288. Regulation of the Federal Minister of Education, Science and Culture on the evidence of the students (University Study Evidenceregulation 2004-UniStEV 2004)

1. § § 3 (6), 5 (3) and 7 (2) and (4) of the Education Documentation Act, BGBl. No 12/2002, as last amended by the Federal Law of the Federal Republic of Germany (BGBl). I No 169/2002;

2. § § 16 (6), 60 (5), 69 (2) and 91 (4) of the University Act 2002, BGBl. I n ° 120, as last amended by the knowledge BGBl. I No 21/2004;

3. § § 4 and 5 (1) of the Federal Act on the University of Continuing Education Krems (DUK-Law 2004), BGBl. I No 22/2004;

4. of § 18 (2) of the Law on the Law of the Study of Law, BGBl. No 292/1985, as last amended by the Federal Law BGBl. I No 136/2001,

Is prescribed:

Scope

§ 1. This Regulation applies to studies conducted at universities according to § 6 of the University Act 2002 as well as to the University of Continuing Education Krems according to § 1 of the DUK Act 2004.

Matriculation number and social security number

§ 2. (1) On the occasion of the first admission to study, the university has a seven-digit matriculation number in accordance with the Appendix 1 , provided that the student does not already have a matriculation number to be used.

(2) All applications, certificates, confirmations and other charges relating to the student or students are to be provided with the matriculation number.

(3) On the occasion of the first admission to study, the applicant has to announce its social security number or its social security number. The university has to check the social security number for validity prior to storage in the evidence of the students according to the method announced by the Austrian Main Association of Social Insurance Institutions.

(4) Where a candidate or an applicant to which a new matriculation number is to be awarded in accordance with paragraph 1 on the occasion of admission, makes it credible that no social security number has yet been assigned to him or her, the University of Bundesanstalt Statistik Austria on the intended route names, date of birth and address of the student at the place of origin to be announced. The replacement marking must then be carried out in accordance with the result of the search for the German Federal Statistical Office Statistics Austria's replacement identification database.

(5) The replacement marking shall be maintained until the date of notification of the social security number by the student. This is also valid for other educational institutions visited by the student or student concerned.

Jointly established studies, university-wide teacher training studies

§ 3. (1) In the case of jointly established studies (§ 54 (9) of the University Act 2002), admission must only be granted at a university by the choice of the student. At a university of the arts (§ 6 Z 16 to 21 of the University Act 2002), the admission to the University of the Arts has to be accepted.

(2) The leaving university has

1.

to carry out the authorisation procedure and the continuation reports;

2.

to issue the confirmations, certificates and certificates in question, and the final certificates, and

3.

to award the academic degree as well as to issue the appendix to the diploma.

The other university involved in carrying out the studies has to participate to the necessary extent.

(3) With the admission, the student will also become a member or a member of the other university involved in the implementation of the studies.

(4) In the course of a teacher training course, both of which are taught at different universities, each of the participating universities has to admit to the teaching subject offered by the university and, in addition, with the other university, to work together to ensure that a teacher training course is granted in order to be admitted.

(5) The academic degree is to be awarded by the university of the teaching subject after completion of both teaching subjects and the pedagogical and didactic training (§ 54 paragraph 6 of the University Act 2002), from which the thesis has been written.

Progress report and study contribution

§ 4. (1) The correct deposit of the tuition fee and the student contribution, including any special contributions, shall be effected at that university on whose study contribution account has been paid, the notification of the continuation for each course of study the student or students concerned, unless the continuation notification is not legally permitted. Excluded are university courses and preparatory courses.

(2) The continuation notification at another university has to be made separately by the student, provided that it does not refer to a course of study in accordance with § 3 (1) to (3).

(3) A continuation report based on § 59 (1) (3) or § 63 (9) of the University Act 2002 or for the purpose of completing the "free elective subjects" provided for in the curriculum (co-occupancy) shall be subject to proof of the notification already made. the continuation of the studies in the relevant semester at the university of admission. It is already allowed in the semester of admission.

(4) In any case, the continuation notification for a university course or a preparatory course must be made separately. In the case of a continuation notification for a university course, the deposit of the course fee must be proven.

Encoding for the purposes of automation-supported data processing

§ 5. (1) In any case, universities have to encode for the purposes of automation-assisted data processing:

1.

the universities in alphabetical order;

2.

the States are in alphabetical order of one to three digits;

3.

the studies and, where provided for, the type of studies, three-digit numerical;

4.

the school form of the general university entrance qualification in double-digit numbers;

5.

The contribution status according to § § 91 and 92 of the University Act 2002 alphabetically alphabetically;

6.

The international mobility programmes are numerically numbered, with numbers 001 to 199 reserved for the EU and the state programmes.

(2) The codes indicated by the Federal Minister or by the Federal Minister by electronic means shall be used for the coding in accordance with paragraph 1.

(3) Coded information is to be issued to the students only in connection with the associated texts, at most in abbreviated form.

(4) The studies shall be identified by means of the university letter of the adamant university and the study measures as follows:

1.

