219. Regulation of the Radio and Telekom Regulatory GmbH, with which the 6. Regulation of the Broadcasting and Telekom Regulatory GmbH, which lays down rules for communication parameters, charges and value-added services (communication parameter, remuneration and value-added services regulation-KEM-V) idF BGBl. II No 389/2006,

On the basis of § § 24 (1) and (2) and 63 of the Federal Act, which enacted a telecommunications law (Telecommunications Act 2003-TKG 2003), BGBl. I n ° 70/2003, as amended by the BGBl version. I n ° 133/2005, shall be arranged:

The 6. Regulation of the Broadcasting and Telekom Regulatory GmbH, which lays down provisions for communication parameters, charges and value-added services (communication parameter, fee and value-added services regulation-KEM-V), made known by edition for the view of the radio and Telekom Regulierungs-GmbH in the version BGBl. II No 389/2006, shall be amended as follows:

1. In the table of contents according to § 24 the heading "Public short-call numbers for harmonised services of social value-116" as well as the phrases " § 24a. Purpose " , " § 24b. Number Structure " , " § 24c. Definition of public short-call numbers for social value services " , " § 24d. Scope of service " , " § 24e. Allocation requirements " , " § 24f. Number allocation " , " § 24g. Rules of conduct " , " § 24h. Accounting Schema " , " § 24i. Pay provisions " inserted.

2. According to § 24, the following § § 24a to 24i are inserted in each case together with the heading:

" Public telephone numbers for harmonized social value services-116

Purpose

§ 24a. A public short-call number for harmonised services of social value shall be used to address these services in accordance with the requirements of the European Union.

Number structure

§ 24b. A public short call number for harmonised services of social value consists of the three-digit access code number 116 and a three-digit operator code number. Sequence numbers behind the operator identification number are not allowed.

Definition of public short-call numbers for services with social value

§ 24c. Public short-call numbers for harmonised services with a social value are:

1.

116 000 hotline for missing children.

Scope of service

§ 24d. The number 116 000 serves

1.

the reporting of missing children,

2.

the forwarding of messages to the police,

3.

the assistance and support for the persons responsible for missing children,

4.

to support the search for missing children.

Allocation requirements

§ 24e. The number 116 000 is entitled to apply for service providers, which fulfil the following requirements:

1.

At least three years of experience in the professional telephone service of children and young people in problem situations,

2.

Membership in at least one international organisation or association for the protection of children and young people and

3.

Proof of a corresponding amount of capital, so that provision of the service in the form envisaged by the applicant is in any case secured for the next three years.

Number allocation

§ 24f. The number 116 000 shall be allocated in accordance with the following rules:

After receipt of an application for allocation of the 116 000 telephone number, RTR-GmbH shall inform on its website the fact that an application is available and, from publication for a period of one month, shall give interested parties the opportunity to: also to submit applications for the allocation of this telephone number. All applications submitted during this period shall be deemed to have been submitted at the same time.

2.

If several applicants who meet the legal requirements according to § 24e apply for an assignment, the lot will decide.

Codes of conduct

§ 24g. The Grant Holder of the phone number 116 000

1.

to ensure the availability of the service from all public communications networks, together with communications network operators and communications service operators,

2.

carry out the corresponding public short-call number in the entire Federal territory,

3.

to ensure the holding 24 hours a day and to ensure that there are no significant waiting times for the reception of calls, and

4.

to work with other organizations that use this phone number in other countries.

Accounting Schema

§ 24h. Call numbers for harmonized services of social value in the area 116 are target network tariff.

Determination of charges

§ 24i. For services in area 116, no charge may be charged to the participant. "

3. In § 111, the following paragraph 8 is added:

" (8) The amended heading according to § 24 as well as the § § 24a to 24i in the version BGBl. II No 219/2007 enter into force as of 31 August 2007. "
