On the occasion of the deposit of their instrument of accession, the following states have made the following statements:
Georgia:
This Convention shall not apply to documents issued by non-legitimate authorities and officials of the following regions of Georgia: the Autonomous Republic of Abkhazia and the former autonomous territory of South Ossetia.
In accordance with Art. 6 of the said Convention, Georgia has the Ministry of Justice of Georgia, the Ministry of Education and Science of Georgia, the Supreme Court of Georgia, the Ministry of Labour, Health and social affairs of Georgia in order to issue certifications pursuant to Article 3 (1) of the said Convention.

According to a further communication from the Dutch Government, Serbia made the following statement on 9 June 2006:
As a result of the Declaration on the Independence of the State of Montenegro and in accordance with Art. 60 of the Constitutional Treaty of the State Union of Serbia and Montenegro, the Republic of Serbia will become the international legal personality of the State Union of Serbia and Montenegro, which was also confirmed by the National Assembly of the Republic of Serbia at its meeting of 5 June 2006.
Furthermore, in accordance with Article 6 of the Convention on the Liberation of Foreign Public Certificates, the Netherlands has amended its authority as follows for the Netherlands Antilles:
