On the occasion of the deposit of its instrument of ratification, Azerbaijan has made the following statement:
The Republic of Azerbaijan declares that it is not possible for it to guarantee the application of the provisions of the Protocol in the Territories occupied by the Republic of Armenia until those territories are exempt from the occupation (the Map of the occupied territories of the Republic of Azerbaijan is located at).
According to a further communication by the Secretary-General of the Council of Europe, Italy has the reservation made at the time of ratification 1 Withdrawn:
As a result of the entry into force on 10 November 2002 of the Constitutional Law No 1 of 23. In October 2002, paragraphs 1 and 2 of the XIII. Transitional and final determination of the Italian Constitution for members and descendants of the House of Savoy.
Accordingly, since 10 November 2002, the reservation made by Italy, on the occasion of the deposit of the instrument of ratification of Protocol No 4 to the Convention for the Protection of Human Rights and Fundamental Freedoms on 27 May 1987, has lost its purpose and it's ineffective.
