On the basis of § 53 (1) of the Higher Education Act 2005, BGBl. I n ° 30/2006, § § 5 (3), 7 (2) and 9 (3) of the Education Documentation Act, Federal Law Gazette (BGBl). Section 1

General provisions

Scope

§ 1. This Regulation shall apply:

1.

for the public pedagogical universities in accordance with § 1 (1) of the Higher Education Act 2005 and

2.

for the recognized private educational institutions, degree programmes, university courses and courses according to § 1 para. 2. cit.

Definitions

§ 2. The scope of this Regulation shall be understood as:

1.

Under "Matrikelnummer" (matriculation number), a clear identification mark of the students admitted to a course of study at a teacher education institution or who were admitted to a former educational institution;

2.

"StudienIdentifier" ("StudienHandle") is an indication of the degree to which the student is or is admitted to which degree of study at which university of education;

3.

"former educational institutions" means those domestic post-secondary educational institutions, including their predecessor institutions, which have been integrated into the respective public education institutions, or in the respective recognised private educational institutions, degree programmes, university courses or courses.

Section 2

Matriculation number

Formation of the matriculation number

§ 3. The matriculation number is a seven-digit number, which is to be formed as follows:

1.

The first two digits shall indicate the year of study of admission with the last two digits of the year of the calendar year in which the beginning of the year in question shall fall;

2.

the following five digits are assigned separately for each academic year to the one assigned by the Federal Minister for Education, Arts and Culture of each teacher education institution or the former educational institutions pursuant to § 2 Z 3 Refer to number quotas for matriculation numbers.

Allocation of the matriculation number

§ 4. (1) On the occasion of the first admission to the course of study, the Pedagogical University has to award a seven-digit matriculation number. The matriculation number shall also be maintained in the course of further studies at this or any other teacher training institution.

(2) A female applicant or applicant for admission to a course of study is only to be assigned a matriculation number from the number quota of the current academic year, if:

1.

he or he has never been at a public or private educational college, or has been approved by an earlier educational institution, or

2.

its former matriculation number does not correspond to the educational provision of § 3.

(3) If a receiving applicant has already been admitted to a previous educational institution, but has either no matriculation number or the matriculation number does not correspond to the training provision of § 3, a new Form and award the matriculation number as follows:

1.

The first two digits shall indicate the academic year of the first admission to the former educational institution with the two digits of the year of the calendar year in which the beginning of the year concerned fell;

2.

the following five digits are to be found for each academic year separately from the number quota for matriculation numbers assigned to the former educational institutions by the Federal Minister for Education, Arts and Culture of the former educational institutions.

The former educational institution is to be informed of the allocation of the matriculation number.

(4) For a receiving advertiser or a host with a university degree, who is admitted to a university course or a course at a pedagogical university, the matriculation number is that of her or her The framework of the university studies has been proven to be used.

Application of the matriculation number

§ 5. (1) The matriculation number is to be shown in the study book and in the student ID.

(2) All certificates, confirmations as well as other charges shall be provided with the matriculation number.

(3) All applications or entries of the students must be marked with the matriculation number.

Annulment of the matriculation number

§ 6. (1) The following matriculation numbers shall be declared invalid and shall be blocked:

1.

Each matriculation number, which does not correspond to the educational provision of § 3 and which has already been replaced by a valid matriculation number in accordance with § 4 (3);

2.

Each additional matriculation number assigned to students, to which a valid matriculation number has already been assigned.

(2) In the student evidence (§ 53 (2) of the Higher Education Act 2005), the blocking of a matriculation number is to be identified with reference to the valid matriculation number and has the effect of causing the lock to be blocked under the blocked Matriculation number no further data is stored.

(3) If a matriculation number is declared invalid, all information from the invalid to the valid matriculation number must be transferred. The change to the valid matriculation number is to be entered in the student ID and in the study book. (4) The award of a matriculation number declared invalid in the sphere of influence of an earlier educational institution which was not integrated into the relevant university of teacher education or training institution, or in a private study offer, the teacher education institution concerned must be informed of the lock by stating the valid matriculation number. Section 3

Study Identifier

Education of the study ID

§ 7. (1) Each course of study at a teacher education institution is indicated by a specific identifier.

(2) The study identifier is an eleven-character term with the following structure:

1.

In position 1, the letter of the Pedagogical University on which admission to the study is made is the same as that of the teacher education institution;

2.

in positions 2 to 4, the three-digit measure characterizes the studies;

3.

in positions 5 to 7 as well as 8 to 10, two further three-digit indicators can be used for the marking of the course of study;

4.

In position 11, a further identification letter is to be found in those cases where studies are jointly established at two or more universities of teacher education or if the specific course of study is completed in the sense of § 11 at two universities of teacher education .

