394. Ordinance of the Federal Minister of Agriculture, Forestry, Environment and Water Management, with which the regulation on the determination of the Federal Office of Water Management as an organizational unit, in which the flexibility clause for application , is amended

On the basis of § § 17a and 17b of the Federal Budget Act, BGBl. No. 213/1986, in the version of the Federal Law BGBl. I n ° 139/2009, by the Federal Minister for Agriculture, Forestry, the Environment and Water Management, in agreement with the Federal Minister for Finance, the following:

The regulation of the Federal Minister for Agriculture, Forestry, Environment and Water Management on the determination of the Federal Office for Water Management as an organizational unit, in which the flexibilisation clause is applied, BGBl. II No 285/2007, shall be amended as follows:

1. In § 2, the number shall be: "2010" by the number "2012" replaced.

2. § 11 reads:

" § 11. (1) At the Federal Minister for Agriculture, Forestry, Environment and Water Management, a Controlling Advisory Board will be set up from 1.1.2007 to 31.12.2013. "

3. In § 16, the number shall be "2007" by the number "2011" replaced.

4. The installation shall be replaced by the annex to this Regulation:

1. Strategic objective of the Federal Office for Water Management

1.1. Technical framework

As a subordinate office of the BMLFUW, the BAW is involved in the planning and implementation of the following water management goals:

-

Protection of waters

-

Securing a balanced water balance

-

Protection of the human being from the water

-

Co-design of international developments in the field of water management

-

Creating a water awareness

-

Implementation of the new tasks related to the WRG novella

1.2. Subject-relevant core areas

In order to meet the above objectives, five institutes are available at the BAW to cover the following key areas in support of the department's specialist strategy:

-

Water quality: focal point: flow ecology; management of the WGEV; interpretation of river water data from the WGEV and other sources, with special consideration of the Danube river and preparation of contributions to the river basin planning

-

Water construction: focus: flow-water modelling on the basis of mathematical and physical models; basic contributions for the survey of the water cycle

-

Soil water balance: focus: concepts for the rehabilitation, conservation and renewal of (drinking) water reserves (groundwater) and strategies for water-relevant soil protection (erosion, filter function); groundwater-related contributions to river basin planning

-

Water ecology: focus: Contributions to river basin planning in flowing and standing waters by hand for fisheries ecological evaluation; fisheries management planning

-

Aquaculture: focus: concepts for water-compatible fish production on the basis of methods and evaluations, as well as verification of influence factors on adjacent areas of the aquatic environment.

All institutes are specialised in the implementation of the provisions of the WRG 1959 i.d.g.F. at the national level in the European context within their core areas.

1.3. Key key tasks

The following key tasks are carried out for the implementation of the above mentioned core areas of the institutes:

Examination and examination activities together with the evaluation of the results

-

Creation of concepts with regional or total-deadly reference

-

Practice-oriented research in the field of water management including relevant secondary material

-

Holding of education and training events as well as specific advice on water management issues

-

Rearing of site-appropriate stocking material

-

Contribution to the public relations of the Austrian water management

1.4. Target groups of services:

Institutions of the EU, Federal Ministry for Agriculture, Forestry, Environment and Water Management, as well as other Federal Ministries, Länder, municipalities, industrial and commercial enterprises, private persons

1.5. Cooperations:

Authorities, universities and other research institutions in the national and international Sector, civil engineers and public service institutions at national and international level.

1.6. General objectives

In the context of the implementation of the technical tasks, the following general objectives have been agreed:

Contributions to the sustainable implementation of the WRG 1959 i.d.g.F.

-

Contributions to the Water Information System Austria (WISA; databases, etc.)

-

Development of cooperation in the field of Danube materials with national and international requirements (Verbund, Via Donau, IKSD ...)

1.7. Other business

Due to the competence situation, water law is carried out in the indirect federal administration, the heavy weight of the tasks of the BAW is in the support of the BMLFUW and less in the immediate law enforcement. The BAW shall also take over orders from third parties for remuneration in accordance with the applicable tariff.

2. Management strategy

2.1. General management objectives

Following the system of the Balanced Score Card, the following priorities were agreed:

Compliance or improvement of the currently agreed balance ("Finance")

Targeted control of the external impact and influence of the Federal Office ("Customer/Market")

C.

Targeted use of human resources ("processes")

D.

Raising the level of training in the technical and management sectors ("development/training")

2.2. Target Agreements:

The performance indicators listed below are to be found under Pkt.2.1. The general management objectives described above are verifiable and their development is made comprehensible. The following priorities were agreed for the achievement of the general management goals:

(Finance) Expansion of the current revenue areas through relevant technical cooperation internally and externally

(Customer/market) Strengthening of public relations (website; closer cooperation with the Public Sector of Section VII)

C

(processes) Simplification of internal processes for the handling of control instruments in the area of cost accounting and controlling (databases, IT sector)

D

(Development/training) Forctioning the targeted training of employees and managers

2.3. Balanced Score Card (BSC) control instrument/performance indicators

In order to make the connection between performance indicators and the objectives visible, the individual indicators are assigned the letter A-D to the contents listed under point 2.1.

3. Performance catalogue 2007 to 2012:

Collection and evaluation of flowing waters in the hands of state-relevant parameters

-

Collection and evaluation of stagnant waters in the hands of state-relevant parameters

-

Quantitative and qualitative detection of soil water parameters as well as accompanying parameters related to groundwater protection and groundwater reformation

-

Acquisition and evaluation of erosion processes in connection with the reduction of nutrient inputs into surface waters

-

Collection and evaluation of fish regions

-

Preparation of expert opinions and refurbishment concepts on specific issues of the individual departments

-

Water-based and water-morphological problem solutions using physical and mathematical modeling

-

Carrying out specialist statistics and data management with regard to data and external data

-

Introduction of specialist expertise in national and international bodies

-

Opinions and factual information as well as advice on water management issues in the public and private sector

-

Technical contributions to the preparation of the river basin plans and representation of the Austrian position in bi-and multilateral coordination negotiations

-

Fisheries management concepts in relation to species-based infestation as a basis for maintaining the ecological functioning of the waters

-

Calibration of water speed meters

-

National and international collaborations in applied research in the respective department

-

Method evaluation and research

Course-, Off-and Continuing education

Rearing of site-appropriate crew materials in connection with the implementation of the WRG
