The House of Representatives adopted and sanctioned the following:
Article 1er. This Act regulates a matter referred to in Article 74 of the Constitution.
Art. 2. Amendments to Articles 25 and 26 of the Convention on the Protection and Use of Transboundary Watercourses and International Lakes, adopted in Madrid on 28 November 2003, will come out their full and full effect.
Promulgate this Act, order that it be put on the State Seal and published by the Belgian Monitor.

Amendments to Articles 25 and 26 of the Convention on the Protection and Use of Cross-Border Watercourses and International Lakes
The Meeting of the Parties,
Expressing the firm conviction that cooperation between the riparian states of transboundary watercourses and international lakes contributes to peace and security as well as to sustainable water management, and that it is in the interests of everyone;
Desiring to promote cooperation in watersheds around the world and to share its experience with other regions of the world;
Wishing therefore to allow States that do not belong to the UNECE region to become Parties to the Convention, as already provided for in other ECE environmental conventions (i.e., the Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters, and the Convention on the Assessment of Environmental Impact in a Context)
1. Adopts the following amendments to the Convention:
(a) In article 25, after paragraph 2, insert a new paragraph reading:
"3. Any other State not referred to in paragraph 2, which is a Member of the United Nations, may accede to the Convention with the agreement of the Meeting of the Parties. In its instrument of accession, the said State states that it had obtained the agreement of the Meeting of the Parties to accede to the Convention, and specifies the date on which it had received notifi cation of that agreement. The Meeting of the Parties shall not consider any requests from Members of the United Nations that seek its agreement to accede to the Convention before this paragraph comes into force with respect to all States and organizations that were Parties to the Convention as of 28 November 2003.
and renumber the following paragraphs accordingly;
(b) In paragraph 3 of Article 26, after "seen to Article 23" insert "or paragraph 3 of Article 25";
2. Invites Parties to the Convention to deposit promptly their instruments of acceptance of the amendment;
3. Urges any State or organization that has ratified, accepted or approved the Convention to Ratifi er, accept or approve the above amendment simultaneously;
4. Encourages States that do not belong to the ECE region, in particular the neighbouring States of the region, to accede to the Convention and, to that end, to seek the agreement of the Meeting of the Parties;
5. Invites interested States members of the United Nations to participate in its meetings as observers and to participate in the activities undertaken within the framework of the programme of work carried out under the Convention;
6. Invites the neighbouring States of the UNECE region that have not yet done so to conclude technical cooperation agreements and bilateral or multilateral agreements with the UNECE member riparian States in a timely manner, in accordance with the provisions of Part II of the Convention.
