18 DECEMBER 2015. - Act containing the second adjustment of the general budget of expenditures for the fiscal year 2015 (1)

The House of Representatives adopted and sanctioned the following:
CHAPTER 1^er. - General provisions
Article 1^er. This Act regulates a matter referred to in Article 74 of the Constitution.
Art. 2. The General Estimates for the 2015 fiscal year are adjusted for program appropriations in accordance with the totals of adjusted programs in the departmental tables annexed to this Act.
CHAPTER 2. - Special provisions of departments
Section 13. - Inside SPF
Art. 3. The text of section 2.13.2 of the Act of 19 December 2014 containing the General Estimates for the 2015 fiscal year is supplemented as follows:

LOCALE INTEGRAL SECURITY
"3° Subsides for investments in the security and physical protection of buildings in favor of the Fondation du Judaïsme de Belgique"
Art. 4. As a transitional measure, prior to the transfer of the means necessary for the execution of the exception provision of the special law relating to the Sixth State Reform concerning the APS-Activa (prevention and security agents), and pending the management by the Inland SPF of the financing of the municipalities in the context of the maintenance in operation of these agents, a refund of the expenses made by the NEB in order to ensure the continuity of the activations
Section 18. - SPF Finance
Art. 5. The text of section 2.18.3 of the Act of 19 December 2014 containing the General Estimates for the 2015 fiscal year is supplemented as follows:
§ 3 By derogation from article 1-01-03, § 2 of this Act, the credits of the basic allowance 70.01.11.00.03 - permanent and intern statutory staff may be redistributed to the basic allowance 70.01.11.00.11 - final statutory staff and intern for mortgage preservatives.
Section 32. - SPF Economy, SMEs, Average Classes and Energy
Art. 6. The text of section 2.32.4 of the Act of 19 December 2014 containing the General Estimates for the 2015 fiscal year is supplemented as follows:

SUBVENTIONS A DES ORGANISMES EXTERNES
Grant to representative patient associations.
CHAPTER 3. - Separate Management State Services
Art. 7. The budget for the 2015 fiscal year of the Separate Management State Service "Federal Knowledge Centre for Civil Security" is adjusted in accordance with the table attached to this Act.
CHAPTER 4. - Final provisions
Art. 8. The appropriations under this Act will be covered by the Treasury's general resources.
Art. 9. This Act comes into force on the day of its publication in the Belgian Monitor.
Promulgate this law, order that it be clothed with the seal of the State and published by the Belgian Monitor.
