According to the note by the Secretary-General of the United Nations, the amendments to Annexes I and II to the Convention, in accordance with Article 13 (5) thereof, are applicable to all Contracting Parties with 15. It entered into force in October 2013.
According to a further note by the Secretary-General, the amendments to Articles 12, 13 and 14 of the Convention, pursuant to Article 12 (4) thereof, enter into force for all Contracting Parties with 7 November 2014.
