Purpose of the study authorization examination

§ 1. Persons without a maturity test can, in accordance with this federal law, have the right to admission to a bachelor's degree for a teaching degree at a teacher education institution as a regular student by filing the study authorization examination .

Definition

§ 2. Within the scope of this Federal Act the following definitions apply:

1.

"Pedagogical Universities" are institutions according to § 1 (1) (1) (1) (9) and (2) (2) (2) (1) and (2) of the Higher Education Act 2005, BGBl. I No 30/2006;

2.

"Studies" are Bachelor studies for a teaching degree in accordance with the Higher Education Act 2005, the amount of which is 180 ECTS credits;

3.

"Examination Commission" is the Commission at a University of Teacher Education, before which the second repetition of the study-assessment examination is to be deposited;

4.

"Head of a Pedagogical University" is the rector of a public teacher education institution or the head of a private teacher education institution or a private degree course;

5.

"Study Commission" is the institution of public pedagogical universities in accordance with § 17 of the Higher Education Act 2005, but in the case of private pedagogical universities and private study programmes the institution for study matters comparable to that of this institution competent body.

Authorisation

§ 3. (1) Persons who are seeking admission to a course of study at a university of teacher education should be admitted to the study authorization examination.

1.

the 22. Have completed a successful vocational or non-vocational training which is clearly beyond the fulfilment of the general compulsory schooling requirement for the training sought, or

the 20. They have completed a life year and have a teaching degree according to the Vocational Training Act, BGBl. No 142/1969, a medium-sized school or a vocational training equivalent to the extent and requirements of a vocational training course, and a total of four years ' duration of training (if required by completion of a further training course) .

The same applies to students for teaching posts in the area of vocational education and training which, according to § 51 paragraph 1 second sentence of the University Act 2005, have to prove the general university entrance qualification of 120 ECTS credits.

(2) The application for admission to the study authorization examination must be submitted in writing to the management of a university of teacher education, in which the desired degree of study is conducted. The search has to contain:

1.

the name and date of birth and, if any, the matriculation number;

2.

the desired or chosen course of study;

3.

the elective subject or, in the case of less than three compulsory subjects, the elective subjects (§ 4);

4.

a written declaration of unsuccessful attempts to take the study authorization examination.

(3) At the same time as the request referred to in paragraph 1 shall be submitted:

1.

a staff document, if available, for proof of the correctness of the name and date of birth and, if applicable, the matriculation number,

2.

An all-case request for complete or partial exemption from the filing of one or more examination areas of the study authorization examination in accordance with § 6,

3.

the proof of the special conditions of admission in accordance with paragraph 1, which must be submitted for examination at the latest at the time of the first entry.

Examination Areas

§ 4. The study authorization examination shall include the following examination areas:

1.

a written work on a general topic,

2.

no more than three further examination areas, which are required in the light of previous knowledge or skills required for the desired or chosen course of study (compulsory subjects); and

3.

further examination areas at the choice of the candidate for examination or of the candidate for examination in the field of the desired or chosen course of study, her or his technical requirements or the professional fields of activity corresponding to the course of study (elective subjects).

The number of compulsory and elective subjects according to Z 2 and 3 shall be four together. The compulsory subjects according to Z 2 can be found in the course of study of Appendix 1, which is intended or chosen by the candidate for examination or the candidate for examination. To the extent that no foreign language information exists in the case of living foreign languages, the study commission has one of the aims or objectives of the study to determine the degree to which they are selected.

Testing requirements and methods

§ 5. (1) The examination requirements in the individual examination areas are based on the teaching material of the 12. or 13. School level according to the syllabus of the respective higher school in force at the time of the occurrence of the study authorization examination.

(2) With the written work on a general topic in accordance with § 4 Z 1, the examination candidate has to prove that she or he is on a given subject in a perfect and eloquent language and with a clear The following shall be given in writing. The duration of an oral examination must include the time strictly necessary for obtaining a secure judgment on the knowledge of the examiner's candidate or candidate.

