On the occasion of the deposit of its instrument of accession, Singapore has declared the following caveat. the following statement:


In accordance with Article 17 (3) of the Convention, the Republic of Singapore declares that it does not consider itself bound by both of the procedures for the settlement of disputes laid down in Article 17 (2).


The Republic of Singapore understands Article 10 of the Convention to the effect that it includes the right of the competent authorities to decide not to submit specific cases of prosecution to the judicial authorities if the alleged offender in accordance with the provisions of national security and preventative detention.
