The Chambers adopted and We sanction the following:
Article 1
er. This Act regulates a matter referred to in Article 78 of the Constitution.
Art. 2. Article 1
er§ 1
er, of the Act of 7 July 1970 on the General Structure of Higher Education, as amended by the Act of 15 July 1985, is replaced as follows:
« § 1
er. Teaching is subdivided into levels, as follows:
(a) maternal education;
(b) Primary education, which can be achieved at level 1 of the European certification framework, as referred to in the recommendation of the European Parliament and the Council of 23 April 2008 establishing the European framework for certifications for education and training throughout life;
(c) secondary education, which may be achieved at levels 2, 3 and 4 or 5 of the European certification framework, as referred to in the above-mentioned recommendation;
(d) higher education, which can be achieved at levels 5, 6, 7 and 8 of the European certification framework, as referred to in the above-mentioned recommendation. »
Art. 3. Section 2, paragraphs 3 to 5, of the Act, as amended by the Act of 15 July 1985, is repealed.
Art. 4. In the co-ordinated Acts of 31 December 1949 on the collation of academic grades and the curriculum of university examinations, are repealed:

6. Article 19, paragraph 2, second sentence;
7. Article 20, paragraph 5, last amended by the Royal Decree of 19 June 1963;
8. Article 22, paragraph 4;
9. Article 22bis, paragraph 4, inserted by the Royal Decree of 1
er August 1969;
10. Article 29, paragraph 3;
11. Article 30, paragraph 2;
12. Article 31, paragraph 2;
13. Article 32, § 1
erparagraphs 2 and 2, paragraph 2;
14. Article 33, paragraph 2.
Art. 5. This Act comes into force on the day of its publication in the Belgian Monitor.
Promulgation of this law, let us order that it be clothed with the seal of the State and published by the Belgian Monitor.
