136. Presentation of the Federal Chancellor concerning the scope of the Convention on the Liberation of Foreign Public Documents from the certification

According to the Government of the Netherlands, on 19 December 2007, São Tomé and Principe signed a certificate of accession to the Convention on the Liberation of Foreign Public Certificates (BGBl). No. 27/1968, last proclamation of the BGBl area. III. No 123/2007).

Accession was effective on 13 September 2008.

São Tomé and Principe has designated as competent authorities in accordance with Art. 6:

"The Minister's Office and the Consular Affairs Department of the Ministry of Foreign Affairs, Cooperation and Communities".

According to a further communication from the Dutch Government, on 31 July 2008, Greece had the name of the authorities responsible for applying the Apostille. 1 changed as follows:

The Prefect, for all documents issued by the Offices/Offices of the Prefectural Administration;

The Secretary-General of the Region:

1. for all documents issued by the administrative services of the district (in Greek: Nomos) or Prefecture (in Greek: Nomarchia), which do not fall within the competence of the prefectural administration;

2. for all documents issued by legal persons under public law;

3. for all documents issued by the municipal administrations of the first instance;

4. for all documents issued by the registration offices.

For all court documents, the Court of First Instance of the region in which the issuing authority has its registered office shall remain the responsible authority.

Furthermore, on 5 August 2008 the Russian Federation has the list of competent authorities 2 modified in accordance with Article 6 of the Convention as follows:

The Ministry of Defence of the Russian Federation is the competent authority for the issuance of the Apostille, in accordance with Article 3 of the Convention, on official collections of the Military Service (Employment) of the Armed Forces of the Russian Federation, the armed forces of the USSR, as well as the joint forces of the Commonwealth of Independent States (CIS), issued in the Russian Federation.
