402. Ordinance of the Federal Minister for Defence and Sport on the basic training for the use group M BUO 1 (Basic Training Regulation M BUO 1 2013)

On the basis of § § 26 to 31 and 149 (5) of the Staff Regulations Act 1979 (BDG 1979), BGBl. No. 333, as last amended by the Federal Law BGBl. I No 87/2012, shall be arranged:

Scope

§ 1. (1) This Regulation lays down the basic training for the use group M BUO 1 (Stabsunteroffizierstraining), including the admission to basic training.

(2) The persons participating in the training of the staff of the staff shall, without prejudice to their military grade, be considered as staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff under this Regulation.

Objectives

§ 2. Construction of basic training and forms of training

§ 3. (1) Stabsunteroffizer training includes:

1.

the course of military leadership 3 and

2.

the course guide organizational element 3.

(2) The military tour 3 serves the purpose of teaching the objectives according to § 2 Z 1 and 2. It must be carried out several times per calendar year by the Heeresunteroffiziersakademie in accordance with the official requirements and has the following in the Appendix 1 to include training courses (teaching and curriculum plan "Military Leadership 3").

(3) The course management organisation element 3 serves the purpose of conveying the objectives in accordance with § 2 Z 3. It shall, in accordance with the official requirements, be in accordance with the training place in question for the use of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff. Appendix 2 shall be carried out and shall have the Appendix 3 to include training courses (teaching and timetable "course management organisation element 3").

(4) The training courses for the courses referred to in paragraphs 2 and 3 shall be allocated in accordance with the service requirements and the vacant apprenticeship positions. Without prejudice to the further admission requirements for the course of the guided tour of the organization, only those staff members of the staff of the staff of the staff of the staff member may be assigned to this course,

1.

who have completed the military leadership training course 3 and

2.

provide the additional conditions necessary for the training of the staff of the staff in respect of the relevant weapons or subject-specific directions.

(5) The requirement laid down in paragraph 4 (1) (1) may be re-examined at the request of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff or of the staff of the staff of the staff of the staff of the staff, in

1.

the commanding officer or commander of the Armed Forces Command and the Command Support, each with respect to their area of competence; and

2.

in all other cases by the Federal Minister of State or the Federal Minister for National Defence and Sport.

(6) The placement of individual training contents is also permitted in the form of self-employed courses or a distance education or a practical use or self-study or by other appropriate forms.

Eligibility requirements

§ 4. (1) Admission requirements for state-of-the-art training in the field of training are:

1.

the successfully completed training of the under-ovary,

2.

Proof of physical performance in accordance with the applicable performance requirements in the Austrian Federal Army and

3.

a valid proof of the knowledge of the foreign language English of at least in the intermediate level "1 +" after the linguistic communication capability (SKF) or the linguistic performance profile (SLP) "1 + /1 + /1 +/-", according to the applicable current Examination regulations for language examinations in the Austrian Federal Army.

(2) In addition to the conditions laid down in paragraph 1, a written examination of the subject "General principles of leadership and tasks in use" in the course for the training of the staff of the staff is required for admission to the course of the course Military Management 3. to be successfully completed before a member of the Examination Commission for the service examination as an individual examiner or a single examiner.

(3) In addition to the conditions set out in paragraph 1, admission to the course of the course is required for the management organisation element 3.

1.

the successful filing of a written examination from the subject "General principles of leadership and tasks in the insert/organizational element" with regard to the possible weapons degree or direction of discipline after Appendix 2 in the extent required for the further training of the staff, before a member of the Examination Commission for the service examination as an individual examiner and/or a single examiner; and

2.

in the case of an exchange of weapons or specialisation after the completion of the training of the subject, proof of the obtaining of the necessary prior knowledge of obtaining the weapon or subject of the discipline.

Examination Rules for the Service Examination

§ 5. (1) The service examination shall include the examination subjects

1.

Heereskunde,

2.

Austrian constitutional law and administrative organisation as well as the law of the European Union,

3.

the right of service and remuneration of the federal staff,

4.

