On the occasion of the deposit of their instrument of accession, the following states have declared that they are not bound by Article 23 (1) of the Convention:

In addition, on the occasion of the deposit of its instrument of accession, Indonesia has declared that Article 4 of this Convention does not support the use or threat of use of nuclear weapons for any means or purposes relating to: encouraging, condoning, justifying or legitimising.
