240. Regulation of the Chairman of the Board of Directors of Österreichische Post Aktiengesellschaft (ÖPAG) on the design and implementation of the basic training for the ÖPAG or the fees Info Service GmbH pursuant to § 17 (1a) of the Poststructurner Act (PTSG) or the fees payable by the Austrian Post-Structure Act (PTSG) A subsidiary of ÖPAG, a subsidiary of the ÖPAG, which is subject to this provision of services (training regulation 2014/AVO 2014)

In accordance with § 26 (1) BDG 1979, the objectives of increasing flexibility for the company and the competitiveness and professional development of officials are prescribed in conjunction with § 17a Abs.3 PTSG:

Section 1

GENERAL PROVISIONS

Scope

§ 1. (1) This Regulation regulates the basic training courses I, II, III and IV for the civil servants assigned in accordance with Section 17 (1a) of the PTSG.

(2) The provisions of Basic Education I, II, III and IV shall also apply to the basic training for the categories of use A, B, C and D for the civil servants assigned in accordance with Section 17 (1a) of the PTSG.

Section 2

BASIC TRAINING I

I. TRAINING

§ 2. (1) Basic training I is an appointment or Definition required for jobs in the PT 1 use groups and for those jobs in the PT 2 use group associated with the use code of 0023. The basic training shall include:

the completion of the training course I

a self-study.

Assignment

§ 3. (1) An official may, on the date set by the supreme service authority, make an existing permanent use of the date of the application

a)

and uses within the last 12 months of a total of at least 6 months at the level of the jobs allocated to the GA I

and

b)

shall fulfil the conditions of appointment of Z 1.12 or Z 1.13 of Appendix 1 to the BDG

or

c)

in the absence of the in Pkt. (b) the conditions for the presence of an eight-year use in PT 3 or in a higher use group

is to assign it to basic training.

(2) An official may apply for the postponement of participation in the basic training course. A request which is submitted within 14 days from the proven conclusion of the invitation to participate in the basic training with the respective service authority is to be taken note of. The reasons for this are to be justified later on. The head of the respective service authority has to decide on them in the form of a weighing of interests between the mentioned obstacles and the additional expenditure resulting from the shift. In the event of a postponement, the official shall apply in writing to the official to take part in one of the next basic training dates.

(3) The postponement of individual seminars and parts of the course shall be admissible with the agreement of the head of the respective service authority. If the collection is only possible in the next basic training pass, the official can take the course contents of a seminar or seminar. of a course part in self-study and take part in the partial exams or wait for the next basic training course. In any case, completed seminars and training parts retain their validity, a repetition is not provided.

II. EXAMINATION REGULATIONS

Content

§ 4. (1) The training course Basic Training I consists of the following items:

(2) As a further prerequisite for the admission to the service examination, the proof (confirmation of participation and/or certificate of participation) shall be issued according to § 31 (2) BDG. Learning protocol self-study basic training) on participation in the seminars

(3) Further selected examination subjects for the service examination may be established by the top service authority for each examination date, taking into account the provisions of Section 25 (1) BDG. To this end, the supreme service authority has to set a general list of literature on the further examination subjects by means of a service instruction. In the case of the establishment of further examination subjects, the individual examination literature is to be disclosed with assignment to the basic training of the official from this list.

(4) In accordance with § 30 BDG, a civil servant may also apply for an account of training or other qualification measures which have already been proven to be otherwise provided for the basic training at the top service authority. This application shall be accepted in the case of equivalence of the content if the training and qualification measure is not longer than 1 year.

Audit Plan

§ 5. The dates for the parts of the courses and the admission seminars referred to in paragraph 2 shall be determined by the respective service authority in accordance with the requirements of the company in the course of the invitation to the basic training. With the allocation to basic training, the learning remedies are to be followed.

Written part-examination

§ 6. At the end of each course, a written examination is to be submitted via the content of the course. This is to be held in the form of multiple choice tests. The examination tasks are intended to demonstrate the ability of the official to be able to deal with the respective content of the course in a systematic, factually correct, comprehensive and request-related way. This is when at least 50% of the maximum number of points is reached, with positive responses with a point and negative responses rated at a departure point, while unanswered questions remain unaccounted for.

Housework-Oral part-examination

§ 7. Within two weeks after passing the last written part-examination, the official is a housework topic on a current question from the respective business unit/service unit/staff/subsidiary/GIS to the Assign stand-alone editing. The date of the examination must be determined in such a way that the examination can be completed no later than 10 weeks after the last written part-examination has been passed, while maintaining a preparatory period of at least one month. Weight

§ 8. The multiple choice tests on the different contents of the course as written partial exams are equivalent and must be a positive one for each person. The oral part-examination within the meaning of § 6 shall be assessed independently of the written partial exams and shall be deemed to have existed if the social-communicative abilities, the methodological knowledge and the professional coverage are of equal value of the domestic work content or In accordance with Section 4 (3), the other examination subjects expect the official to be able to deal with future tasks on the jobs assigned to the GA I.

§ 9. § 28 (8) BDG, with the addition that a new house labour issue is to be assigned within two weeks after the unsuccessfully completed examination date, applies to the examination repetition.

Certificate (Examination of the Examination)

§ 10. In the certificate (examination announcement), the examination subject matters as well as a special examination success according to § 31 (5) BDG are to be listed.