(4) For the examination areas in accordance with § 4 Z 3 (elective subjects), the examination requirements and methods shall be determined by the examiner or the examiner after hearing the examiner's candidate or candidate. The examiner or the examiner must consider the preparatory character of the study authorization examination. The written, oral or a combination of written and oral examination methods are admissible as examination methods.

Recognition

§ 6. (1) Examination candidates, who are subject to a compulsory subject-matter of an examination area

1.

a certificate or a confirmation of school attendance with an assessment in accordance with § § 22, 24 para. 2 and 39 of the German School Education Act, Federal Law Gazette (BGBl). No 472/1986, a public or public-law school,

2.

A certificate or a confirmation of school attendance in accordance with § § 24, 25 and 39 of the School Education Act for Vocational Training, BGBl. I No 33/1997,

3.

an external examination certificate in accordance with § 42 of the German School Education Act,

4.

A certificate of professional ripening in accordance with Section 9a of the Vocational Training Act, Federal Law Gazette (BGBl). I No 68/1997,

5.

a certificate in accordance with the Law on Tuition Fees, BGBl. No 292/1985, or

6.

a certificate in accordance with § 9 para. 1, first sentence

shall be exempted from the study commission from the filing of the study authorization examination in this area of examination to the extent to which the examination requirements and methods of § 5 as well as the Appendix 1 of the proof are to be exemplified the control of the relevant test material is provided.

(2) Examination candidates who are candidates for a master examination or a qualification test in accordance with the Industrial Regulations, BGBl. No. 194/1994, or the Land and Forest Vocational Training Act, BGBl. (3) The successfully completed final examination of a course recognised as an equivalent in preparation for the study authorization examination of an institution of adult education is to be considered a subject examination of the study authorization examination in the corresponding Subject (in the corresponding subjects), with the exception of a subject in accordance with § 4 Z 2. The competent government member may take such a course be recognised as equivalent in accordance with the requirements of this Federal Law, if:

1.

the teaching or study plan to be submitted is equivalent to those of higher schools, whether public or with the public right of public law,

2.

the auditor and examiner have a professional qualification which is capable of being taught in accordance with the requirements of a higher school, and

3.

the final examination, in addition to the examiner or the examiner, is attended by a teacher or a teacher of a pedagogical university as an assessor or as a co-sitter and the decision on the assessment is made by agreement.

Recognition shall be given for a maximum period of five years; it must be established if any of the necessary conditions are no longer available.

(4) The recognised courses in preparation for the study assessment test should be subject to regular internal evaluations, which should be published at the end of each year in a suitable way-but at least on the Internet. These have the following information:

1.

Mission statement and objectives,

2.

pedagogical and didactic concept,

3.

Teaching programme,

4.

Evaluation of the teaching on the basis of questionnaires on the satisfaction of the participants,

5.

Information on the selection and qualification of the teaching body,

6.

Study history analysis and

7.

Quality management system.

The institution responsible for the establishment of adult education shall ensure the preparation and publication of the evaluation report.

Carrying out the study authorization examination

§ 7. (1) The study authorization examination and its first repetition shall be carried out in front of a competent examiner or an expert examiner. § 8. The examination dates for the study authorization test are to be determined by the expert examiners.

§ 9. (1) A partial examination certificate must be issued on the basis of the deposit of each examination area. After the successful completion of all examination areas, the examination candidate or candidate is to be issued a certificate of the study authorization examination (§ 12).

(2) The successful completion of the study authorization examination entitles you to admission to the relevant course of study at any teacher education institution at which this course of study is conducted.

Repetition of the study authorization examination

§ 10. (1) The partial exams of the study authorization examination which have not passed may be repeated twice. In the case of the repetition of a test area assessed with "not passed", a written examination of the written examination is not to be repeated.

(2) repetitions of study examinations (of partial examinations) may be filed only on the subject of the curriculum in force or of a syllabus which has not been repeal for more than three years before the repetition of the repetition of the course.

Audit Commission

§ 11. (1) The second repetition of a partial examination of the study authorization examination must be submitted before an examination board.