Administrative procedural law,

5.

Defence Law,

6.

Political Education,

7.

physical education,

8.

Information technology,

9.

Perform and perform tasks,

10.

Stabsdienst,

11.

training methodology,

12.

English,

13.

Vocational education,

14.

Weapons, equipment and specialised training; and

15.

Perform and perform tasks in the insert/organizational element ("Operations/OrgEt").

The level of requirements of the examination subjects is derived from the teaching contents of the Annexes 1 to 3.

(2) The service examination is to be carried out in the examination subjects in partial examinations

1.

1 to 8 and 13 before individual examiners,

2.

1 Z 9 to 11 as well as 14 and 15 before an examination senate and

3.

1 Z 12 according to the applicable examination regulations for language exams in the Austrian Federal Army.

(3) The partial examinations are to be deposited in the examination subjects

1.

pursuant to paragraph 1 (1) (1) in writing and oral,

2.

pursuant to paragraph 1 (1) (2) to (5) and (11) and 13 (

3.

pursuant to paragraph 1 Z 6 in writing,

4.

in accordance with paragraph 1 Z 7 and 8 in practice,

5.

in writing and in practice in accordance with paragraphs 1, Z 9, 10 and 15,

6.

1 Z 12 according to the applicable examination regulations for language exams in the Austrian Federal Army and

7.

pursuant to Section 1 (1) (14) in writing, verbal and practical.

Written examinations are to be held as a written examination and must not last longer than four hours. If a test compartment consists of more than one of the above-mentioned test parts during a course, the last part of the test shall indicate the extent to which the test is carried out.

(4) The staff of the staff of the staff of the staff are to be assigned to the partial exams (examination plan)

1.

Military tour 3 after completion of the respective training subject by the commandant or commander of the Army Submission Academy and

2.

In the course of the course, organization element 3 after completion of the respective training subject by the commandant or the commander or the head of the person responsible for the respective use of the staff of the trainee and the Staff of the staff of the stabsunteroffizierssanwärter in consideration of the training Appendix 2 .

(5) The assignment to the partial exams referred to in paragraphs 1, Z 9, 10, 11, 14 and 15 shall be admissible only if the training provided for this purpose by the relevant staff of the staff of the staff of the staff of the staff of the staff of the staff concerned is such as to the attainment of the training objectives in question is likely to be achieved, or proof of the completion of an equivalent training has been provided.

(6) No exams may be repeated twice. The repeat tests shall be made possible within three months. In any case, a second examination is to be taken before an examination senate.

(7) In the fields of military pilot and aircraft technology, the examination subjects according to paragraphs 1 and Z 1 and 8 to 11 are omitted.

Audit bodies for the service examination

§ 6. (1) The Examination Committee shall consist of:

1.

the commandant or the commander of the Army Submission Academy as chairperson or chairperson and

2.

the required number of other members.

(2) The other members shall be from the circle of officials of the categories M BO 1 or M BO 2 or M BUO 1, or equivalent groups of uses or comparable contract staff or the other in their subject. to order recognised persons for a period of five years. If necessary, the Examination Committee is to be supplemented by additional members for the remainder of the respective functional period.

(3) The examination senate shall consist of three members of the examination board. Preference is preferably to be taken into account. A member shall be members of the M BUO 1 or an equivalent group of uses or comparable contract staff.

Accounting for the training of the staff of the staff

§ 7. (1) The successful completion of the Military Tour 3 of this Regulation shall be deemed to have been successful.

1.

of 1. Semester of the staff training course according to § 3 of the regulation on basic training for the use group M BUO 1, BGBl, which is valid until the end of 31 December 2008. II No 518/2003, or

2.

Military tour 3 according to § 3 (3) of the basic training regulation M BUO 1, BGBl, which is valid until 31 December 2012. II No 464/2008.

(2) As a successful completion of the Curriculum Management Organizational Element 3 according to this Regulation, the successful conclusion shall apply.