Section 3

BASIC TRAINING II

Training

§ 11. (1) The GA II shall be settled by applying the provisions of the GA I with the following divergeny. An official may, on an annual basis set by the highest office of the service, an existing permanent use

a)

and uses within the last 12 months of a total of at least 6 months at the level of the jobs allocated to the GA II

and

b)

shall fulfil the conditions of appointment of Z 2.11 or Z 2.12 of Appendix 1 to the BDG

or

c)

in the absence of the in Pkt. (b) the conditions referred to in the case of PT 2 for PT 2, PT 3 or PT 4 or in a higher use group for PT 2 for the purposes of PT 2, PT 3 or PT 4; for PT 2; PT 3 is used in PT 4 or in a higher use group; for PT 4 a six-year use in PT 6 or in a higher use group

is to assign it to basic training.

(2) The seminars referred to in § 4 (2) shall be replaced by additional admission requirements for the examination of the service.

Section 4

BASIC TRAINING III

Training

§ 12. (1) The GA III shall be settled by applying the provisions of the GA I with the following divergeny. An official may, on an annual basis set by the highest office of the service, an existing permanent use

a)

and uses within the last 12 months of a total of at least 6 months in the jobs allocated to GA III

and

b)

shall fulfil the conditions of appointment of Z 34.3 (a) of Appendix 1 to the BDG

or

c)

in the absence of the in Pkt. (b) the conditions referred to in PT 9 for the period of use required for appointment to the PT 5 use group, or in a higher use group

is to assign it to basic training.

(2) The participation in the seminar shall be replaced by the seminar referred to in § 4 (2) as a further admission requirement for the examination of the service.

Section 5

BASIC TRAINING IV

Training

§ 13. (1) The training shall include:

Training in the workplace

-

a self-study.

(2) The subject-specific training contents necessary for the respective use shall be provided in a workplace training.

Completion of basic training

§ 14. (1) The basic training shall be completed with a practical and oral testing of the state of knowledge of the staff members in connection with their work performance at work.

(2) The content of the training provided shall be the learning remedies available and the settlement rules to be taken into account in the course of the training of the workplace. The date of the examination is to be communicated to the official in a timely fashion, with a two-month period of preparation to be granted following the conclusion of the learning aid.

(3) The test shall be carried out by a suitable staff member or staff member who must belong to one of the categories of use B, C or PT 2 to PT 5. The test can also be carried out by the immediate service staff.

(4) The results of the test shall be notified in writing to the competent personnel office. A copy of the communication shall be sent to the body responsible for the supervision of this service. A copy of the communication that the necessary knowledge and skills have been demonstrated shall be the official of the official. If the necessary knowledge and skills have not been proven, the communication to the staff office must contain a qualitative justification. Before repetition of the service examination, the training at the workplace of the official is still to be completed. The non-successful trial is to be communicated to the official in writing.

AUDIT COMMITTEE/EXAMINATION SENATE

§ 15. (1) An examination commission shall be established for the official examinations of the basic training I at the top service authority.

(2) The members of the examination board are preferably staff members of the group A or A, respectively. PT 1 of Österreichische Post AG to order. Regardless of this, lecturers and admission seminars can be ordered as members of the examination board.

(3) The appointment of the Chairperson, the Vice-President and the other members of the Audit Commission established pursuant to Abs 1 is the responsibility of the Head of the Board of Management of the Austrian Post AG Personnel Office.

(4) The examination senate must consist of at least three persons, with one chairing the chair.

§ 16. (1) For the official examinations of the basic training courses II and III, an examination committee must be set up by the top service authority in accordance with § 3 (4) in the case of at least one personnel office established in the Austrian Post AG.

(2) The members of the examination board are preferably members of the staff of the group A, B and/or B, respectively. PT 1-PT 3 of Österreichische Post AG to order. Regardless of this, lecturers and admission seminars can be ordered as members of the examination board.

(3) The Chairperson of the Examination Commission and her/his alternates should be of the group A or an equivalent grade or use group if a staff member of this Classification is not available, which includes the highest available use group.

(4) The appointment of the chairperson, the deputy/deputy and the other members of the examination board established pursuant to paragraph 1 is the responsibility of the head of the board of directors of the Austrian Post AG Personnel Office.

(5) The examination senate must consist of at least three persons, with one chairing the chair.

Section 7

TRANSITIONAL AND FINAL PROVISIONS

Replacement

§ 17. (1) All official examinations or tests successfully filed until the entry into force of this Regulation. Replacement tests shall be valid in the sense of the appointment requirements. In this connection, the BGBl Regulation, as amended by Section 28 of the Regulation of the Federal Minister of Economics and Public Transport of 5 March 1984, BGBl.No. 139, "Officials of the Postal and Telegraph Administration", shall apply. No 598/1994, as well as the basic training courses I to IV, which have been laid down in accordance with the previous training regulations, as the same examination in relation to the basic training of this training regulation of the same name.

Invoice

§ 18. (1) Basic training parts which have been positively received prior to the entry into force of this Regulation shall be set out in the case of equivalence to basic training of this Regulation. At the request of the official, the office of the highest office decides on the equivalence of the equivalence.

(2) Non-successful appearances in accordance with the previous training regulations must be taken into account in the determination of the still existing possibilities for repetition.

§ 19. This Regulation shall enter into force 1. October 2014, replaces the training regulation 2003 (AVO 2003), made known in the Post-Communications No. 8/2003.
