402. Federal Ministry of Economics and Labour Ordinance on Basic Education in the Federal Office of Eich-und Vermessungswesen (Federal Office of Eich-und Vermessungswesen) (BEV-Basic Training Regulation)

On the basis of Section 26 of the Civil Service Act 1979-BDG 1979, BGBl. No. 333/1979, as last amended by the Federal Law Gazette (BGBl). I n ° 130/2003, shall be arranged:

Scope

§ 1. (1) This Regulation lays down the basic training for all staff members of the Federal Office of Eich-und Vermessungswesen (Federal Office for Eich-und Vermessungswesen), which is based on the Act of the Order of Merit 1948-VBG, BGBl. No. 86/1948, as last amended by the Federal Law BGBl. I n ° 130/2003, or contractual agreements are required to complete a basic training or for which, according to the BDG 1979, the successful completion of a basic training is provided for as an appointment or a definition of a definitive position.

(2) Person-related expressions shall apply in the same way to women and men. The gender-specific form is to be used in the application to certain persons.

Objectives of basic training

§ 2. (1) The Federal Office of Eich-und Vermessungswesen (Federal Office of Eich-und Vermessungswesen) is committed to a future-oriented, individually coordinated training of its employees according to the latest findings.

(2) Primary objectives of basic training are:

teaching of the knowledge required to achieve high-quality performance of tasks in the workplace;

2.

to familiarizing the staff with the special features of the service in the Federal Office of Eich-und Vermessungswesen, to support their flexible use and to

3.

Knowledge of the functioning of the Austrian state institutions and of the European Union.

Training Director

§ 3. The training manager is the one who is responsible for the training after the division of the Federal Office of Eich-und Vermessungswesen (Federal Office for Eich and surveying).

Forms of training

§ 4. (1) Basic training has a modular structure.

(2) In basic training, various forms of teaching and learning are used (seminar, training, project work, internship, e-learning, practical use in the workplace in combination with individual lessons).

(3) The basic training also includes an independent examination of the staff member to be trained with the learning content in the form of self-study.

Construction of basic training

§ 5. The basic training shall be composed of staff of all groups of uses from the following training sections:

2.

Training courses,

3.

Theoretical foundations.

Training Plan

§ 6. (1) An individual training plan for basic training shall be drawn up for each trainee by the training manager, with the assistance of the respective service manager and the trainee.

(2) For the basic training in accordance with § 5, the training plan must be accompanied by the training courses and the individual modules of the theoretical foundations. Their duration and the sequence of their graduation must be determined. The right of participation of the Staff Committee within the scope of the allocation to the individual stations of the training course remains within the meaning of Section 9 of the Federal Personnel Representation Act-PVG, BGBl. No. 133/1967, as last amended by the Federal Law BGBl. I No 76/2004.

(3) The training plan shall be designed in such a way as to ensure that the basic training is completed within two years after the date of service.

(4) With the knowledge of the training plan, the staff member is considered to be assigned to the basic training.

(5) In the training plan, it is necessary to determine whether the completion of an examination can be waived after individual modules have been completed.

(6) The training plan also has to determine whether the completion of individual training contents of the theoretical foundations has to be carried out within the framework of the Federal Chancellery's educational programme, including the individual examinations provided for in it.

(7) For all phases of basic training, detailed education plans must be drawn up by the training departments.

(8) The basic training shall be evaluated. For this purpose each training section and each module is to be assessed by the trainee. The results shall be transmitted to the training manager.

Basic training

§ 7. The basic training begins with the service step and includes the teaching of the knowledge that is immediately necessary for the service. The basic training has to precede the theoretical foundations and the training course and is carried out by the use in the organizational unit in which the staff workplace of the staff member is located. The basic training is to be completed within six months of the date of service.

§ 8. (1) The training course shall focus on basic training for staff of the use or Pay groups A1 and v1. These are within the framework of an individual training programme, which is part of the respective training plan, in accordance with their abilities and inclinations, as well as the needs of their use of other organisational units of the Federal Office for To allocate a survey or a comparable training institution to training. The time period of this allocation is usually 34 weeks, but at least 17 weeks.

(2) The training course for staff of the use or Pay groups A2, v2 and A3, v3 will be individually tailored to the respective workplace and will take at least eight weeks for staff in A2, v2 and at least four weeks for staff in A3, v3.

Mentoring

§ 9. For the duration of the basic training, the training manager shall provide each staff member with a mentor responsible for the monitoring, support and practical assistance of the staff.

Theoretical foundations

§ 10. (1) The theoretical foundations of basic training serve to acquire in-depth knowledge of skills and knowledge required for the service.

(2) If a staff member has completed less than two-thirds of the number of hours required in an examination subject, the head of training may assign the staff member to an after-training course.

(3) In the examination plan, training modules must be defined as theoretical training, at least within the limits of the number of hours, subject to the specific minimum number of hours according to § 11.

(4) In each of the following categories of staff, uniform theoretical training content shall be defined:

Staff of the use or Pay groups A2 and v2,

3.

Staff of the use or Pay groups A3 and v3.

Contents of the theoretical foundations

§ 11 . (1) Staff of the use or Pay groups A1 and v1 have to complete a theoretical training of at least 190 hours. This includes the following modules:

(2) Staff of the use or The A2 and v2 pay groups have to complete a theoretical training of at least 165 hours. This includes the following modules:

(3) Staff of the use or Pay groups A3 and v3 have to complete a theoretical training of at least 118 hours. This includes the following modules:

Service Review Commission

§ 12. (1) In the Federal Office of Eich-und Vermessungswesen (Federal Office of Eich-und Vermessungswesen), a service examination committee is set up, whose members act as individual examiners in accordance with § 13 para. 2.

(2) The Chairperson and the other members of the Service Examination Committee shall be appointed by the Federal Minister of Economics and Labour for a period of five years.

(3) If necessary, the Service Examination Commission may be supplemented by new members for the remainder of its functional period.

(4) The membership of the Service Examination Commission shall end with the departure from the staff level of the Federal Government. It rests on the day of the initiation of a disciplinary procedure until its final conclusion, during the period of the (provisional) suspension of the service or the service. in an out-of-service position.

(5) The members of the Service Examination Committee shall be self-employed and independent in the performance of this Office.

Examination Rules

§ 13. (1) The knowledge and skills acquired in the basic training shall be demonstrated in a service examination. The service examination consists of partial exams on the content of each training module.

(2) Part-examination of the contents of the theoretical foundations can take place as a written examination or as an oral examination and must be deposited in front of an individual examiner.

(3) The partial exams completed within the framework of the Federal Chancellery's educational programme are equivalent to a partial examination in accordance with paragraph 2, provided that they are filed in those subjects mentioned in § 11 (1) to (3). The successful filing of each part-examination must be submitted to the Examination Committee in the form of a certificate.

(4) The service examination shall then be deemed to be successful if all the partial exams have been passed and the training course has been completed in full.

(5) A certificate shall be issued by the Chairman of the Service Examination Commission on the passing of the service examination. If the success of the examination in a training module is to be assessed as excellent, it must be noted in the examination certificate. The training course referred to in § 8 shall be briefly described.

(6) After the successful completion of the service examination, the basic training is completed.

Settlement Determination

§ 14. For reasons of expediency, it is also possible to use training modules organized by other federal services or institutions outside the federal government. The successful visit of such training modules or Proof of practical professional experience can be credited to basic training in accordance with the principles of § 30 BDG 1979. Statements and the success of the exam are to be recorded in the certificate.
