The Chambers have adopted and we endorse the following: Article 1. This Act regulates a matter referred to in article 77 of the Constitution.
S.
2. in article 24 of the Special Act of 8 August 1980 institutional reforms, replaced by the Special Act of 16 July 1993, as amended by special laws of July 13, 2001 and March 27, 2006, the following changes are made: 1 ° in the § 1, paragraph 2, the first sentence is supplemented by the words ', and establish complementary rules of composition. ''

2 ° in the § 2, paragraph 2 is supplemented by the words 'and establish complementary rules of composition.';
3 ° in § 3, paragraph 2, the first sentence is supplemented by the words ', and set additional rules of composition. ''
S. 3. in article 26 of the same Act, replaced by the Special Act of 16 July 1993 and amended by the Special Act of March 27, 2006, the following changes are made: 1 ° it is inserted a § 2A, as follows: "§ 2A.» The Walloon Parliament and the Flemish Parliament can create by Decree, each so far, one electoral district on the whole of the territory of their region from which a part of the members of their respective parliaments are elected. If they make use of this possibility, the Walloon Parliament and the Flemish Parliament define by Decree, each for what concerns the number of seats that account this regional constituency. »;
2 ° § 3, paragraph 1, is supplemented by the words ', reduced, where appropriate, of the number of seats in Exchange to the § 2A.»
S. 4 in article 28 of the same Act, replaced by the Special Act of 16 July 1993 and amended by the special laws of the March 2, 2004 and March 27 2006, a paragraph worded as follows, shall be inserted between paragraph 6 and paragraph 7: 'the Walloon Parliament and the Flemish Parliament may, each for what concerns, change, Supplement, replace or repeal by Decree the preceding subparagraphs.'.
S. 5 A section 29octies of the Act, inserted by the Special Act of 16 July 1993 and replaced by the Special Act of March 2, 2004, a paragraph worded as follows is inserted between paragraph 2 and paragraph 3: «the Walloon Parliament and the Flemish Parliament may, each for what concerns, modify, Supplement, replace or repeal by Decree paragraph 2.».
S. 6 section 29nonies of the Act, inserted by the Special Act of 16 July 1993 and amended by the Special Act of March 2, 2004, paragraph 4 is replaced by the following: ' the Walloon Parliament and the Flemish Parliament can, each for what concerns, edit, Supplement, replace or repeal by Decree paragraphs 1 to 3. ''
Promulgate this Act, order that it self under the seal of the State and published by le Moniteur.
