The Chambers have adopted and we endorse the following: Article 1. This Act regulates a matter referred to in article 78 of the Constitution.
S. 2. for the purposes of this Act and its implementation orders, means: 1 ° political party: the association of persons with or not legal personality, who participates in the elections of the House of representatives or the parliaments of Regions and communities laid down by the Constitution and by law, and that, within the limits of the Constitution of the Act, the decree and order, attempts to influence the expression of the popular will in the manner defined in its statutes or its programme;
2 ° platform: all the principles, objectives and proposals of a party policy during a period following the elections;
3 ° list of priorities: the document in which a political party shows what are for him the policy proposals of the electoral programme to be carried out by priority taking into account the maximum number of priorities set in consultation with the federal Office of the Plan;
4 ° encryption: a calculation, short and medium term, the consequences for public finances, for purchasing power and employment of various income groups, for social security as well as the impact on the environment and mobility that could lead to the implementation of the list of priorities. Its terms are specified in consultation between Parliament and the federal Planning Bureau, who come together to this effect twice per year.
S. 3. each political party represented in the House of representatives or in a Region or community Parliament must carry out encryption of its list of priorities.
Each political party which is not represented in the House of representatives or in a Region or community Parliament can carry out encryption of its list of priorities. These parties are required to comply with the obligations laid down in article 5.
S. 4. for encryption of the list of priorities of the political parties, the federal Planning Bureau can appeal to other authorities. The federal Planning Bureau and these bodies are obliged to confidentiality with regard to all information and operations pertaining to this encoding.
S. 5. the list of priorities is transmitted to the federal Planning Bureau no later than 100 days before the election.
No later than 60 days before the elections, the federal Planning Bureau forwards a draft of encryption to political parties.
Political parties have the opportunity to consult with the federal Office of the Plan about the project of encryption and to adapt their proposals.
Political parties must submit their comments regarding the project to the federal Office of the Plan no later than 30 days before the elections.
No later than fifteen days before the election, the federal Planning Bureau publishes the final encryption.
The exchange of data relating to the list of priorities and draft encryption exchanged between the political party and the federal Planning Bureau is confidential and shall not be disclosed to any other political party or any third party.
S. 6 this Act comes into force on May 26, 2014.
Promulgate this Act, order that it be under the seal of the State and published by le Moniteur.