Diploma studies are to be described by specifying the envisaged measure, which should be replaced by the measure of the degree of study in the presence of study branches in accordance with the choice of the student; by means of the second and if necessary third measure

a)

In the course of teacher training, the two subjects are to be designated; if the second subject is completed at another university, the letter must be attached;

b)

In the studies of Romance Studies, Slavic Studies and Translation and Interpreting, the chosen foreign languages are to be designated;

c)

in instrumental studies, is the instrument chosen;

d)

In the studies Instrumental (Gesangs) pedagogics and jazz, if necessary, the chosen instrument (the song) is to be called.

2.

The other studies shall be indicated by indicating the measure provided for. The second and, if necessary, third number shall be indicated

a)

in the case of bakkalaureate and Magister studies, individual studies and university courses and preparatory courses, their professional orientation (designation),

b)

in the case of doctoral studies of that diploma (study direction, study course, teaching subject), to which (s) the envisaged dissertation topic is most closely associated. If the admission to the doctoral studies was due to the completion of a university of applied sciences degree course, the measure provided for this is to be stated as the third.

Diploma supplement, total notes for international comparison

§ 6. (1) On the occasion of the award of an academic degree, the graduate is to issue an appendix to the diploma ("Diploma Supplement") in accordance with Appendix 2 in German and English, in addition to the award of the diploma. The additional exhibition in a further language is permitted.

(2) In accordance with the relevant statutory regulations for international comparison, a confirmation of the overall grade of the diploma course is to be issued at the request of the graduate or graduate of a diploma course. The overall grade in accordance with Z 13 of the exchange of notes between the Government of the Republic of Austria and the Italian Republic on the mutual recognition of academic degrees and title including annex, BGBl. III, No 45/2001, should be established by:

1.

the grades of all the examination subjects prescribed for the diploma course and the grade of the diploma thesis are added and

2.

the value calculated in accordance with Z 1 is divided by the number of examination subjects, multiplied by the number 1;

3.

the result of the division shall be rounded to two commades, where it shall be rounded up if the thousandth digit is at least 5.

Data network of universities

§ 7. (1) The Bundesrechenzentrum GmbH has, in accordance with § 2 paragraph 3 Z 3 of the Federal Act on the Bundesrechenzentrum GmbH, BGBl. No. 757/1996, a data network of the universities (information composite system according to § 50 of the Data Protection Act 2000, BGBl. I No 165/1999). The data composite serves the following tasks:

1.

Securing the collection of the tuition fees;

2.

Ensuring the proper allocation of matriculation numbers;

3.

avoiding the simultaneous admission of one or more students to more than one university for the same degree;

4.

Transmission of the admission information and the continuation messages of the admissions university of jointly established studies (§ 3 para. 1 to 3) to the respective other university.

(2) The data processing in the data network of the universities is § § 12 to 17, 18 (1) and (2) and 19 of the Education Documentation Ordinance, BGBl. II No 499/2003, with the proviso that the tasks of the contracting authority shall be carried out by the Bundesrechenzentrum GmbH. The universities have to use the data network exclusively for the tasks referred to in paragraph 1.

(3) Each university has to submit the data of the students for the next semester of contributions according to Appendix 3 to the data network once per semester within one month from the end of the grace period. The data of students who have been newly admitted or whose personal or study data have been changed are to be transmitted to the data network on a daily basis, provided that the transmission does not take place via an integrated interface in the online operation. For this purpose, students or students of the personnel data record are to be transmitted together with the study record (s).

(4) Requestions and error notices of the joint operator shall be processed without delay by the university or universities concerned, but at the latest within three working days.

(5) Each university has to ensure that, apart from the cases of § 61 (5) of the University Act 2002, at the latest three weeks after the end of the grace period of a semester, the data in the network are complete and the current semester . In particular, the omission of authorisations should be noted by omission of the continuation notice.

(6) The data transfer formats agreed by the Bundesrechenzentrum GmbH with the universities are to be used in the data traffic between the University and the Bundesrechenzentrum GmbH.

Overall student population

§ 8. (1) The Bundesrechenzentrum GmbH (Bundesrechenzentrum GmbH) has continuously submitted the following data from the data network of the universities to the overall incidence of the students of the Federal Minister or of the Federal Minister:

1.

the social security number or the replacement marking, which is coded as a BEKZ (picture-to-picture) measure (BEKZ);

2.

Matriculation number;

3.

date of birth;

4.

Gender;

5.

Nationality;

6.

State, postal code and place of address at the place of origin;

7.

School form and date of general university entrance qualification;

8.

Marking, beginning date and date of completion of studies;

9.

continuation and admission status;

10.

Contribution status and participation in international mobility programmes (§ § 91 and 92 of the University Act 2002);

11.

Identification of the person and study count.

(2) Each university has, on 30 April and 30 November of each year, the following completely positively received tests by Bundesrechenzentrum GmbH in accordance with the provisions of Annex 4 to the Federal Minister of the Federal Republic of Germany or the Federal Republic of Germany. Examination, which concludes a section of study or the ordinary course of studies;

Examination, which concludes a study section of a teaching subject or a teaching subject of the teacher training course;

3.

examination, which concludes a university course or preparatory course;

4.

