206. Federal Minister for Education, the Arts and Culture of the Federal Ministry of Education, the Federal Ministry of Education, the Federal Ministry of Education, the Arts and Culture (BMUKK Basic Education Regulation)

On the basis of § § 25 to 31 of the Civil Service Act 1979, BGBl. No. 333, as last amended by the Federal Law BGBl. I No 53/2007, shall be:

Scope

§ 1. (1) This Regulation lays down the basic training for those staff in the department of the Federal Ministry of Education, the Arts and Culture who are in a public service or contractual relationship with the Federal Government and for which, according to Civil Service Act 1979 the successful completion of a basic training as a term of appointment or definition is provided for or which is due to the contract law Act 1948, BGBl. No 86, or contractual arrangements for the completion of basic training.

(2) This Regulation shall not apply to school psychologist and school psychologist.

Objectives of basic training

§ 2. (1) The aim of the basic training is to provide the staff with basic and comprehensive knowledge, as well as technical, methodological and social skills, and their practical application for the area of responsibility envisaged.

(2) The priority objectives of basic training shall be to:

General knowledge and skills necessary for the performance of the tasks of a particular use group or In principle, pay groups are required,

specific knowledge and skills for the workplace which the staff member or staff member has at the beginning of the basic training or aspires to:

Special features of the service in the department of the Federal Ministry of Education, Arts and Culture,

the principles and application possibilities of gender mainstreaming

Training manager or head of training, training officer, representative

§ 3. (1) Training manager or head of training is the person who is responsible for the training of staff in the department of teaching, art and culture in the department of education and training of the staff.

(2) For each service authority of the Federal Ministry of Education, Arts and Culture as well as for the central office, a training officer or a training officer shall be appointed by the training manager or by the training manager. Training Plan

§ 4. (3) The training plan shall be designed in such a way as to enable the completion of basic training within the training phase.

(4) The allocation to basic training shall be carried out by the service authority. The registration of the staff member or staff member shall be carried out without delay and at the latest within two months of the date on which he or she enters the service. In the application, an invoice is to be added to the period of the training phase as well as of individual training subjects (§ 9) with the apportioning of a corresponding justification.

(5) In case of a change of employment, in the case of a service allocation to another area of the department or in case of longer absences from the service (e.g. Karenzurlaub, longer sick stalls), the training officer or the training officer , a corresponding adjustment of the training plan (e.g. postponement of training subjects) must be carried out without delay.

Construction of basic training

§ 5. (1) The basic training shall consist of:

1.

of a first orientation beginning with the entry into service,

2.

a basic theoretical training offered in course form in the Federal Ministry of Education, Arts and Culture, and in addition to the legal training subjects, also offers in the field of e-government, communication and gender mainstreaming, in addition to the use or Pay groups A3, C, v3 and A4, A5, D, v4 also include an introductory module entitled "Learning to learn", and

(2) The basic theoretical training takes place on the basis of the different requirements separately according to the use and pay groups:

1.

For jobs of the use or Remuneration groups A1, A, v1 for right-handed use (in accordance with section 8 (2));

2.

in the case of employment of the use or Remuneration groups A1, A, v1 for other uses;

3.

in the case of employment of the use or Pay groups A2, B, v2;

4.

in the case of employment of the use or Pay groups A3, C, v3 and

5.

in the case of employment of the use or Pay groups A4 and A5, D and v4.

(3) If required, staff members of the use or Remuneration groups A1, A, v1 and A2, B, v2 and staff of the use and/or Pay groups A3, C, v3 and A4, and A5, D and v4 are each jointly taught in one course.

(4) Staff who are seeking a higher level of use and who fulfil all other conditions, other than basic training, for transfer to the higher group of users or remuneration, may, in accordance with the conditions of free capacity, be able to: theoretical training according to § 8. The practical use referred to in paragraph 1 Z 3 may only be carried out in the context of actual use on the higher-order workplace.

(5) Within the framework of the basic theoretical training, practice-oriented specialisation modules can be offered in accordance with the organisational possibilities offered by the training manager or the training manager.

Initial orientation and practical use

§ 6. (1) The first orientation begins with the service step and lasts for a maximum of two months. It shall include the teaching of the knowledge which is directly necessary for the service. The training shall be carried out in particular:

through the training in the ressortspecific EDP applications.

