151. Regulation of the Board of the E-control concerning reporting of data for preparation of control measures to ensure the supply of natural gas and to carry out a monitoring of security of supply in the field of natural gas (gas power steering data regulation 2014, G-EnlD-VO 2014)

On the basis of § 27 ABS. 3 power steering law 2012 (EnLG 2012), Federal Law Gazette I no. 41/2013, is prescribed:

1 section

General information

Definitions

1. (1) within the meaning of this regulation means: 1. "Sale to final consumer" concerns those quantities of gaseous energy sources, an end user for the own needs of a transmission or distribution system;

2. "Board" the amount in kWh, which from the market area is fed out. The sale to final consumer does not apply in this context as a Board;

3. "Operator of production facilities" means a natural or legal person or person Corporation, which is responsible for the technical operation and maintenance of production facilities;

4. "Operator of storage facilities" means a natural or legal person or person Corporation, which is responsible for the technical operation and maintenance storage system (storage station);

5. "Reference and delivery" are the physically measured or determined by appropriate methods sets of gaseous energy sources at the handover point, being separated and not netted to collect reference and delivery;

6 "self-consumption" those quantities of gaseous fuels, the a) a network operator is required to smoothly operate the long-distance and distribution lines (including compressor operation), b) a producer required to operate trouble-free production, c) required a storage company without interference to maintain the memory operation, where losses including the measurement differences to expel are separately by their own consumption;

7 "Limitation of contractual deliveries" each fall below the aggregate preview values reported by the provider for withdrawals from the virtual trading point and for imports by more than 30%.

14 "Heating" a system, implemented in the other forms of energy in heat and provided for a range of supply;

15 "CHP" a thermal power plant, implemented in the other forms of energy in a combined process of both electrical energy and heat (combined heat and power) and provided for a range of supply;

16 'Import' those quantities of gaseous fuels, which are cross-border brought to Austria

17 "Combined heat power (CHP)" the simultaneous production of thermal energy and electrical and/or mechanical energy in a process;

18 one "Combined heat cold power (CCHP)" expansion of combined heat power (CHP), which is also the cooling. The provisions of this regulation relating to cogeneration plants, are to apply mutatis mutandis for Trigeneration plants;

19 "maximum Einspeicher and sampling rate (-capacity) a storage facility" the maximum quantity per time unit, which can; be brought or taken from this in the storage facility

20 ' maximum production rate (-capacity) "the maximum quantity per time unit, which can be taken from a production plant

21 "Storage capacity" that amount natural gas, the maximum can be introduced in a store, to pull off being the cushion gas.

(2) are "Components of delivery or consumption (consumer groups)" within the meaning of this Regulation: 1 performance measured consumer, consumers with an annual consumption of at least 400,000 are kWh. (4) all quantities (values), which are charged or reported under this regulation for gaseous energy sources, are on the standard condition obtaining and using of in article 2, paragraph 1 Z 13 gas system usage fees regulation 2013 (GSNE-VO 2013, Federal Law Gazette II No. 309/2012) to convert fixed Verrechnungsbrennwerts in kWh. The calorific value is used for the clearing to reason to put is the quantity of information to be reported by the balance group coordinators.

(5) unless other regulations of E-control is referenced in this Regulation provisions, the provisions shall apply in their respectively valid version.

2. section

Current and historical data

Hour values - day surveys

§ 2.  At the latest until 14: 00 must be reported hourly energy amounts for the last day of gas: 1 by the grid operators the physical imports and exports each boundary coupling point;

2. from the producers to the extent that the message from the network operator is that the supply from domestic production per operator.

3. from the storage company, to the extent that the message from the network operator is the input and Board of or in storage facilities each per storage system.

Hour values - month surveys

Weekly surveys

3. natural gas merchants of the available for the Austrian consumer supply working gas capacity per storage company;

4. from the memory company the sum of contractually-bound storage rates.

5. from the producers the amount of the contractually-bound production rates.

(2) the data referred to in paragraph 1 No. 2 and no. 3 may in consultation with the E-control of the balance for each account group are combined and transmitted as a unit specifying the considered natural gas traders. Monthly surveys

2 by the operators of storage facilities, as well as the operators of production facilities the physical imports and exports about lines that are part of the storage and production facility are each separated after border transfer points;

3 by the memory company or by the operators of storage facilities for all on the Federal territory located storage facilities storage movement stating the collection and the storage in the month each separated after storage facilities;

4. from the producers and operators of production facilities of natural gas for all on the Federal territory production plants currently the total production separated after production facilities.

Surveys on October 15

Year surveys

3. by the producer or by the operators of production facilities of natural gas for all production plants currently on the Federal territory at midnight on December 31 the maximum production rate.

Preview data

Day previews

§ 8 (1) each daily must until no later than 14: 00 for the next gas day by the separately locations as hourly energy amounts to balance large customer schedules.

Four weeks previews

9. 3 by the providers for the supply by consumers in the market hours available, rates of production each separated per producer;

6. from the memory company activated for the market area in addition to Z 5 hour rates for the removal of storage.

Significant reduction of in imports of natural gas in the Federal territory

3. by the operators of power plants, plants with combined heat and power, (remote -) thermal power stations and heating plants with a total power (electric and thermal) of at least 25 MW or which directly at the power levels in accordance with section 63 Z 1 to 3 ElWOG 2010 are connected daily by no later than 4: 00 for the survey period from 0 until midnight of the next day the survey content in accordance with no. 2 each separated after blocks.

(2) the data referred to in paragraph 1 must be reported EnLG regardless of the existence of the requirements pursuant to § 4 paragraph 1 2012 annually for the 15 October.

Arrangements for crisis

Surveys on the monitoring of security of supply

Section 16 (1) for the purposes of the monitoring of security of supply descriptions carried out and planned maintenance and extension programs including a general description of maintenance and expansion strategies are annually until April 30 by the transmission system operators for the survey period from January 1, 6 o'clock last year until January 1 6: 00 of the current year, as well as a preview at least for the two years following the year under review one , to report each subdivided according to levels of power and resources.

Reporting and disclosure requirements

Section 19 (1) disclosure within the meaning of this regulation are operators of storage or production facilities, balance, natural gas trader, transmission system operators, wholesale, the market area manager, producers, storage company, catering, the distribution area manager, distribution system operators and balance sheet group members and district heating company.

Data formats

§ 20. All data are to submit the E-control in electronic form or to enter directly on an electronic platform of input furnished by E-control. The formats or the input platform are defined by E-control and made available in electronic form on the Internet.

Redistribution and use of data

§ 21 (1) data, which is collected on the basis of this regulation, may be used exclusively for the purposes provided for in the EnLG 2012.

(2) in accordance with section 27, paragraph 9 EnLG 2012 can the distribution area manager or the market area manager for the preparation and operational implementation of control measures on request data in accordance with § 2 to § 11 and § 16 and § 17 as currently or until May 31 of the year following the survey period or at the time of the survey by means of uniform formats in electronic form available to be provided.

In these cases, the each notifying parties of their reporting obligations to the E-control are exempt.

Transitional provisions

The indications referred to in article 4, paragraph 1 are § 22 (1) to enlist for the reporting month July 2014 no later than August 15, 2014.

Entry into force

23. (1) this regulation with 1 July 2014 into force.
