According to the note by the Secretary-General of the Council of Europe, Luxembourg is listed in the Annex to the European Agreement on the regulation of the movement of persons between the Member States of the Council of Europe (BGBl. The contracting parties to the Agreement have not made any objections to the amendment of the list, and it has therefore entered into force on 26 June 2014 in accordance with Article 11 of the Agreement.