(2) The initial orientation shall be as preceded by the basic theoretical training and the job rotation and shall be carried out by use at the permanent workplace of the staff member or staff member.

Job rotation

§ 7. The staff of the use or Remuneration groups A1, A, v1 and A2, B, v2 shall be at least equal to the organisational possibilities and needs of their use within the framework of an individual training programme, which shall form part of the respective training plan, at least To be allocated one time and at most three times a different organizational unit or another department in the department of the Federal Ministry of Education, Arts and Culture for training purposes. Basic theoretical training

§ 8. (1) The training in the individual subjects may be

(2) Staff of the legal service shall complete the basic theoretical training, including the corresponding examinations within the framework of the German Federal Chancellery's modular basic training programme. Only the training courses "Ressortfach", "e-government", "Gender Mainstreaming" and "Kommunikation" are attended by the Federal Ministry for Education, Arts and Culture. Exceptions or Derogations from this rule may be available if necessary.

(3) The service authorities may also allocate training events to staff members on grounds of economic efficiency, expediency and economy, offered by other federal services or by institutions outside the federal government.

(4) Staff members not belonging to the department of the department may, with regard to their use, visit individual items as gas thinners in accordance with vacant places against cost replacement.

Contents of the theoretical training

Service Review

§ 10. (1) The acquisition of the knowledge and skills taught in the basic theoretical training is to be demonstrated in a service examination, where the subjects "e-government", "gender mainstreaming", "communication" and "learning learning" are not examined.

(2) The service examination consists of partial examinations, which are to be deposited in each case by way of a training subject called in the facility and whose contents form the subject of the partial examination. The partial examinations are conducted as a written examination, as an oral examination or as a practical examination before individual examiners. To store individual examiners. (3) Oral examinations shall be open to the public in the case of federal staff.

(4) The course of the partial examination shall be carried out by the examiner. to draw up a protocol to be submitted by the auditor to the Chairman of the Commission's Commission for the Verification of Credentials and Services. In the audit protocol, the questions and/or to record the tasks assigned and to indicate whether the partial examination is to be qualified as "passed" (B), "passed with distinction" (A) or "not passed" (N).

(5) A partial examination which has not been passed can be repeated twice. The reprobative period shall be at least two months. The second repetition shall be held before an examination senate under the chairmanship of the of the Chairman of the Commission for the Verification of Credentials (§ 13).

(6) In the event of assignment to an educational programme of the Federal Chancellery or of another Federal Ministry, the partial exams completed there shall be equivalent to a partial examination as provided for in paragraph 2, provided that they are in a subject specified in the Appendix have been filed. The successful filing of these partial exams must be proven by a certificate from the Examination Committee.

(7) The service examination shall then be deemed to be successful if all the partial tests have been passed.

Certificate

§ 11. (1) A certificate shall be issued by the Chairman of the Service Examination Committee or the Chairman of the Service Examination Committee. In the certificate, all the partial exams of the service examination must be designated and the respective assessment should be recorded.

(2) A possible calculation of training subjects which have been successfully completed by other federal departments or institutions outside the Federal Republic of Germany according to the principles of § 30 BDG 1979 shall be recorded in the certificate; the success of the examination in In accordance with § 10 (4), these training subjects shall be indicated.

Completion of basic training

§ 12. (1) After the successful completion of the service examination, the basic training is completed.

Service Review Commission

§ 13. (1) In the Federal Ministry of Education, Arts and Culture, a Service Examination Committee is to be set up, whose members act as individual examiners or as members of an examination board.

(2) The Chairperson and the other members of the Service Examination Commission shall be appointed by the Federal Minister for Education, the Arts and Culture for a period of five years.

(3) If necessary, the Service Examination Commission may be supplemented by additional members for the remainder of its functional duration.

(4) The membership of the Service Examination Commission ends with the departure from the staff of the Federal Government or the Federal Republic of Germany. with the final imposition of a disciplinary penalty. It rests on the day of the initiation of a disciplinary procedure until its final conclusion, during the period of the (provisional) suspension of the service or the service. in the case of an out-of-service position or a mapping.

In-force pedals and transitional phase

§ 14. (1) This Regulation shall enter into force on 1 September 2007.
