23. Representing of the Federal Chancellor concerning the scope of the Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict

According to the communications of the Secretary-General of the United Nations, the following States have ratified their instruments of ratification or Accession documents to the Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict (BGBl. III n ° 92/2002, last proclamation of the BGBl area. (III) No 173/2008):

On the occasion of the deposit of their instruments of ratification or The following declarations have been issued by the following States: Reservations are explained:

Albania:

The Republic of Albania declares, in accordance with Article 3 (2) of the Protocol, that the minimum age from which a voluntary entry into the national armed forces is permitted is nineteen years. This age limit is defined by Law No 9171 of 22. Jänner 2004.

The age at which a convocation may take place shall be determined by Article 5 (2) of Law No 9171 of 22 June 1991. Jänner 2004.

Mauritius:

The Government of the Republic of Mauritius declares, in accordance with Article 3 (2) of the Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict, that the minimum age for voluntary recruitment of persons to their paramilitary forces is 18 years.

Singapore:

In accordance with Article 3 (2) of the Optional Protocol, the Republic of Singapore states that:

1.

The minimum age in which persons are voluntarily recruited or admitted to the armed forces of Singapore is 16 years and 6 months; and

2.

The Republic of Singapore reserves the following security measures with a view to the voluntary recruitment or listing of persons under the age of 18 years in the armed forces of Singapore:

a.

The person has to document his/her age certificate, including an authentic birth certificate and an identity card;

b.

The written consent of a parent or guardian of the person is required;

c.

The person must be fully informed about the tasks in the military service of the armed forces of Singapore, through, among other things, information brochures, as well as career advisers who explain the claims of military life.

Uzbekistan:

On Art. 3 (2):

The Republic of Uzbekistan declares that according to the Law of the Republic of Uzbekistan "General Military Tasks and Military Service" of 12 December 2002, the admission of nationals to the Armed Forces of the Republic of Uzbekistan only after reaching the Age of eighteen years is permitted.
