" § 25 (1) (1) and (3), section 25 (4) and section 25 (12) of the Federal Law, which regulates the organization in the field of the electricity industry (Electricity Economic and Organization Law-ElWOG), BGBl. I No 143/1998, idF BGBl. I n ° 121/2000, were unconstitutional. '