(3) If a further degree is involved in a course of study, in addition to the admission of the University of Teacher Education, it shall be responsible for the identification of the course of study of the adjoined teacher education institution.

(4) The identification letters and the study measures for use in accordance with paragraph 2 (2) (1) to (4) for the formation of the study identifier shall be made available to the universities of Teacher Education in accordance with the reports of the studies offered in each case by the electronic means Federal Minister for Foreign Affairs or the relevant Federal Minister.

Application of the study identifier

§ 8. In the study book, the student ID is to be shown. Furthermore, all certificates, certificates and other documents issued for the students, which refer to a concrete course of study, are to be provided with the student ID of this course of study under the matriculation number.

Section 4

Studies in the context of university cooperation

Jointly established studies

§ 9. (1) In the case of jointly established studies (on the basis of § 10 of the Higher Education Act 2005), admission is only to be made at a teacher education institution by choice of the student or the student.

(2) The University of Teacher Education has the right to

1.

to carry out the authorisation procedure and the inscription,

2.

to issue the confirmations, certificates and certificates in question, and the final certificates, and

3.

to award the academic degree, and to issue the appendix to the diploma.

Any further teacher education institution involved in the course of studies has to participate to the necessary extent.

(3) With the admission, the student will also become a member of the University of Teacher Education and/or a member of the teacher education institution involved in the implementation of the studies. Universities.

Co-Used

§ 10. (1) The visit of individual courses or modules, or the completion of examinations at a teacher education institution other than the admitting pedagogical university is considered to be co-occupancy. This does not lead to admission to the other than the admitting pedagogical university.

(2) The registration for co-occupancy at another educational university has to be made separately by the student or students who are involved in the course. In doing so, she or he has to prove the deposit of the tuition fee at the adjoined teacher education institution.

Cross-university teacher training

§ 11. In the case of teacher training studies, a study subject within the meaning of Section 11 (2) of the High School Curricule Ordinance, BGBl. II No 495/2006, at a teacher education institution other than the Teacher Training College, which is admitted to the teacher training course, the University of Teacher Education concerned has to admit to the study subject in question. The participating teacher training college is responsible for the extent to which it is required to participate. The student has to register for the study subject at the participating teacher education institution with proof of the payment of the tuition fee.

Section 5

Encoding and evidence

Encoding for the purposes of automation-supported data processing

§ 12. (1) In any case, for the purposes of automation-based data processing, the universities of teacher education have to encode:

1.

the Pedagogical University by means of the letter of the letter;

2.

the States shall be one to three digits;

3.

The sex shall be included;

4.

the student identification number;

5.

the school form of the general university entrance qualification double digits;

6.

The contribution status in accordance with § § 69 and 71 of the Higher Education Act 2005;

7.

three-digit international mobility programmes, with numbers 001 to 199 reserved for EU and state programmes.

(2) The codes indicated by the competent Federal Minister or by the competent Federal Minister by electronic means shall be used for the coding referred to in paragraphs 1, Z 1, 2, 4, 5 and 7. The encodings for Z 3 and 6 can be found in the notes contained in the Appendix. For the presentation of further international mobility programs than those mentioned in Z 7, corresponding codes of over 200 are to be defined individually by the Pedagogical University and used.

(3) Coded information is to be issued to the students only in connection with the associated texts, at most in abbreviated form.

Total incidence

§ 13. (1) The survey period for the data on the overall incidence shall be 15 November and 15 March of each calendar year. With regard to the data on the termination of training at an educational institution, the date of termination of the university visit is the date of the examination date of the final examination of the additional survey date.

(2) The Rectorate of a Pedagogical University shall transmit the data in the form of total data records in accordance with § 7 (2) and (3) of the Education Documentation Act. Reporting dates shall be 30 November and 31 March of each calendar year. Prior to the transfer, all necessary edits shall be carried out in the data set. If the data of the students is not incurred until the dates set in accordance with paragraph 1, an adjusted total data record must be transmitted at the latest by the reporting date of the next following key day with a corresponding note.

(3) The transmission of the data to the relevant Federal Ministry has to be carried out by the Bundesanstalt "Statistik Österreich", which will check the data for plausibility and completeness and the social security number in a To encrypt the identification code (BEKZ according to § 5 para. 2 of the Education Documentation Act). (5) With regard to the automation-supported data processing of personal data in the evidence, the provisions of the Data Protection Act 2000 (DSG 2000), BGBl. I n ° 165/1999, in the version of the Federal Law BGBl. I n ° 13/2005, in particular the protection of data secrecy in accordance with § 15 of the German Data Protection Act (DSG 2000). Federal statistics on education

§ 14.