1. (a)

of the second semester of the staff training course in accordance with § 3 of the Regulation on basic training for the use group M BUO 1, BGBl, which is valid until 31 December 2008. II No 518/2003, with regard to the relevant weapons or subject-specific direction Appendix 2 , or

b)

a corresponding course Management organisational element 3 in accordance with § 3 (1) Z 3 of the basic training regulation applicable to the use group M BUO 1, BGBl, which is valid until 31 December 2012. II No 464/2008,

2.

the Hufbeschlags-und veterinary certificate of veterinary medicine at the University of Veterinary Medicine, Vienna with regard to the speciation for the employment and veterinary services,

3.

the training for the pilot pilot in the field of military pilot,

4.

the specialized school for reproduction and printing technology or the apprenticeship in a graphic apprenticeship in the field of photo and reproduction systems,

5.

training as a sports instructor at the Federal Sports Academy or training as a Bundesheer sports instructor trainer with regard to the field of professional service body training,

6.

training as a military parachute instructor with regard to the weapon control of the Jagdkommandotruppe, in accordance with the intended use,

7.

the training as a host instructor in respect of the crew of the Jagdkommandotruppe in accordance with the intended use,

8.

Training to become a military dog guide ("Spürhunde") with regard to the field of animal husbandry and use of military dogs,

9.

The second semester of the subject of economic and legal services within the framework of the underfloor training programme in accordance with the regulation on basic training for the use group M BUO 2, BGBl, which is valid until 31 December 2008. II No 519/2003, with regard to the field of economic service and

10.

The teaching qualification test for teachers in the field of force-driving and transport.

(3) The successful completion of the partial examination of the examination subject Weapons, equipment and specialist training pursuant to § 5 (1) Z 14 shall be deemed to be successful completion of the examination.

1.

of the at least the second year of training as a qualified health and nurse,

2.

the examination for the flight guidance service with regard to the field of air navigation service,

3.

the test for military aircraft class I. Class with regard to the technical direction of aircraft technology,

4.

Training as a master mechanic or master of work in the technical departments "Kfz-Technik" or "Mechanical Engineering and Industrial Engineering" or "Industrial Electronics" with regard to the technical service in accordance with the intended use,

5.

Training as a master in the skilled trades "Maurer", "Zimmerer", "Elektriker", "Installateur", "Spengler" and "Schlosser" with regard to the weapon control Pioniertruppe/Baupionier in accordance with the intended use and

6.

the second diploma examination of the study "Instrumental singing education" or an instrumental course at a music university or at a conservatory with regard to the subject of music service.

(4) Successful partial exams

1.

of the staff of the 'Stabsunteroffizierslehrgang' according to § 3 of the Regulation on basic training for the use group M BUO 1, BGBl, which is valid until 31 December 2008. II No 518/2003 or

2.

Following the basic training regulation applicable to the use group M BUO 1, BGBl, which had been in force until 31 December 2012. II No 464/2008,

shall be considered to be a successful completion of the relevant sub-tests under this Regulation.

(5) The valid proof of the knowledge of the foreign language English from at least the level of requirements to be achieved by Appendix 1 After an examination in accordance with the standardised linguistic performance profile (SSLP), in accordance with the applicable examination regulations for language examinations in the Austrian Federal Army, the partial examination of the examination subject English shall be deemed to have been successfully completed after the examination has been completed. § 5 (1) (12).

Transitional provisions

§ 8. (1) The successful completion of the basic training for

1.

the use group MBUO 1 and

2.

the use group C-service in sub-officialfunction

the regulations in force at the time of the respective conclusion shall be considered to be a successful completion of the training of the staff of the staff in accordance with the provisions of this Regulation.

(2) The accounting provisions in accordance with § 7 (1) and (4) shall apply until the end of 31 December 2017.

In-and out-of-power

§ 9. (1) This Regulation shall enter into force 1. Jänner 2013 in force.

(2) With the expiry of 31 December 2012, the Federal Minister of State Defense Regulation shall enter into force on the basic training for the use group M BUO 1, BGBl. (II) No 464/2008, except for force.