Study authorization examination in accordance with the Law on Tuition Fees; in addition, the applications for admission to the study authorization examination must be reported. The Bundesrechenzentrum GmbH has to encrypt the social security number (BEKZ according to § 5 (2) of the Education Documentation Act).

(3) On the occasion of the notification in accordance with paragraph 2, the Federal Minister or the Federal Minister is a census of the graduates, which has been prepared by the responsible member of the Rectorate and prepared from the submitted data collection. Statistical evaluations

§ 9. (1) In the case of the provision of statistical evaluations for the Federal Minister or the Federal Minister, the universities shall proceed in accordance with the following paragraphs.

(2) Students, studies and degrees are to be counted on the basis of the criteria defined in Annex 5.

(3) The study duration of a course of study is to be determined according to the following rules:

1.

The duration of the study includes all semesters reported for the continuation of the semester, plus the days from the end of the last complete semester up to the date of the examination (study performance) that is relevant for the degree.

2.

All study-related semesters from the initial admission to the relevant course of study up to the degree of study are to be included, regardless of the possible change of the study plan version to be applied and without regard to the configuration, in which the study or its branches can be found.

3.

The investigation shall be carried out in the case of studies referred to in Article 5 (4) with more than one measure.

a)

in the studies of Romance Studies or Slavic Studies for the chosen language,

b)

in instrumental studies, in instrumental (vocal) pedagogy and in jazz for the chosen instrument or the song,

c)

in teacher training for the subject,

d)

in Bakkalaureats-and Magister studies as well as university courses with reference to the professional orientation (§ 5 paragraph 4 Z 2 lit. (a)

e)

doctoral studies and individual studies (study irregular) without regard to the technical specification.

4.

Any continued (incribated) semester is to be counted only once in order to determine the duration of the study, even if it occurs in several simultaneously existing study configurations.

5.

The study duration is to be measured in days. Each full semester is to be set at 182.5 days. As of the end of the winter semester, the 28th of February is to be accepted as the end of the summer semester of September 30.

6.

If the duration of the study sections is to be determined, the days between the final examination and the beginning of the next semester (1 March or 1) are also the days between the preceding study section. October).

(4) Average study duration should be determined according to the following rules:

1.

The financial statements of one or more years of study are to be used.

2.

Prior to calculation of the average, it is necessary to distinguish between accounts which are more than 25% lower than the statutory study period. The quantity of the disclosures which have been removed shall be shown.

3.

If fewer than 10 cases are available for the average calculation, further closing years are to be included; on request, also in case of larger case numbers, sliding averages over several years must be formed.

4.

As a rule, the average duration of all included degrees is to be accurately represented as a median in semesters to one decimal place. If other percentile values or the arithmetic mean are used, this is to be shown.

(5) The success rate of domestic students of a university is to be determined by the fact that the number of domestic graduates and graduates of a study year multiplied by 100 (amount of PA with the number of students) is multiplied by a number of The number of ordinary ordinary students (quantity PE) of the reference study year shall be divided by the number of first-time ordinary students in accordance with Annex 5. The reference study year shall be the one immediately preceding a time distance, the length of which shall be the rounded median value of the average duration of the study of the graduates of the respective graduate and graduate cohort determined in accordance with paragraph 4. , and on which the final year of study is plotted as last year. The median value is to be rounded to the nearest whole semester number. Par. 4 Z 3 shall apply.

(6) Each university has to submit anonymized data on the examination activity in regular studies in the previous year of study in accordance with Annex 6 to the Federal Minister or the Federal Minister on 30 November each year.

In-force pedals

§ 10. Section 6 (1) shall enter into force on 1 July 2005, and the other provisions shall enter into force with the entry into force of this Regulation.

Out-of-Force Trees

§ 11. The University Study Evidenceordinance 1997, BGBl. II No 245/1997, as last amended by the BGBl Regulation. II No 315/2002, the Regulation repeals the entry into force of this Regulation.

Transitional provisions

§ 12. (1) Each university has to determine the social security numbers not yet known, which were admitted prior to the winter semester 2002, until 30 November 2004, under the appropriate application of § 2 (3) to (5). In any case, the investigation has to be carried out with these students on the occasion of a degree program.

(2) On combination-based studies which are carried out in accordance with § 80 (2) of the University Study Law, Federal Law Gazette (BGBl). I n ° 48/1997, as last amended by the Federal Law BGBl. I n ° 121/2002, § 5 (4) (1) (1) (lit). a and § 8 para. 2 Z 2 shall apply mutatily.

(3) To 30. By way of derogation from Section 7 (3), the transmission of personal data records without the corresponding study records is permissible.

(4) By the end of 30 June 2005, the Annex to the diploma ("Diploma Supplement") shall be issued on request in accordance with Annex 2 on the occasion of the award of an academic degree to the graduate or the graduate. The Rector may stipulate that the exhibition will take place at the respective university from its own point of view.
