82. Representing the Federal Chancellor with regard to the scope of the Convention on the Privileges and Immunities of the International Criminal Court

On the occasion of the deposit of their instruments of ratification or The following Member States have declared the following reservations, or Statements made:

Bolivia:

The Republic of Bolivia declares that persons pursuant to Articles 15, 16, 18, 19 and 21 of this Convention, who are nationals or persons with permanent residence of the Republic of Bolivia, during their stay on Bolivian territory only privileges and immunities in accordance with Art. 23 lit. a enjoy.

Persons in accordance with Articles 20 and 22, who are either nationals or persons with permanent residence, shall be entitled to Art. 23 lit. b of this Convention.

Romania:

In accordance with Article 23 of the Convention on the Privileges and Immunities of the International Criminal Court, Romania states that persons according to Articles 15, 16, 18, 19 and 21 of Romanian nationals or persons with a permanent residence in Romania, on Romanian territory, enjoy only the privileges and immunities which are the subject of the independent exercise of their duties or their appearance as witnesses before the Court of Justice in accordance with Art. 23 lit. a is required. Persons according to Articles 20 and 22 who are Romanian nationals or persons with permanent residence in Romania shall only enjoy the privileges and immunities on Romanian territory which appear before the Court of Justice for their appearance in accordance with Art. 23 lit. b are required.

According to a further note by the Secretary-General of the United Nations, Latvia made the following statement on 14 November 2005:

In accordance with Article 23 of the Convention, the Republic of Latvia declares that the persons referred to in Article 23 who are nationals or persons with permanent residence of the Republic of Latvia shall have only the privileges and benefits in the territory of the Republic of Latvia; and Enjoy immunities in accordance with Art. 23.
