The Board of Governors of the ESM has been appointed by resolution 3 (SG/BOG/2013/05/03) of 23 June 2007. October 2013 the following amendment to the Treaty establishing the European Stability Mechanism between the Kingdom of Belgium, the Federal Republic of Germany, the Republic of Estonia, Ireland, the Hellenic Republic, the Kingdom of Spain, , the French Republic, the Italian Republic, the Republic of Cyprus, the Grand Duchy of Luxembourg, Malta, the Kingdom of the Netherlands, the Republic of Austria, the Portuguese Republic, the Republic of Slovenia, the Slovak Republic and The Republic of Finland, in accordance with Article 44 of the Treaty:
Cover sheet
"THE REPUBLIC OF CYPRUS" shall be inserted after "THE REPUBLIC OF LATVIA".
Contracting Parties
After 'the Republic of Cyprus', 'the Republic of Latvia' shall be inserted.
Article 8 (1) of the Treaty
'EUR 700 billion' shall be replaced by 'EUR 701 935 300 000'.
"Seven million shares" will be replaced by "seven million nineteen thousand three hundred and fifty-three shares".
Article 8 (2) of the Treaty
'EUR 80 billion' shall be replaced by 'EUR 80 221 200 000'.
Supplement to the final formula of the contract
The following is added to the present final formula of the Treaty: " With the accession of the Republic of Latvia, the Latvian version shall be equally authentic; it shall be deposited in a single original in the archives of the depositary, which shall be forwarded to the a certified copy of each of the Contracting Parties. "

According to the statement of the Secretary-General of the Council of the European Union of 28 February 2014, Latvia deposited its instrument of accession to the ESM Treaty on 21 February 2014; the Treaty as amended by its amendment is in accordance with Article 48 (3) of the Treaty on European Union. Latvia entered into force with 13 March 2014.
