are not indentifiable, by virtue of working regulations or a police order on the occasion of festive events. »
Art. 3. In section 119bis of the New Municipal Law, inserted by the law of 13 May 1999 and amended by the laws of 7 May 2004, 17 June 2004, 20 July 2005, 15 May 2006, 25 January 2007 and 15 May 2007, the following amendments are made:
1. in § 2, paragraph 3, the words " or 563, 2° and 3°" are replaced by the words "563, 2° and 3°, and 563bis";
2. in § 7, 1°, the words " or 563, 2° and 3°" are replaced by the words "563, 2° and 3°, and 563bis";
3. in § 8, paragraph 2, the words "and 563, 2° and 3°" are replaced by the words "563, 2° and 3°, and 563bis".
Promulgation of this law, let us order that it be clothed with the seal of the State and published by the Belgian Monitor.
