22 MAI 2014. - An Act respecting the encryption by the Federal Office of the Electoral Programs Plan presented by political parties during the election for the House of Representatives (1)

PHILIPPE, King of the Belgians,
To all, present and to come, Hi.
The Chambers adopted and We sanction the following:
Article 1^er. This Act regulates a matter referred to in Article 78 of the Constitution.
Art. 2. For the purposes of this Act and its enforcement orders, the following means:
1st Political Party: the association of natural persons, whether or not with the legal personality, who participates in the elections of the House of Representatives or parliaments of the Regions and the Communities provided for by the Constitution and by the law, and who, within the limits of the Constitution, the law, the decree and the order, tries to influence the expression of the popular will in the manner defined in its statutes or programme;
2° electoral programme: all the basic principles, objectives and proposals of a political party during a specified period following the elections;
3° list of priorities: the document in which a political party indicates what political proposals of the electoral programme should be achieved by priority taking into account the maximum number of priorities set in consultation with the Federal Office of the Plan;
4° encryption: a calculation, in the short and medium term, of the consequences for public finances, for the purchasing power and employment of the various income groups, for social security as well as the impact on the environment and mobility that could result in the implementation of the list of priorities. Its terms and conditions are set in consultation between Parliament and the Federal Office of the Plan, which meet twice a year.
Art. 3. Each political party represented in the House of Representatives or in a Parliament of Region or Community must encrypt its list of priorities.
Each political party that is not represented in the House of Representatives or in a Parliament of Region or Community may encrypt its list of priorities. These parties are required to comply with Article 5.
Art. 4. To encrypt the list of priorities of political parties, the Federal Office of the Plan can appeal to other bodies. The Federal Office of the Plan and these bodies are kept confidential with respect to all information and operations related to the encryption.
Art. 5. The list of priorities is forwarded to the Federal Office of the Plan no later than a hundred days before the elections.
Sixty days before the elections, the Federal Office of the Plan forwards a draft encryption to political parties.
Political parties have the opportunity to consult with the Federal Office of the Plan on the encryption project and to adapt their proposals.
Political parties must submit their comments on this project to the Federal Office of the Plan no later than 30 days before the elections.
No later than fifteen days before the elections, the Federal Office of the Plan publishes the final encryption.
The exchange of data on the list of priorities and the encryption project exchanged between the political party and the Federal Office of the Plan is confidential and cannot be communicated to any other political party or any third party.
Art. 6. This Act comes into force on May 26, 2014.
Promulgate this law, order that it be clothed with the seal of the State and published by the Belgian Monitor.
