6 DECEMBER 2015. - An Act to amend various laws with respect to the name "National Security Council" (1)



PHILIPPE, King of the Belgians,
To all, present and to come, Hi.
The House of Representatives adopted and sanctioned the following:
Article 1er. This Act regulates a matter referred to in Article 74 of the Constitution.
Art. 2. In article 3, paragraph 1er, of the Organic Law of 18 July 1991 on the Control of Police and Intelligence Services and of the Coordinating Body for Threat Analysis, as amended by the Laws of 30 November 1998, 7 December 1998 and 10 July 2006, the 6th is repealed.
Art. 3. In articles 7, § 1er, 3°, and 31, paragraph 1er, 5°, of the same law, inserted by the law of 10 July 2006, the words "the Ministerial Committee" are each time replaced by the words "the National Security Council".
Art. 4. Section 3 of the Organic Law of November 30, 1998 of the Intelligence and Security Services, as amended by the Act of February 4, 2010, is repealed.
Art. 5. In articles 11, § 1er, 1°, § 2, 2°/1, and 18/9, § 1er, 2°, of the same law, as amended by the law of 4 February 2010, the words "Departmental Intelligence and Security Committee" are replaced by the words "National Security Council".
Art. 6. In articles 4, 7, 1 and 2°, 10, § 1er, 11, § 1er, 1° and 4°, and 18 of the same law, as amended by the law of 4 February 2010, the words "Departmental Committee" are replaced by the words "National Security Council".
Art. 7. In Article 20, § 3, of the same Law, the words "Ministerial Committee" are replaced by the words "National Security Council".
Art. 8. In articles 15bis, 18, 22septies and 28 of the Law of 11 December 1998 on classification and authorizations, certificates and security notices, the words "Departmental Intelligence and Security Committee" are each replaced by the words "National Security Council".
Art. 9. In Article 19, § 1er, from the law of 17 March 2004 organizing relations between the public authorities and the trade union organizations of the personnel of the external services of the State Security, the words "Ministerial Intelligence and Security Committee" are replaced by the words "National Security Council".
Art. 10. In article 2, paragraph 1er, of the Act of 10 July 2006 on the analysis of the threat, the 3rd is repealed.
Art. 11. In articles 2, paragraph 1er, 2°, g), 3, 4, 8, 3°, 10, § 1er, a) and §§ 4 and 5 of the same law, the words "Departmental Committee" are replaced by the words "National Security Council".
Art. 12. In articles 3 and 5 of the Royal Decree of 28 December 2006 on specific restrictive measures against certain persons and entities in the context of the fight against the financing of terrorism, confirmed by the law of 25 April 2007, the words "Departmental Intelligence and Security Committee" and the words "Departmental Committee" are replaced by the words "National Security Council".
Art. 13. This Act is effective January 28, 2015.
Promulgation of this law, let us order that it be clothed with the seal of the State and published by the Belgian Monitor.