(2) The examination board shall consist of:

1.

one or one of the chairpersons to be appointed by the management of a teacher training college,

3.

one or another expert or expert seconded for the intended course of studies by the management of a teacher training college.

(3) In case of the prevention of a member of the examination board, the management of a teacher training college has to appoint a representative or a representative.

(4) For a decision of the Examination Commission, the presence of all members and the unconditional majority of the votes cast shall be required. Abstentions are inadmissible.

Study permit certificate

§ 12. (1) The study authorization certificate shall contain:

1.

Location of the examination board, stating the University of Teacher Education;

2.

Family and first names, as well as the date of birth of the candidate for examination or of the candidate for examination;

3.

Matriculation number (if any);

4.

Examination areas and the name of the foreign language in the living foreign language;

5.

Assessment of the individual audit areas;

6.

any exemptions from audit areas, indicating the reason;

7.

if necessary, the admissibility of a repetition;

8.

the allowances relating to the study certificate certificate;

9.

Place and date of the exhibition, signature of the chairman, round seal of the Pedagogical University.

(2) Public pedagogical universities shall use a light-green negative pressure according to Appendix 2 for the certificate forms on the study calculation test.

Verification of the audit activity

§ 13. The expert examiners in accordance with § 7, the members of the examination commissions pursuant to § 11 as well as the expert advisers pursuant to § 6 para. 3 Z 3 shall be entitled to a retribution in accordance with the Federal Act on the Retaliation of Audit activities in the field of schooling with the exception of higher education and the compensation of members of the gutachter commissions according to § 15 of the German School Education Act, BGBl. No 314/1976, under the conditions laid down for 'other external examinations' in the higher education system.

Transitional provision

§ 14. According to § 8c of the School Organization Act, BGBl. No 242/1962, successfully completed study calculation tests and/or Partial exams of the same for teacher's diploma studies in academies are considered to be a study calculation test or a study course. Partial examinations of the same within the meaning of this Federal Law.

§ 15. Insofar as other federal laws are referred to in this Federal Act, these are to be applied in their respectively applicable version.

Enforcement

§ 16. The Federal Minister of Education, Arts and Culture is responsible for the enforcement of this federal law.

entry into force

§ 17. This federal law shall enter into force on the expiry of the day of the customer's notice in the Federal Law Gazans.

Article 2

Amendment of the Higher Education Act 2005

The Higher Education Act 2005, BGBl. I n ° 30/2006, is amended as follows:

(1) The following paragraphs 4, 5 and 6 are added to § 7:

" (4) Confessional private colleges of teacher education are the necessary subsidies for the personnel expenses of teaching staff (including the training, further education and further education of the teachers of religion) required for the performance of the tasks under this Federal Act. the way in which they correspond to the costs of public pedagogical universities of comparable nature and size.

2. In Section 51 (2) (2), the word order shall be " Study authorization examination in accordance with the Law on Tuition Fees, BGBl. N ° 292/1985 " through the phrase " Study authorization examination in accordance with the Hochschul-StudienAuthorization Act, BGBl. I No 71/2008 " replaced.

(3) The following paragraph 3 is added to § 80:

" (3) § 7 (4), (5) and (6) and § 51 (2) (2) (2) of this Federal Act, as amended by the Federal Law BGBl. I n ° 71/2008 enter into force with the end of the day of the event in the Federal Law Gazans. "

Article 3

Amendment of the Private School Act

The private school law, BGBl. No 244/1062, as last amended by the Federal Law BGBl. No 75/2001, shall be amended as follows:

1. In § 14 para. 2 lit. b becomes the turn "Education and Art" through the turn "Education, art and culture" replaced.

2. In § 23 (2) and (4) as well as in § 30 the Wendungen "Education, science and culture" in each case by the turn "Education, art and culture" replaced.

3. § 23 para. 2 lit. a is:

" (a)

(2) The following paragraph 4 is added to § 29:

" (4) § 14 para. 2 lit. b, § 23 para. 2 and 4 as well as § 30 of this Federal Act in the version of the Federal Law BGBl. I n ° 71/2008 enter into force with the end of the day of the event in the Federal Law Gazans. "
