Our Minister of Budget and our Minister of Finance are responsible for presenting the following bill on our behalf to the House of Representatives:
CHAPTER 1er. - General provisions
Article 1er. This Act regulates a matter referred to in Article 74, 3° of the Constitution.
Art. 2. De Algemene uitgavenbegroting voor het begrotingsjaar 2014 wordt aangepast:
1° wat betreft de kredieten ingeschreven voor de Dotaties, overeenkomstig de desbetreffende bij deze wet gevoegde tabel;
2° wat betreft de kredieten per programma, overeenkomstig de aangepaste totalen van de programma's zoals vermeld in de bij deze wet gevoegde departementale tabellen.
CHAPTER 2. - Special provisions of departments
Section 02. - SPF Chancellery of the Prime Minister
Art. 3. The text of section 2.02.2 of the Act of 19 December 2013 containing the General Estimates for the 2014 fiscal year is supplemented as follows:
"Programme 34/1 - Centre for Belgian Cybersecurity
Grants as part of a collaboration between the Belgian Cybersecurity Centre and national and international organizations for the security of ITC.
Art. 4. The derogation from section 1-01-3, § 3 of the Act of 19 December 2013 containing the General Estimates for the 2014 fiscal year does not apply to the basic allocations of program 34/1.
Section 13. - Inside SPF
Art. 5. § 1. The commitment authority of the Fund 13-15 "Federal European Fund for Asylum and Migration and for Homeland Security - Program 2014-2020" of the 13-71-1 program is 382,000 euros.
Any commitment to be made under this article is subject to the visa of the contract controller.
§ 2. By derogation from Article 62 of the Act of 22 May 2003 on the organization of the budget and accounting of the federal state, Fund 13-15 "Federal European Fund for Asylum and Migration and for Homeland Security - Programmation 2014-2020" of programme 13-71-1, is authorized to present a winding-up debit position whose amount cannot exceed 382,000 euros.
Section 18. - SPF Finance
Art. 6. The King may, by order and within the limits of the basic allowance 61.18.54.42.03, authorize the payment of a maximum amount of EUR 10.000.000 under the SPF Finance share of the participation of Belgium in the 13th replenishment of the African Development Fund (ADF).
Section 21. - Pensions
Art. 7. The text of section 2.21.1 of the Act of 19 December 2013 containing the General Estimates for the 2014 fiscal year is replaced as follows:
The adjusted Public Sector Pension Service budget for 2014, annexed to this Act, is approved.
This budget is for revenues of 14 156 888 000 EUR, of which 14 114 032 000 EUR for legal mission revenue and 42,856,000 EUR for service management revenues. Expenditures totalled EUR 14 156,888 000, of which EUR 14,141,032,000 for statutory missions expenses, and EUR 42,856,000 for the management of the Service.
Section 32. - SPF Economie, P.M.E., Classes Moyennes et Energie
Art. 8. The text of section 2.32.4 of the Act of 19 December 2013 containing the General Estimates for the 2014 fiscal year is supplemented as follows:
PROGRAMME 49/1 - PROTECTION OF THE RIGHT TO CONSOMMATION
one point 4) Subside for Consumer Mediation Service is added.
Section 33. - MOBILITY SPF AND TRANSPORT
Art. 9. The text of section 2.33.3 of the Act of 19 December 2013 containing the General Estimates for the 2014 fiscal year is supplemented as follows:
PROGRAMMA 51/8 - INTERMODALITE
"Subsides related to the promotion of combined transport. is replaced by "Subsides related to the promotion of combined and diffuse transport. »
PROGRAMME 52/6 - Assistance to AERONAUTICAL SECTOR
Subsidies related to aviation aid.
Art. 10. Within the limits of the basic allowance 33.52.20.81.11.01, a recoverable advance may, by royal decree deliberated in the Council of Ministers, be granted to Belgocontrol for the strictly necessary expenses for the continuity of public service.
Section 44. - SPP Social integration, fight against poverty and social economy
Art. 11. § 1. By derogation from Article 52, paragraph 1, 1° of the Act of 22 May 2003 on the organization of the budget and accounting of the federal state and by derogation from Article 1-01-3, §§ 2 and 3, of the Act of 19 December 2013 containing the general budget of the expenditures for the fiscal year 2014, the commitment credits of the basic allowance 44.55.1.1.41.40.01 "Poverty allocation service" may be redisclosed
§ 2. By derogation from Article 52, paragraph 1, 2°, of the Act of 22 May 2003 on the organization of the budget and accounting of the federal State and by derogation from Article 1-01-3, §§ 2 and 3, of the Act of 19 December 2013 containing the general budget of the expenses for the fiscal year 2014, the commitments on the one hand, and the liquidation credits on the other, of the basic allocations of the programme 57tributed with
Art. 12. Section 2.44.8 of the Act of 19 December 2013 containing the General Estimates for the 2014 Budget Year is replaced as follows:
§ 1. Licensing authorities are granted for the following organic funds up to the amounts indicated:
Federal European Social Fund - programming 2007-2013 (programme 56/2): EUR 7,136,000;
European Fund for the Integration of Third Country Members (programme 56/5) : 912 000 EUR;
European Fund for Assistance to the Poor (programme 56/6, activities 1 and 2): 9 930 000 EUR.
Any undertaking to be made under this article is subject to the visa of the contract controller.
§ 2. By derogation from section 62 of the Act of 22 May 2003 on the organization of the federal budget and accounting, the following organic fund is authorized to present a debiting position in liquidation, which cannot exceed the amount mentioned:
European Social Fund - programme 2007-2013 (programme 56/2): EUR 6,360,000.
European Fund for Assistance to the Poor (programme 56/6, activities 1 and 2): EUR 8,500,000.
CHAPTER 3. - Public bodies
Art. 13. The budgets of the public interest agencies of Class A of the 2014 fiscal year are adjusted in accordance with the tables annexed to this Act.
CHAPTER 4. - Final provisions
Art. 14. The appropriations under this Act will be covered by the Treasury's general resources.
Art. 15. This Act comes into force on the day of its publication in the Belgian Monitor.
Promulgate this Act, order that it be clothed with the seal of the State and published by the Belgian Monitor.
