According to statements by the Dutch Government, the following countries have announced their authorities, or Statements made:
Argentina
The Argentinean Ministry of Foreign Affairs has concluded an agreement with the Federal Council of Tariff (Bundesnotariatsrat), through which the various public notarial authorities in Argentina have been authorized to pardon signatures with apostille. This provision entered into force on 1 December 2003. The Ministry of Foreign Affairs will continue to remain the competent authority for the application of this Convention.
Azerbaijan
Pursuant to Article 6 of the Convention, the President of the Republic of Azerbaijan has, by Decree No. 544 of 10 December 2004, the Ministry of Justice of the Republic of Azerbaijan as the competent authority for documents of courts, public prosecutors, and Judicial authorities, including notarial certified documents and government documents on civil acts and the Ministry of Foreign Affairs of the Republic of Azerbaijan as the competent authority for other documents.

Pursuant to Article 3 (1) of the Convention, the following authorities shall be notified in the Land of Baden-Württemberg as competent:

The Ministry of Justice for public documents issued by the judicial authorities, which are issued by the Higher Regional Court and the Higher Regional Courts; |

The President of a regional court for public documents issued in his district by other ordinary courts and judicial administrative authorities, by other authorities entrusted with the duties of ordinary courts, by notaries and by Documents issued by district notaries and other documents issued in connection with the administration of justice; |

The District Council of Tübingen for public documents issued by ministries, with the exception of the public documents issued by the Ministry of Justice; |

In accordance with point 3 of this declaration, the authority to be notified shall be amended. Until now, the Ministry of the Interior has been the authority responsible for issuing certificates.

A certificate (Apostille) shall be affixed to all public documents issued in Estonia which are used in a State belonging to this Convention. These confirmations (apostilles) are issued in Estonia by the Ministry of Education and Research, the Ministry of Justice, the Ministry of the Interior, the Ministry of Social Affairs and the Ministry of Foreign Affairs, which are the documents that have been certified as follows:
Ministry of the Interior: Confirmations on the absence of spouse; birth, marriage, divorce, death confirmations, confirmations of the State Citizenship and Migration Authority, police confirmations, confirmations and certificates, of Self-government agencies are issued, confirmations from the population register.
Ministry of Justice: Court and notarial documents, notarial copies and translations of documents, certificates from the registration and recumbering area.
Ministry of Education and Research: Diplomas, testimonies, academic evidence and grades.
Ministry of Social Affairs: Pension confirmations, medical confirmations, excerpts from the working register, documents about working hours.
The Ministry of Foreign Affairs will continue to partake in such documents, the State of origin or destination of which is not party to this Convention.
